Goa assembly passes bill to curb touting at tourist spots; fines hiked upto Rs 1 lakh

has passed a bill introducing stricter measures and heavier penalties against
public nuisance
and unauthorised activities at
tourist spots
across the state.
State Tourism Minister Rohan Kahunte on Friday tabled the Goa Tourist Places (Protection and Maintenance) Amendment Bill, 2025, which aims to strengthen the 2001 Act by significantly expanding the definition of "nuisance" and increasing the fine limit to Rs 1 lakh.

The bill was passed after a discussion, during which Khaunte said the legislation would curb unauthorised
touting
.
"There are agents for everything, and this bill is a positive step to regulate and eliminate touting activities," he said, highlighting the need for better regulation to protect tourists and maintain order.
The legislation has revised the definition of nuisance, which now includes a wide range of activities such as operating boats or floating objects causing danger or pollution, pestering tourists to buy goods or services, consuming alcohol or breaking glass bottles in unauthorised areas, cooking in open or non-designated areas, littering, conducting water sports or ticket sales from non-designated zones, unauthorised hawking, begging, or operating vehicles on beaches, and selling tourism services for locations outside the state without permission.

The new law also criminalises obstruction of free tourist movement and coercive sales tactics.
Under the amended section 10, violators will now face a minimum fine of Rs 5,000, extendable to Rs 1 lakh, and a punishment under section 223 (disobeying a public servant's order) of the Bharatiya Nyaya Sanhita, 2023.
The bill also introduces section 10A, which mandates a biennial review of
fines
by the government, allowing a revision of penalties by up to 10 per cent every two years, based on recommendations by the competent authority.
As per the statement of Objects and Reasons of the Bill, the amendment was necessary in light of the rise in tourist footfall and growing instances of violations that have disrupted public order, degraded the environment, and harmed the tourism experience for both visitors and locals.
"This move aims to promote responsible and regenerative tourism in Goa while ensuring a safe, clean, and hospitable environment at tourist locations," it stated.

The Keshod Airport in Junagadh will be able to facilitate operations of AB-320 type aircraft by January 2027, the Ministry of Civil Aviation said on Tuesday in its response to an unstarred question by a Rajya Sabha MP from Andhra Pradesh. Parimal Nathwani, the Director of Corporate Affairs at Reliance Industries Limited, and a member of the upper house of Parliament from the YSRCP, on Tuesday asked a series of unstarred questions about the Keshod Airport that were answered by Murlidhar Mohol, the MoS for Civil Aviation. In his response to questions regarding infrastructure upgradation at the airport, Mohol, in a written reply, said: 'The Airports Authority of India (AAI) has undertaken the extension of the runway at Keshod Airport in Gujarat, to a length of 2500 metres to facilitate the operation of AB-320 type of aircraft. The estimated cost of the project is Rs 190.558 crore and the timeline for completion of the project has been set at 18 project is underway with no reported delays. The projected date of completion of the project is January 2027.' Replying to a question regarding the terminal building upgrade and its capacity, the ministry replied, 'The AAI has undertaken the development of Keshod Airport in Gujarat at an estimated cost of Rs 364 crore which includes the New Terminal Building at a cost of Rs 142.17 Crore. The new terminal building, spanning 6,500 square meters, is designed to handle a peak hour capacity of 400 departing and 400 arriving passengers simultaneously. The tender for construction of the new terminal building has been floated, and the timeline for completion of the project is 15 months from the date of the award of the work.' Talking about the reasons behind him asking these questions, Nathwani said, 'By upgrading Keshod Airport to allow operation of large-body aircraft, it will become easier for wildlife enthusiasts across the globe to travel to Gir National Park to see the only remaining Asiatic Lions in the world. At the same time, the Somnath temple owns a special place amongst the twelve jyotirlings, and Keshod Airport will facilitate devotees of Lord Shiva from India and abroad to visit this famous temple with much greater ease.' Other questions asked by Nathwani related to flights at the airport were available on the Rajya Sabha website. According to the site, in a response to questions on the current flight schedule at Keshod Airport, the ministry said, 'Presently, there are no scheduled flight operations from Keshod Airport.' Regarding flights cancelled since January 2025, the reply stated, 'Since January 2025, 29 flights of Alliance Air on Ahmedabad-Keshod-Diu sector and 23 flights of Alliance Air on the Mumbai-Keshod-Mumbai sector were cancelled due to aircraft issues.' Nathwani also wanted to know about the steps taken by the DGCA 'to bring back the lost confidence of people to fly subsequent to the tragic incident of plane crash in Ahmedabad'. 'Post the tragic crash in Ahmedabad, DGCA has ordered enhanced safety inspection of Air India's Boeing 787 fleet and carried out heightened surveillance across various regions in India to ensure safe operations of aircraft. DGCA has also issued General Safety Circular 01 of 2025 for a comprehensive special audit to assess the aviation ecosystem and strengthen aviation safety architecture. The government has reviewed the safety practices of all major airlines and airports,' the ministry replied.

1 2 Patna: The JP Ganga Path, aka Patna's marine drive, will sool offer visitors a glimpse of Bihar's culture and its famous structures at a soon to be built waste-to-wonder park. CM Nitish Kumar will lay the foundation stone of the project, christened 'Dr Rajendra Prasad-Bihar Gaurav Park', on JP Ganga Path near Bans Ghat on Wednesday. On Tuesday, he inspected of the site park near the 'samadhi' of Rajendra Prasad, India's first President. Replicas of famous monuments of the state, made from scraps, will be displayed along the stretch, providing insight into the rich heritage of Bihar. The initiative, taken by urban development and housing department (UDHD), aims to promote awareness about the state's historical sites, while encouraging sustainable practices through the use of scrap materials like tyres, bangles, broken pipes, electronic waste and bottles among others, in line with the CM's waste-to-wonder vision. Spanning over 10 acres of land, the park will promote both tourism and environment by utilising funds to the tune of Rs 15 crore. Road construction minister Nitin Nabin said the goal is to develop the Dr Rajendra Prasad-Bihar Gaurav Park in Patna as a permanent and culturally vibrant space. "The park will creatively display Bihar's iconic sites, great personalities, diverse wildlife and traditional handicrafts, paying tribute to the state's glorious past and artistic heritage," said the BJP MLA from Bankipur. Prototype models of famous monuments of Bihar, including World Peace Pagoda (Vishwa Shanti Stupa, Rajgir), Punaura Dham (Sitamarhi), Nalanda University (ruins), Vikramshila University, Barabar Caves (Jehanabad), Vishnupad Temple (Gaya), Sher Shah Suri Tomb (Sasaram), Mundeshwari Temple (Bhabua) and Ashoka Pillar (Vaishali) among others, will be featured. The park and a food court will be adorned with different forms of Bihar's arts, such as Madhubani painting, Manjusa, Tikuli and Sujni arts. Besides, statues of personalities like Aryabhatts, 'samrat' Ashoka, Chanakya, Jayaprakash Narayan and Dashrath Manjhi will be put up at the park. Gaur and tiger statues will also be placed. The park will have a kids' play zone area as well. Nabin said it will be a beautiful, green space, offering recreational activities for people of all ages. "The park will also promote 'Clean India Mission' and be a significant step towards 'Waste to Wealth' initiative. Patna Municipal Corporation will maintain the park and work on a revenue model," the minister said. The officials of the UDHD said that all the preparations were made for the foundation stone-laying ceremony, after which the construction work will begin.
