
PSA gets royal assent, says Johari
The Dewan Rakyat Speaker said the date of the Act's enforcement will be announced soon by Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said.
'I was informed by the Dewan Rakyat secretary that His Majesty Sultan Ibrahim has signed the PSA. This means Parliament will now exist as an independent entity.
'Parliament will convene on July 21, and I will be discussing with the minister to set the official date for the enforcement of this Act,' Johari told reporters after opening a youth parliament workshop here yesterday, Bernama reported.
The implementation of the PSA will allow Parliament to function without being bound by instructions from the Executive.
The original Parliamentary Services Act was introduced in 1963 but was repealed in 1992.
'This Act is the result of strong collaboration between the Opposition and the government, both of which gave it their full support,' he said.
On March 5 this year, the Dewan Rakyat passed the Parliamentary Services Bill 2025, granting Parliament autonomy to determine its own policies and governance for the first time in 33 years.
The passing of the Bill marked a major milestone in the institutional reform efforts championed by the government.
It aims to restore the country's administration through the enactment of legislation that enables Parliament to function as a truly independent and sovereign institution.
The original Parliamentary Services Act was introduced in 1963 but was repealed in 1992.

Syed Saddiq urges top-down accountability to tackle bullying in schools
KUALA LUMPUR: Muar member of parliament Syed Saddiq Syed Abdul Rahman has called for top-down accountability in tackling bullying, warning that systemic inaction by school authorities has allowed a culture of violence to persist. He said bullying cases in schools had surged thirtyfold in recent years, rising from 300 annually to 6,500, while violent incidents increased more than sevenfold to 5,300 cases. "What is more alarming is the trend involving physical assaults, not just mental bullying. "Systemic bullying happens when wardens neglect their duties, when principals turn a blind eye to protect the school's reputation, and when peers justify the act as part of school culture," he said during the Dewan Rakyat debate on the 13th Malaysia Plan. Citing the deaths of naval cadet Zulfarhan Osman Zulkarnain and the recent Zara Qairina Mahathir case, Syed Saddiq questioned why negligent school authorities are not held legally accountable in the same way as parents who fail in their duty of care at home. "We place responsibility on parents to protect their children. That same responsibility must be placed on principals and wardens. "They cannot just wash their hands by saying it was one bully and that action was taken," he said. Referring to Zara Qairina's death, he said that the principal and warden were only transferred following public protests. "What about the tens of thousands of other bullying cases without media coverage? Their fate is sealed if we cannot address the systemic support that enables bullying," he said. Syed Saddiq urged action from top to bottom, including against negligent investigators, and called for dismantling all support structures for bullies to ensure schools are safe for every student. Earlier today, the Education Ministry has decided to temporarily transfer several people from SMKA Tun Datu Mustapha until police investigations into the death of Zara are completed. In a statement today, the ministry said the school's principal, senior assistant (student affairs) and all its wardens will be temporarily placed at the Sabah Education Department. On July 16, 13-year-old Zara Qairina was found unconscious in a drain at her school and rushed to Queen Elizabeth Hospital in Kota Kinabalu, where she died of her injuries the next day. On Aug 9, her body was exhumed for a post-mortem examination, which took place the next day. Her remains were reburied early the next day.

Madius urges faster work on Tuaran road upgrade

He noted that the Works Ministry had previously informed that physical works were scheduled to start in the second quarter of 2025, but visible progress has yet to be seen. In a written reply, the ministry said the project, officially launched on 12 March 2024, aims to widen 2.7 kilometres of Jalan Berungis (Route 503) into a four-lane dual carriageway, build a U-turn flyover, and replace an existing culvert with a new bridge. As of June 30, physical progress stood at 2.06 per cent, slightly below the 3.18 per cent target, due to land acquisition delays affecting preliminary works such as utility relocation. War of words among MPs sparks Dewan Rakyat Speaker's rebuke
KUALA LUMPUR: A heated verbal clash among Members of Parliament during the 13th Malaysia Plan (13MP) debate led to a stern reprimand from Dewan Rakyat Speaker Tan Sri Johari Abdul. Johari expressed disappointment over the behaviour, calling it highly embarrassing for elected representatives. 'What is this? What kind of elected representatives are you? Very shameful of you all, shameful. You're adults, not children, to be quarrelling like this,' he said. The commotion erupted after Chong Zemin (PH-Kampar) cited Standing Order 36(1), claiming PAS president Tan Sri Abdul Hadi Awang (PN-Marang) did not address the 13MP in his debate. The argument lasted about seven minutes, involving MPs from both government and opposition benches. Among those involved were Datuk Seri Shahidan Kassim (Arau), Mohd Syahir Che Sulaiman (Bachok), Datuk Che Mohamad Zulkifly Jusoh (Besut), and RSN Rayer (Jelutong).
