Minister Majodina says SA doesn't have a bulk water crisis, it's a supply problem
She said the billions of rand owed by municipalities to water boards could further exacerbate the provision of water.
On Tuesday, Majodina appeared before Parliament's Standing Committee on Public Accounts (SCOPA) for the first time since the start of this administration.
The department said that while there's currently enough raw water supply to meet national demands, there are deficits at the local level.
Majodina said that of the 144 water operators in the country, 105 of them are performing dismally, hence the water shortages.
'There's no crisis. When it comes to bulk water supply, we do have, but when it comes to access of water through the taps, there's a challenge.'
She added there's only so much intervention the national department can make to ensure local authorities supply communities with water.
'That is why we are bringing reforms, that there must be separation of powers. We cannot be a service authority as well as a service provider.'
By the end of April, municipalities owed water boards R25 billion, and Majodina said they were simply not honouring agreements to pay up.

It involves serious allegations of harassment, unlawful surveillance, and manipulation of legal and media systems. The case pits Jan Hendrik Stephanus Venter against prominent attorney and political figure Dr Mathews Phosa, with Venter claiming R25 million in damages for emotional trauma, reputational harm, and ongoing threats to his safety and dignity. In an urgent affidavit filed with the court, Venter, who claimed to be Phosa's former employee, recounts in his founding affidavit a harrowing incident that he says marks the beginning of a pattern of malicious conduct. Papers filed with the court state: 'One day before a meeting at the offices of his colleague, Ulrich Roux, I was taken into a bathroom and forced to strip naked under the pretext that I may have been wearing surveillance devices. 'I was in tears, traumatised, and emotionally destroyed. Others saw my condition in the boardroom immediately afterwards, including Mr Roux.' Venter alleges that despite reporting criminal charges against a second respondent, the case 'went nowhere - no doubt due to his legal connections and influence'. He accuses Phosa of orchestrating malicious media campaigns to discredit him, including arranging for legal papers to be served. At the same time, he claimed he was incarcerated, falsely implicating him in a defamation case linked to the book 'Predator Politics'. Venter claims that Phosa arranged for a media outlet to publish an article falsely portraying him as a 'secret weapon' supporting Phosa's legal battles — a story Venter describes as 'a malicious manipulation of facts' designed to damage his credibility. 'Only Dr Phosa could have supplied that false information to the journalist, as I had no access to media or communications while incarcerated,' Venter asserted. He also detailed promises made by Phosa to support him financially and legally, promises which he says were never fulfilled, highlighting a pattern of betrayal and exploitation. In response, Phosa expressed shock, telling IOL that he was never formally served with any legal summons and was unaware of the case's specifics. 'If a person intends to litigate, they must ensure we receive the summons first. We know he is currently in jail… so it is difficult to respond to something we don't know,' he said. The third respondent, whom Venter accuses of persistent threats and unlawful surveillance, is also under scrutiny. Venter claimed that this individual made verbal threats, employed intimidation tactics, and implied constant surveillance, contributing to his ongoing distress. Venter's affidavit paints a bleak picture: 'I have lost all income, assets, and savings; I cannot find meaningful employment due to the reputational damage; I have been left without food, transport, housing security, or medication.'

Two men arrested in connection with KwaZulu-Natal political killings

Image: Supplied Two men who were arrested by the SAPS' KwaZulu-Natal Political Killings Task Team in connection with the murder of DA Councillor Nhlalayenza Ndlovu appeared in Howick Magistrate's Court yesterday. Their arrests came just two days after the unit arrested a former Municipal Manager in connection with the killing of the former ANC Youth League Secretary General, Sindiso Magaqa. One of the suspects arrested in the Ndlovu matter was Amanxamalala Traditional Authority's Inkosi Simphiwe Zuma, who is related to the former and current Umkhonto WeSizwe party President Jacob Zuma. Zuma was arrested alongside Thabo Mathonsi-Chonco. Both Zuma and Mathonsi-Chonco were out on bail for a separate murder case. Although the latest charges against Inkosi Zuma remain unclear, Mathonsi-Chonco was accused of conspiracy to commit murder and the murder of Ndlovu on December 23, 2023. Court A at the courthouse was filled with DA members, Inkosi Zuma's supporters, and members of the public. Another accused in the matter, Zwelithini Buthelezi, was not present. A source informed the Daily News that Buthelezi's charges were withdrawn on July 29 after he agreed to testify for the National Prosecuting Authority as a Section 204 witness. Inkosi Zuma and Buthelezi are also facing another murder charge for killing Zuma's head of izinduna, Qalokunye Zuma, on January 23, 2023. In that matter, Inkosi was granted R25,000 bail after his arrest on June 13; however, Buthelezi had already been denied bail in Ndlovu's murder case. His lawyer, Nkomo, who refused to divulge his first name, stated that his client wished to be transferred to Pietermaritzburg due to ill health and that the city fell within the jurisdiction of the Howick court. However, Prosecutor Advocate Elvis Gcweka rejected the request, citing concerns that the accused might collude with Buthelezi, who was being held in Pietermaritzburg. Inkosi Zuma's arrest: New murder charges emerge in DA chief whip's death

Amanxamalala Traditional Authority's Inkosi Simphiwe Zuma, who gained popularity because of his proximity to the uMkhonto weSizwe Party leader, was arrested together with 26-year-old Thabo Mathonsi-Chonco on Wednesday, barely a month after being released on bail for a separate murder case. Although the latest charges against Inkosi Zuma remain unclear, Mathonsi-Chonco is accused of conspiracy to commit murder and murder of Ndlovu on December 23, 2023. The matter was postponed to August 8 for a bail application. Another co-accused, Zwelithini Buthelezi, his induna, was not in court. A source, who is a court official, told this reporter that Buthelezi's charges were withdrawn on July 29 after he agreed to testify for the National Prosecuting Authority (NPA) under Section 204. Outside the court, Inkosi Zuma's relative, who cannot be named as he is not appointed to speak for the family, said it was shocking that Inkosi has been arrested for another murder. 'When we thought things were difficult, they just got worse,' he said. The DA has been fighting to see justice from the day Ndlovu was gunned down in cold blood in front of his children and wife, and after the case had gone cold, the party hired AfriForum private investigators who were able to gather information and gave it to the police. It was believed that Ndlovu was killed at his home to shut him up from spilling the beans about Buthelezi's alleged theft of electricity transformers, which were illegally connected and power sold to residents of newly developed villages outside Mpophomeni township, who were without electricity. Buthelezi is still facing charges in connection with electricity theft. Qalokunye Zuma was also killed at his rural Impendle home in front of his family members and patrons of his shebeen, allegedly following a dispute over the affairs of the Nxamalala traditional authority. During his bail hearing in Impendle court, it was revealed that Inkosi Zuma, who is facing charges of conspiracy to commit murder, murder, possession of illegal firearms, and ammunition, paid R30,000 to hitmen to eliminate Qalokunye Zuma. Police obtained this information when they analysed Buthelezi's cellphone records, who they had been hunting for Ndlovu's murder. Impendle court Magistrate Bongiwe Nhlapo told Inkosi Zuma that his bail conditions were that he must report in person to the Impendle police station every Monday and Friday between 8.30am and 4.30pm. Umngeni Municipality Mayor Chris Pappas said while people might be shocked by Inkosi's implication in Ndlovu's murder, 'some of us are not'.
