KUALA LUMPUR: The implementation of the Multi-Lane Free Flow (MLFF) toll collection system will not involve any financial implications for the government, Deputy Works Minister Datuk Seri Ahmad Maslan said.
He said the initiative is part of a new direction set by the Works Ministry (KKR), which was presented to the Cabinet on July 25.
Ahmad said this also allows related service provider companies to negotiate and deal directly with the 33 existing highway concession companies on a business-to-business (B2B) basis to enable its implementation.
'For example, PNB Prolintas is currently carrying out proof of concept, testing or trials at the Alam Impian Toll Plaza on the Kemuning–Shah Alam Expressway (LKSA) in collaboration with Touch 'n Go and CIMB.
They have installed gantries and equipment to test the implementation of MLFF at the location,' he said during the question-and-answer session in the Dewan Rakyat today.
He was responding to a question from Shaharizukirnain Abd Kadir (PN-Setiu) regarding the status of the MLFF toll collection system targeted for 2025, as well as improvements such as the use of Radio Frequency Identification (RFID) to ensure the effectiveness of the new system. - Bernama

SANDAKAN: The Federal Works Ministry (KKR) continues to strengthen its role in supporting national defence, particularly in the eastern region of Sabah, through the construction of the Mawilla 2 Jetty Project, which has now reached 80 per cent physical completion. Deputy Works Minister Datuk Seri Ahmad Maslan conducted a working visit to the project site on Monday to personally inspect the progress of the jetty construction, which involves a total cost of RM122.99 million. Advertisement The project is being implemented using the Design and Build method and is expected to be completed by December this year. 'The scope of the project includes the construction of two concrete jetties measuring 300 metres and 75 metres, respectively, two concrete pontoons, a Bosun house, a Mechanical and Electrical (M&E) building, as well as basic amenities such as toilets and water tanks, all built in accordance with current standards. 'Kekal Mewah Sdn Bhd has been appointed as the main contractor, while the project is being managed by the Special Project Team 2 (PPK2) of the Public Works Department (JKR) as the monitoring agency,' he said at a press conference here. For the record, the Royal Malaysian Navy (RMN) base in Sandakan, which has been operational since 1994, is now known as the Eastern Fleet Command Headquarters 2 (Mawilla 2), serving as the operational base for 964 RMN officers and personnel. The construction of the new jetty aims to provide berthing facilities equipped with electricity supply, fuel, clean water and telecommunications systems, in addition to ensuring a higher level of security for RMN ships and foreign military vessels docking there. In line with the aspirations of the Madani Government, the Ministry hopes this facility will be fully utilised by RMN personnel in their mission to defend the sovereignty and security of the nation. PETALING JAYA: The government is aiming for a full nationwide rollout of a Multi-Lane Free Flow (MLFF) toll system within two years, said Works Minister Datuk Seri Alexander Nanta Linggi. He said a pilot project using Automated Number Plate Recognition (ANPR) technology with 99.98% detection accuracy is currently being tested at 13 toll plazas across 35 lanes under PLUS Malaysia Bhd. He added that the ANPR system uses AI-powered high-definition cameras to identify vehicles and charge toll fees, with no boom gates and no dedicated lanes required. 'This is a tight system. Even if your plate is unreadable, we'll still track you down. Dodging it is near impossible,' he said at a media briefing and live demo yesterday. 'If the plate doesn't match the car's shape or registered data, it gets flagged. If fake plates don't match the vehicle body, we will know. And we have ways to trace the real owner.' He added that in rare cases when plates are obscured or damaged, ANPR is backed by manual checks and AI verification. He said illegally modified plates with decorative fonts or tiny lettering are outlawed and could lead to enforcement action. The pilot system integrates with JustGo, a new digital platform in which users can register their vehicles and preferred payment methods. It supports credit and debit cards, plus e-wallets, including Touch 'n Go. Users can also link multiple accounts, allowing tolls to be deducted from the next available source if the first one fails. 'If you don't have sufficient balance, we'll still detect your vehicle and follow up. You can't escape. 'No gates, no barriers, just smooth, uninterrupted traffic. This system lets you pass through any lane, at any speed.' He tested the system earlier in the day and said it was 'significantly faster' than conventional toll booths. 'There are 13 toll plazas in the pilot phase. We expect to confirm its readiness by September or October,' he said, adding that the entire initiative is privately funded.'

The Works Minister said the Hutan Kampung-Sungai Dua stretch in Penang will serve as the pilot project. He said the ANPR was the first step towards implementing the Multi-Lane Fast Flow (MLFF) system within the next two years, aimed at easing congestion at toll plazas. 'This system enables users to pass through any existing lane without stopping, offering smoother and more flexible journeys. 'I personally tried the system at a toll plaza and it proved to be significantly faster. 'No charges are imposed for registration, and users are free to choose any toll lane,' he said after witnessing the demonstration of the barrier-free ANPR system at Persada PLUS here yesterday, Bernama reported. Nanta said the system's development involved local experts in the highway sector and was fully carried out by the industry without any financial implications for the government. He said, as a start, the system would be tested at 13 toll plazas involving 35 lanes before being expanded in stages across the entire PLUS network. The ANPR system identifies vehicle registration numbers through cameras and allows toll payments to be made digitally and cashless. It also provides e-invoice displays, transaction checks and various other mobility services through a single integrated digital platform. Users only need to register online using their personal identification details, vehicle information and payment method. 'Once the registration number is read, the toll fare will be automatically deducted from the registered account. If the balance is insufficient, the payment will be claimed later from the vehicle owner,' said Nanta. Payments can also be made via the new JustGo application, which supports various methods, including e-wallets, bank cards and Touch 'n Go. Nanta stressed that there were no costs or charges imposed on the public to register or use the system, and they could still choose to use any existing toll lanes.
