Meeting held to discuss constitution of robust State Board of Secondary Education in A.P.
Director of School Education V. Vijay Rama Raju presided over the meeting that deliberated on the recommendations of the national assessment centre PARAKH (Performance Assessment, Review and Analysis of Knowledge for Holistic Development) and the National Council of Vocational Education and Training (NCVET) and national level reforms in school education governance.
The meeting decided to constitute the Board with a robust mechanism to ensure its effective functioning, establish District Examination Boards, confer assessment and awarding body status under NCVET and recognise the Board of Secondary Education, Andhra Pradesh as the State School Standards Authority.
The meeting also approved significant reforms such as imposing punishments for any negligence in evaluation, constitution of an assessment cell in the Board and adopting a dual-authentication-based digital evaluation system.
The decisions are aimed at empowering the Board to function as a modern, autonomous and accountable institution dedicated to ensuring assessment integrity and quality standards in school education across the State.
The officials who attended the meeting included State Project Director of Samagra Shiksha B. Srinivasa Rao, Director of Government Examinations K.V. Srinivasulu Reddy, Director of State Council of Educational Research and Training (SCERT) M.V. Krishna Reddy and Director of Andhra Pradesh Open Schools Society R. Narasimha Rao and others.

Delhi CM tables CAG audit report on welfare of construction workers in assembly
NEW DELHI: Delhi Chief Minister Rekha Gupta presented a CAG audit report in the Assembly on Monday, highlighting irregularities in the registration of construction workers and indicating low expenditure on their welfare, despite the state government having a substantial fund of over Rs 3,500 crore available from 2019 to 2023. The report of the Comptroller and Auditor General (CAG) of India on 'Welfare of Building and Other Construction Workers' (BOCW) covered the four years up to March 2023 under the rule of the previous Aam Aadmi Party (AAP) government in Delhi. The Delhi government did not have any reliable data relating to the number of BOCWs in Delhi, it said. The Welfare Board for the BOCWs could provide a complete database of only 1.98 lakh out of 6.96 lakh workers stated to be registered with it. "Out of 1.98 lakh beneficiaries of various welfare schemes, for whom images were made available to Audit, 1.19 lakh beneficiaries were linked with 2.38 lakh images - more than one image for individual beneficiary," it said, suspecting "ghost" worker registrations. Also, the availability of duplicate images, images with no faces, and multiple registrations of the same face indicated several "loopholes" in the registration process, the CAG report stated. In terms of renewals of registrations of the BOCW, Delhi was way behind the all-India performance of 74 per cent. Delhi recorded a renewal of just 7.3 per cent of workers as per the report. As of March 2023, the Welfare Board for the BOCWs had accumulated funds of Rs 3,579.05 crore, it added. "There was a huge difference in the figures of cess amount collected as per records of cess collectors, district records and the Board. The difference in figures of the cess as per District records and as per the Board for four years amounted to Rs 204.95 crore. The differences were not found reconciled," it noted. The registered companies pay one per cent of the construction cost as cess to the Board for undertaking various schemes for the welfare of the BOCWs. Also, the Delhi government did not maintain a reconciled database of cess assessed, collected and remitted. It thus lacked a system to ascertain the quantum of cess due and its timely collection, the report found. "Cases of incorrect assessment, short/deposit/realisation of cess were observed," it noted. Expenditure on welfare schemes ranged between 9.53 and 11.33 per cent only of the total receipts, except in 2021-22, when ex gratia payments were made to the BOCW to tide over the Covid pandemic period, it added.

CBSE Board Exams 2026: Here's What You Must Know About Attendance Rules
In a fresh directive to all affiliated schools, the Central Board of Secondary Education (CBSE) has reiterated the mandatory attendance requirement for students appearing in the Class 10 and 12 board examinations for the academic year 2025-26. In a letter addressed to the Principals, the Board stressed that, as per Examination Bye-Laws (Rules 13 and 14), students must have at least 75% attendance to be eligible for the exams. This reminder follows an earlier circular issued on October 9, 2024. The Board has urged schools to ensure strict compliance, warning that non-adherence could lead to serious consequences, including student disqualification from board exams and even school disaffiliation in extreme cases. Mandatory Communication To Parents CBSE has instructed schools to formally inform students and parents about the attendance requirements at the start of the academic session. In cases where students fall short of the required attendance due to medical reasons, participation in national/international events, or other valid grounds, schools must collect supporting documents and submit condonation requests to CBSE by January 7 of the academic year. The Board has clearly stated that no requests will be accepted after the deadline, and any attempt to alter attendance records post-submission will be treated as manipulation. Inspections and Monitoring CBSE has also indicated that it may carry out surprise inspections to verify attendance records. Incomplete or inaccurate records may lead to disciplinary action. Schools have been directed to: Maintain daily attendance registers, ensure they are signed by both the class teacher and competent authority, preserve them for inspection purposes. If students are found absent without valid leave records during inspections, they may be treated as dummy or non-attending candidates and barred from appearing in the exams. Standard Operating Procedures The Board has also attached a set of Standard Operating Procedures (SOPs) to guide schools in managing cases of attendance shortage. Key points include: Attendance will be calculated as on January 1 of the academic session. Schools must maintain written communication and leave proofs for each case. All parental communication must be documented and sent via email or speed post. Only cases with proper documentation will be considered for condonation. Zero Tolerance For Manipulated Records CBSE has made it clear that once attendance shortage cases are submitted, no changes will be allowed. Any request to revise the records afterward will be considered an attempt to manipulate data. The Board has emphasised that regular attendance should not merely be seen as an eligibility requirement, but as a fundamental aspect of a student's academic discipline and development.

WBJEE Results 2025: Govt extends UG admission portal deadline to Aug 5 amid OBC category update
The West Bengal government on Monday extended the deadline for admissions through the centralised admission portal for undergraduate courses in state-run and aided colleges for the 2025–26 academic session to August 5 (midnight). The admission portal, launched on July 17, initially faced challenges following a Calcutta High Court stay on the state's revised OBC list. However, the Supreme Court's order on July 28, which vacated the stay, cleared the path for the West Bengal Joint Entrance Examination (WBJEE) and college admissions under the updated OBC categories. In the wake of the SC verdict, the state's Higher Education Department enabled students to update or upload their social category details on the portal starting July 29. 'The final deadline for submitting or updating social category details by candidates has been fixed as August 5 by 12 midnight, which can be done online at ,' Chief Secretary Manoj Pant told reporters at the state secretariat. The earlier deadline was August 4. 'Those who fail to update/provide their social category information in the portal within stipulated time, shall be considered in default as per prevailing rules. Candidates are also informed that no further requests for changes or updates of their details will be entertained whatsoever once the aforementioned deadline is passed,' the official said. The higher secondary examination results of the state board were published on May 7. Altogether 460 state-run and state-aided colleges under 17 universities were included in the portal. Meanwhile, over three months after the West Bengal Joint Entrance Examination (WBJEE) was held, the Board on Thursday announced that the results are likely to be declared on August 7. The delay, the Board said, was due to legal proceedings surrounding the state's updated list of OBC sub-castes. 'The examinations were held on April 27. By June 5, the results would have been announced and steps were taken. But due to the OBC matter, it could not be announced,' WBJEE chairperson Sonali Chakraborty Banerjee said at a press conference. On July 29, the Calcutta High Court directed the state government and the WBJEE Board to submit affidavits by August 7 explaining the delay in publishing the results. The division bench, led by Justice Sujoy Paul, was hearing a petition filed by the guardian of a candidate who appeared for the exam in April.
