
GoM discusses Centre's proposal to remove GST levy on health, life insurance; most members want tax to be zero
Ministers from various states converged in the capital Wednesday to discuss the Centre's proposal to overhaul the GST structure. Finance Minister Nirmala Sitharaman addressed the Group of Ministers (GoMs) constituted by the GST Council on compensation cess, health & life insurance, and rate rationalisation on the proposed next-generation reforms.
All members discussed the proposal to make the GST rate nil on health and life insurance, Choudhary said. 'All members agreed with the proposal, but some states gave a differing view. We want GST on insurance to be zero. The proposal will now go to the GST Council,' he said.
The Finance Minister's presentation to all members of three GoMs, who are state ministers, was on the lines of the announcement made by the Prime Minister Narendra Modi on Independence Day. Apart from streamlining the multiple slabs under GST into a two-pillar structure of 5 per cent and 18 per cent, the proposal intends to levy a special rate of 40 per cent on sin and demerit goods.
State ministers are learnt to have been informed about the proposal's details and revenue implications and asked to debate the proposal threadbare before reaching a conclusion.
State ministers who participated in the meeting said the move towards GST rate rationalisation will result in savings for the public and the companies and those could then get invested elsewhere. The rate rationalisation process will be discussed in detail Thursday, while Wednesday's meeting focused on rate proposals related to life and health insurance, they said.
'The debate is going on. Overall there will be GST reduction. It will result in savings for the public and companies. The moment you save money, you are going to invest it somewhere, it's going to have a multiplier effect,' Gajendra Singh, Minister of Medical Health and Services, Rajasthan said.
Singh said states' losses are not going to be much. 'There will be a few minor issues. These are all teething problems,' he said.
For his state Rajasthan, Singh gave the example of the proposed duty cut for the solar energy sector, saying there might be some loss but it'll boost the industry internationally.
'States are discussing it. Today's topic is life insurance and medical health insurance. Rate rationalisation discussions will happen tomorrow. Deliberations are on. FM got the ball rolling and it will unfold. Tomorrow is the main day,' Singh said.
The proposal to remove the GST levy on insurance will help make it more affordable, improving financial security for millions and accelerating insurance penetration in India. There is a worry, however, among insurance companies that they will lose the input tax credit (ITC) claim if the GST is completely abolished, which will push up operating costs for insurers.

Centre grants additional ₹432.19 crore for Samagra Shiksha scheme in AP
To help the School Education Department in the State implement initiatives effectively, the Centre has sanctioned an additional ₹432.19 crore for the 'Samagra Shiksha' scheme this year. According to a statement issued by the department, it said that ₹167.46 crore has been sanctioned for setting up Information and Communication Technology (ICT) labs, smart classrooms and science labs across schools. For upgradation of the DIET (District Institutes of Education and Training) colleges into Centres of Excellence, 96% i.e. ₹43.23 crore of the ₹45 crore has been sanctioned this year, with an assurance of further allocation of funds in phases for converting the remaining DIET colleges into Centres of Excellence. Under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA) scheme, a sum of ₹11 crore has been sanctioned for the construction of four hostels for tribal students in the State. This flagship programme of the Central Government aims at improving the social and economic conditions of tribal communities. The scheme will be implemented over five years from 2024–25 to 2028–29, focusing on holistic development of tribal-majority villages through better infrastructure, education, healthcare, and livelihood opportunities. Under the Pradhan Mantri Janjatiya Nyay Maha Abhiyan (PM JANMAN), funds to the tune of ₹210.5 crore has been sanctioned for the construction of 79 hostels across the state in two phases. Last year, only four hostels were sanctioned. This year, however, the Centre approved the highest-ever allocation for 79 hostels in Andhra Pradesh. Besides, 80 additional schools have been granted to Andhra Pradesh under the Pradhan Mantri Schools for Rising India (PM SHRI) scheme.

West Bengal Governor C V Ananda Bose led a conference on campus security, tribal student welfare. Campus security, tribal student welfare, and higher education reforms took centre-stage at the vice chancellors' conference chaired by West Bengal Governor and Chancellor C V Ananda Bose at Raj Bhavan, an official said on Wednesday. Several measures were proposed for fast-track implementation across universities in West Bengal, he said. One of the key decisions taken in the meeting held on Tuesday at the Raj Bhavan here was the introduction of AI-powered surveillance systems, including facial recognition technology, to monitor and record the movement of individuals on university campuses, he said. 'The move is aimed at strengthening campus security and addressing incidents of ragging," he said, adding that the implementation of these measures would be reviewed periodically to ensure accountability and results. The meeting also discussed the establishment of one school for the Scheduled Tribes in every university to assist and support tribal students academically and socially. In another welfare-oriented initiative, universities have been asked to introduce dedicated helpline numbers for migrant workers, with coordination mechanisms involving universities in other states to provide reciprocal support. 'The decisions were part of a larger push to modernise and streamline university functioning in line with national education reforms and growing social needs," the official said. Among the other key proposals agreed upon for implementation were improving accreditation and assessment systems in both universities and affiliated colleges, he said. Other proposals were launching a state-wide awareness campaign against youth drug addiction, conducting a comprehensive audit of manpower, including sanctioned, filled, and vacant posts, the bureaucrat said. It also recommended promoting digital transactions across university departments and administration, encouraging natural farming practices among women, especially in the three state agricultural universities, he stated. Besides, reviewing the rollout of the New Education Policy (NEP) 2020 and creating awareness about the three new criminal laws introduced by the Centre were also suggested at the meeting. 'Ensuring a transparent appointment process for university faculty and staffers and developing green campuses, promoting energy efficiency, and exploring the use of non-conventional energy sources were also stressed upon," he said. GoM proposes GST exemption on health and life insurance for individuals
The group of ministers (GoM) on health and life insurance is set to propose exempting insurance premiums for individuals from goods and services tax (GST), Bihar Deputy Chief Minister Samrat Choudhary, who is convener of the GoM, said on Wednesday. At present, 18 per cent is levied on health and life insurance premiums for individuals. 'The Centre's proposal is to exempt health and life insurance premiums for families and individuals. All members agreed with the proposal. However, some states have expressed concern over the Centre's proposal to exempt health and life insurance premiums from GST,' he said after a meeting of the GoM. He added the GoM would submit its report to the GST Council for approval. According to finance-ministry sources, the council is likely to meet in the third week of September. Telangana Deputy Chief Minister Mallu Bhatti Vikramarka, who is member of the GoM, said every state wanted health and life-insurance premiums to be exempt from GST. 'Telangana is of the view that some mechanism should be worked out so that the benefit of lower rates goes to the people. The council will deliberate on the mechanism,' Vikramarka said, adding that the proposed changes were expected to lead to an overall revenue loss of nearly ₹9.7 billion per annum. Saurabh Agarwal, partner with EY, said exempting insurance from GST would not lead to the entire benefit going to the insured. 'Insurance companies won't be able to claim back the GST they pay on their own expenses, like commissions, office rent, and software. The final price reduction for consumers will only be the net amount after accounting for this new input tax cost. If the tax had been 'zero-rated' instead of 'exempt', companies could have claimed a refund for the GST paid on their inputs, and consumers would have seen a full reduction of the tax from their premiums,' Agarwal added. Addressing the three GoMs on compensation cess, health and life insurance, and rate rationalisation at Vigyan Bhawan, Union Finance Minister Nirmala Sitharaman on Wednesday said the Centre's proposals were part of a vision to usher in 'the next generation of GST reforms' in India's journey to becoming an Aatmanirbhar Bharat. 'The central government remains committed to building a broadbased consensus with the states to implement the next generation of GST reforms in the spirit of cooperative federalism,' Sitharaman added.
