Dubai to deliver over 11,300 new hotel rooms by 2027, with nearly 4,620 in 2025

Dubai – More than 11,300 new hotel rooms are set to open across Dubai by 2027, with almost 4,620 coming to the market this year, says leading real estate advisory group, Cavendish Maxwell.
Dubai added 4,255 rooms across 19 hotels to its inventory in 2024, representing year-on-year growth of almost 3%. As of December, the city boasted 724 hospitality establishments, with 151,245 keys between them, according to Cavendish Maxwell's Dubai hospitality sector 2024 market performance report. Hotel inventory will grow by 3.1% this year, with 3.4% growth predicted for 2026. By the end of 2027, Dubai is set to have more than 162,600 rooms across 769 hotels.
High end accommodation continues to dominate Dubai's hotel offering: in 2024, almost 70% of room supply fell in the high end (Luxury, Upper Upscale and Upscale) category. Of the upcoming supply for 2025, nearly 70% will be in the Luxury and Upper Upscale segment, the research shows.
Gergely Balint, Associate Partner, Commercial Valuation and Hospitality expert at Cavendish Maxwell, said: 'Dubai's world-leading hospitality and tourism sectors set more records and reached new milestones in 2024, with 18.72 million overnight visitors, adding a string of prestigious new tourism-industry awards to its name and 4,255 new hotel rooms coming to the market. We can look forward to continued strong performance in 2025, with another 20 hotels and resorts due to open, further highlighting Dubai's position as a world-leading hub for tourism, hospitality, business and leisure. These impressive figures and robust growth align with the strategic vision of Sheikh Mohammed Bin Rashid Al Maktoum, as outlined in the Dubai Economic Agenda D33, which aims to position Dubai among the world's top three global tourism destinations.'
The number of overnight visitors to Dubai grew 9.1% last year, up from 17.15 million in 2023. The emirate's hospitality and tourism momentum was further underpinned by its outstanding performance at the 31st Annual World Travel Awards in late 2024, where Dubai was named the world's leading shopping and exhibition destination, Mina Rashid took the title of world's leading cruise port and Dubai International Airport was recognised as the world's leading airport.
Gergely Balint added: 'This continued international recognition strengthens investor confidence and further cements Dubai's status as a premier hub for hospitality and real estate development. The emirate continued to experience robust growth in the tourism sector, surpassing pre-pandemic levels and positively contributing to economic growth. In 2024, tourism contributed Dh236 billion, up from Dh220 billion in 2023, to the UAE's economy, representing 12% of the nation's GDP. This growth highlights the sector's significant impact, reinforcing its vital role in the country's economic expansion.'
Occupancy rates
Dubai's hotel occupancy levels remained steady, rising to 78% in 2024 – an increase of 1% on 2023 – with the Luxury and Upper Mid-scale segments seeing the biggest gains of 3% and 2.4% respectively.
Average Daily Rates (ADR)
ADRs in Dubai reached AED690, a slight increase of 0.2% on 2023, indicating pricing stability in Dubai's hospitality market. Upscale and Upper Mid-scale categories saw ADR growth of 0.7% and 0.4% respectively, while there was a decline of 1.7% among Upper Upscale hotels. Those in the Luxury segment witnessed a drop of 1.9% in ADR year-on-year, despite a 3% increase in occupancy, suggesting that increased demand came at the expense of pricing.
Revenue Per Available Room (RevPAR)
Average RevPAR rose by 1.3% in 2024 compared to 2023, primarily driven by higher occupancy levels. While all segments saw growth, the Upper Midscale category led at around 1.9%.
Dubai tourism statistics and source markets
Dubai welcomed a record-breaking 18.7 million visitors in 2024, with Western Europe the biggest source market, at 20% (3.7 million). South Asians accounted for 17%; GCC tourists 15% and Eastern Europeans 14%. Northeast and Southeast Asia saw the biggest year on-year growth, up almost a quarter on the previous year, driven largely by the resurgence of outbound tourism from China.
Dubai International Airport (DXB) set a new benchmark in global aviation, welcoming 92.3 million passengers in 2024 – its highest annual traffic on record and a 6.2% jump on 2023. December was the busiest month, with 8.2 million people passing through DXB.
Other parts of the UAE
Outside of Dubai, there was a surge in rate-driven hotel performance across the UAE. All Emirates secured an increase in ADR, with Abu Dhabi city hotels and resorts leading the growth at 14.5% and 14.4%, respectively. Ras Al Khaimah recorded a 14% year-on-year ADR increase, potentially driven by the completion of renovation of the Waldorf Astoria, which impacted market performance the previous year. ADR was up 4% in Fujairah.
The strongest occupancy growth was at Abu Dhabi city hotels (up 10.5%), due to increased demand from corporate travel, the Meetings, Incentives, Conferences and Events (MICE) sector, major events and government-backed tourism initiatives. There was a slight drop in occupancy in Ras Al Khaimah, where new openings such as the Anantara Mina Al Arab Resort and the Sofitel Al Hamra Beach Resort brought more rooms to the overall offering. RAK achieved a record 1.28 million visitors last year, up nearly 5% year-on-year. The upcoming Wynn Al Marjan Island resort, set to open in 2027 with the Gulf's first gaming resort, has spurred significant hotel development in the area and is expected to boost RAK tourism in the long term. In Fujairah, where occupancy remained stable, the Government has introduced several initiatives to boost tourism, including the promotion of key archaeological sites such as Al Bidya Mosque, to help attract its target 500,000 visitors per year.

Beyond the glittering skyscrapers and buzzing restaurants lies a city alive with creativity. In September 2018, during the inaugural project of Brand Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the UAE and Ruler of Dubai, stated that Dubai will become an open-air gallery. And now, seven years later, Dubai has accomplished that goal, thanks to the many initiatives by Dubai Culture, Brand Dubai, government entities, and the creatives of the city. A simple stroll under the stars can lead you to striking murals, thought-provoking sculptures, and vibrant art that bring its streets to life. But it is not done yet, and it is seeking more ways in which it can bring the arts to its residents and visitors. Here are some of the ways you can enjoy art in Dubai without the need of a ticket. Dedicated art zones and districts While art is evident throughout the city, you can be fully immersed in various forms of it in art zones in the city. Alserkal Avenue This includes Alserkal Avenue, which is home to galleries, design studios, Cinema Akil; and The Junction –a performing art space. Dubai Design District Dubai Design District is another neighbourhood located close to Ras Al Khor which dedicates itself to design, fashion, art, and innovation. It was built to foster talent and support the region's growing creative economy. It's possibly one of What's On favourite spaces to visit, after Alserkal Avenue. Art festivals Art season is a thing in Dubai, and while it usually shines a spotlight on the biggest art festivals of the year, namely Art Dubai, World Art Dubai, and Sikka Art & Design Festival, these aren't the only cultural festivals to check out. Around the cooler season, the city comes to life with festivals, each offering its own unique atmosphere. In DIFC, we have the DIFC Art Nights, where visitors can enjoy paintings, sculptures, workshops, and talks under the stars. Alserkal Avenue is always a treat to visit, but during Quoz Arts Fest, the neighbourhood is bustling with crowds enjoying the artistic atmosphere. Dubai Design Week is another creative festival that brings the cool Dubai Design District to life with huge design installations you can visit under the stars and engage with. It is also home to Downtown Design, which is the city's popular furniture and collectible design fair. And that isn't the end of it, because just this year, the Bluewaters Art Festival was launched, adding a splash of colour to the city's prominent waterfront destination. Murals and street art 'Dubai is your canvas', these are words spoken by the Dubai Ruler, and artists and creatives in the city took that quite seriously, moving their art away from the canvas and easel to the walls and buildings of the city. Around Dubai, you will be treated to huge murals and street art, which make this city all the more colourful. You can spot these works of art easily in Karama shopping complex, where the art apparently sprang to life overnight back in 2016. The old buildings, once drab and grey, now boast stunning murals and have become a highlight of the neighbourhood. In Satwa, hidden in plain sight (though not as easy to find compared to Karama), are beautiful graffiti, stencil works, and more wall art. The murals depict Dubai's heritage, and there are more than 10 to find. Our favourite is the one of the Founding Father of the UAE, Sheikh Zayed bin Sultan Al Nahyan. And of course, if you've visited The Walk at JBR, you will spot art that was created as part of the Dubai Canvas 3D art festival. Created by talented international and national artists, the walls were painted to create cool 3D optical illusions guaranteed to make you go 'wow' even if you have seen them numerous times before. More street art and murals can also be found in Al Fahidi, Al Seef, City Walk, Al Quoz and Alserkal Avenue, and Dubai Design District. Murals have even found their way to the financial district (DIFC), where artists have splattered financial and business buildings with colours, adding a bit of cheer as people go on about their day. Sculpture Parks Sculptures in Dubai aren't restricted to galleries. You will find plenty of them dotted across the city. One popular spot to visit is the Jaddaf Waterfront Sculpture Park. Located adjacent to Jameel Arts Centre, it is the UAE's first open-air art and sculpture park. In the financial district, DIFC Sculpture Park transforms the urban landscape into an open-air gallery. You can take a walk through the creativity and discover the different structures around the iconic Gate Building. El Seed sculpture outside Dubai Opera |. Photo credit: El Seed Besides parks, a few minutes away, you can find sculptures around Downtown Dubai and near Dubai Mall. Check out the Win, Victory, Love sculpture; Love Me; Wings of Mexico and Declaration by eL Seed within minutes of each other. As a bonus, you'll have the Burj Khalifa in the backdrop. Art as part of Dubai's infrastructure By incorporating art as part of the infrastructure of the city, Dubai is ensuring it is making art accessible to a wider audience. One perfect example of this is the Dubai Metro stations, many of which have been transformed into art museums showing art and cultural artifacts. Metro stations like Bur Juman, Union, and others on the Green Line showcase photos of pearl diving, bedouins and more, telling passengers a tale of the history of Dubai. Ghubaiba – Dubai Metro station Other stations, such as Al Ghubaiba, feature traditional Emirati designs in their architecture, complementing the surrounding heritage areas. The interiors of the metro station also incorporate traditional Emirati architectural elements. Everyday life If the above isn't 'in your face' enough for you, Dubai Culture and Brand Dubai in the past, also teamed up with other government entities in Dubai to make art more accessible. RTA colourful parking machines One example includes the Road and Transport Authority, which, in collaboration with the creative sector and artists, turned 100 parking meters across the city into colourful artworks. Dubai Metro – art on Sheikh Zayed Road If you're heading towards old Dubai and are on Sheikh Zayed Road heading towards Sharjah, a number of Dubai Metro concrete piers between Dubai International Financial Centre and Emirates Towers station have been painted, adding a splash of colour to the busy highway. You will see astronauts, clouds, jellyfish, and more underwater scenes. Bus station art installations Bus users, don't worry, you weren't forgotten. As part of the Jumeira Project, eight artworks were created and erected next to popular bus stations stretching from Dubai Canal to Jumeira Al Naseem. Some of the art evoked nostalgia for longtime residents, while others celebrated its futuristic aspirations. And there's more to come… There is no limit to creativity, and Dubai has its eyes set on doing much more. With a number of megaprojects and major roadworks coming up, many of which will incorporate art in some form. Image: Getty Images District cooling services provider Emirates Central Cooling Systems Corporation (Empower) has signed a contract to design a new district cooling plant at Dubai Science Park, the region's first free zone dedicated to the science sector, hosts hundreds of companies and over 3,000 specialised professionals. It serves as an innovation hub for entrepreneurs, SMEs, and multinational corporations engaged in scientific research and development. According to Empower, the new plant will integrate its award-winning technologies, including thermal energy storage (TES) systems to reduce peak load on the grid and treated sewage effluent (TSE) systems to cut freshwater use in operations. Artificial intelligence applications and other advanced solutions will also be deployed to maximise efficiency and sustainability. Empower currently commands more than 80 per cent of Dubai's district cooling market. The new project forms part of its wider expansion plan to meet the city's growing demand for sustainable cooling solutions. This new facility is a significant addition to our capacity and a strategic step that expands the reach of efficient cooling services. According to the report, the number of office space transactions rose by 22% compared to the same period last year. The surge is largely attributed to a recovering economy and an increased appetite for high-quality commercial spaces as businesses continue to scale operations or relocate to more central locations. The report highlights that over 1,900 office deals were conducted across the city, showing a consistent interest from both local and international investors in Dubai's thriving office space market. The increase in transaction value has sparked interest among real estate developers and investors looking to capitalise on the growing demand for commercial properties. The market's recovery comes after a period of uncertainty during the global pandemic, with many businesses now opting to secure office spaces to accommodate workforce expansion, high-end retail operations, or advanced logistical hubs. ADVERTISEMENT A notable segment within this trend is the logistics sector, which has seen considerable growth due to Dubai's strategic position as a global trade hub. As businesses strive to optimise their supply chain and distribution networks, demand for office spaces designed with logistics in mind has intensified. This shift towards more tailored office spaces is shaping how developers and investors approach new commercial developments. Alongside the surge in demand, the report reveals that approximately 34,000 square metres of new office space were delivered to the market in the first half of the year. This new supply aims to meet the growing needs of companies seeking modern, flexible office environments, particularly in central business districts such as the Dubai International Financial Centre and Business Bay. Additionally, another 110,000 square metres are expected to enter the market by the end of 2025, providing more options for both businesses and investors. For the year 2026, experts project that the supply of office space will increase significantly, with an additional 340,000 square metres expected to be delivered. By the time this new space comes online, the total gross leasable area of office space in Dubai is projected to reach an impressive 9.78 million square metres. This development is part of a wider trend where Dubai continues to expand its commercial real estate infrastructure in response to the growing population, economic diversification, and global demand. Developers in the region are responding to this demand with projects that cater to various sectors, from financial institutions to tech firms, offering modern amenities and sustainable features. These developments are being designed with sustainability in mind, meeting the requirements of an increasingly eco-conscious market.
