VIJAYAWADA: The Andhra Pradesh High Court on Thursday directed the State government to file a counter over delay in setting up the Police Complaint Authority (PCA) cells at district level.
Hearing a petition filed by a differently-abled person Tirumala Krishna of Mahanandi in Kurnool district, who claimed that 13 FIRs were filed against him across the State for a single social media post, Justice Nunepally Harinath found fault with the government for failing to set up the State and district-level PCA cells.
The petitioner alleged that the 'Red Book' rule prevailed in the State, with unchecked police high-handedness. Representing the petitioner, advocate V Surender Reddy argued that the police were acting arbitrarily and unreasonably.
He noted that Section 111 of BNS was invoked against his client merely for a social media post, despite the clear ruling from both the Supreme Court and the High Court against such misuse.
He further emphasised that the Supreme Court had previously issued clear instructions to set up PCA cells at both the State and district levels to address grievances against police harassment, but these directives have not been implemented by the State. Later, the matter was posted to July 17.

The health department of Gurgaon district on Tuesday night raided a medical store in Wazirabad that was allegedly selling abortion kits despite not having a registered medical practitioner's licence or a valid medical registration. The police registered an FIR on Wednesday afternoon in connection with the incident. 'A search of the premises uncovered MTP kits and surgical instruments used for pregnancy termination stored in a blue plastic drum at the back of the store. No MTP registration or retail/wholesale drug licence was found. The seizure was videographed, and the recovered MTP kit strips confirmed their use on the premises for performing abortions,' a spokesperson for the district administration said in a statement. Deputy Civil Surgeon Dr Jai Prakash, who also serves as the nodal officer for medical termination of pregnancy (MTP) in the district, said the department had received information about illegal activities at the store, Abha Homoeo Optical and Dental Hygiene, on Khatu Shyam Road in Wazirabad. He added that Nani Sarkar, who operated the store, fled as the team arrived around 9 pm. The team handed over the seized materials, records, and video evidence to the police, who registered an FIR under the Bharatiya Nyaya Sanhita (BNS) and the MTP Act. Under the BNS, the offences invoked are under section 3(5), which pertains to joint criminal liability, suggesting the accused's deliberate intent in running an illegal operation; section 88, addressing harm or endangerment to human safety through negligent acts, relevant due to the health risks of unauthorized abortions; section 91, covering negligent conduct involving drugs or medicines, applicable to the illegal sale of MTP kits; and section 125, dealing with acts endangering public safety, fitting the reckless operation of an unregulated store. Under the MTP Act, the offences invoked are under section 3, which mandates that only registered medical practitioners can perform abortions under specific conditions, violated by the accused's lack of qualifications; section 4, requiring terminations to occur in approved facilities, breached by the unapproved store; and section 5, which allows emergency terminations but imposes penalties for non-compliance with sections 3 and 4, for to the unauthorised use of MTP kits. The raid was conducted under the guidance of Deputy Commissioner Ajay Kumar and Civil Surgeon Dr Alka Singh.

Pirro, who took over as the city's chief federal prosecutor earlier this month and is a close Trump ally, stressed that her office will continue to prosecute violent crimes and weapons trafficking cases involving rifles or shotguns. Handgun cases, which make up the majority of gun-related prosecutions in D.C., are also unaffected. In a statement, Pirro was quoted by the Washington Post as saying that the District's ban on carrying rifles and shotguns conflicts with Supreme Court rulings that have expanded gun rights, notably District of Columbia v. Heller (2008) and New York State Rifle & Pistol Association v. Bruen (2022). Both decisions held that restrictions not grounded in US historical tradition cannot stand. 'President Trump and I remain fully committed to prosecuting gun crime,' Pirro said. 'But we will do so in ways consistent with the Constitution and the laws of the land.'

Nawada district magistrate Ravi Prakash, in a post on X, called Kumar's allegation 'baseless and untrue', stating that his name was never recorded in the electoral roll. In Gandhi's video, Kumar, a farmer, alleged that his name was struck off the electoral rolls despite him having voted in the 2025 Lok Sabha elections, where he also acted as a polling agent. Prakash clarified that Kumar's name did not feature in the Warisaliganj constituency's rolls — in the 2024 summary revision, the 2025 supplementary list, or the August 1 draft. While other family members were transferred between polling stations 9 and 10, Kumar's name was absent throughout. He added that Kumar's name never appeared in the deleted electors' list displayed at booths under Supreme Court orders. Although present when the booth-level officer affixed the list, Kumar did not file any objection or Form-6 request despite being asked to do so. 'If he submits Form-6 with the required declaration, his name will be included as per rules,' Prakash said. Meanwhile, the electoral registration officer of Rohtas' 207-Chenari constituency rejected claims by Ranju Devi, who alleged in Gandhi's video that her family's names were deleted from the draft rolls published on August 1. The officer's inquiry confirmed that eight family members were listed at booths 342 and 343. Later, television channels showed Devi admitting she had been misinformed by her ward secretary, who wrongly told her their names were missing from the voter list during the SIR exercise.
