Govt cancels 1st auction of ore dumps, to alter procedure
State govt cancelled the first auction of low-grade iron ore dumps as it decided to change the procedure for auctioning the same.
Chief secretary V Candavelou, who is also mines secretary, told
TOI
that state govt would bring minor changes in the dump policy to change the procedure of auction.
After completing the first day of e-auctioning low-grade iron ore dumps, the directorate of mines and geology (DMG) cancelled the remaining three phases of auctions of dumps that were scheduled for Jan 31 and Feb 3 and 4 due to a 'technical issue'. The auctions were subsequently cancelled.
The Supreme Court allowed Goa govt to carry out dump mining activity in the state in accordance with an expert committee's report.
Accordingly, the policy for regulating iron ore dump handling was notified on Sep 14, 2023. The dump handling policy, 2023, paved the way to deal with the 700 million tonnes of low-grade iron ore lying inside and outside mining leases across Goa, and to export 25 million tonnes per annum.
The DMG conducted the first auction for four dumps, and bids were accepted only for three dumps. Due to a technical reason, the auction of one dump did not start.
State govt put 18 low-grade iron ore dumps up for auction.
Goa Foundation said that the DMG should cancel the auctions and re-conduct them after first granting a proper mining lease and obtaining all necessary approvals, as required by the expert committee on dumps and the various provisions of the Mines and Minerals (Development and Regulation) Act.
State govt received 125 bids for the 18 dumps that were put up for auction.
A total of 173 mining companies and traders showed interest in purchasing them. Govt fixed a reserve price of 22% for the first e-auction of low-grade iron ore dumps in the state. If the Indian Bureau of Mines' price is Rs 100 per tonne for low-grade iron ore and the mining companies purchase the ore at auction at the 22% reserve price, the companies must pay Rs 22 per tonne to govt.
Govt also fixed the criteria for traders and mining companies to participate in the e-auction — the bidders should have a minimum net worth of Rs 25 crore.
Govt put up the 18 low-grade iron ore dumps with a total quantity of around 30 million tonnes for auction. Up to 25 million tonnes of ore from dump handling can be exported. Of the 18 dumps, 15 are in South Goa.
A senior official said that the dump handling policy was challenged in court. Recently, state cabinet amended the dump mining policy to allow erstwhile leaseholders to handle the low-grade iron ore dumped by them in another mining lease that was never operated.

New Delhi: Union Home Minister and Minister of Cooperation Amit Shah on Friday termed Prime Minister Narendra Modi's address to the nation on the 79th Independence Day as a roadmap showcasing the progress of the past 11 years, the strength of the present, and the strategy for a prosperous India. Home Minister Shah, in a series of posts on X, said that whether it's the elimination of terrorists through 'Operation Sindoor,' the plan to secure the country's infrastructure through 'Mission Sudarshan Chakra,' or the resolve to create an infiltrator-free India through the 'High-Powered Demography Mission,' the PM Modi-led government is committed to making the nation strong and secure. HM Shah highlighted the government's unwavering commitment to the interests of farmers and hailed PM Modi's call for self-reliance in nuclear energy, critical minerals, energy, the space sector, and jet engines. He said the announcement of the 'Pradhan Mantri Viksit Bharat Rozgar Yojana' and significant GST relief measures during the upcoming Diwali will make the lives of citizens easier and boost small enterprises. HM Shah said that on Independence Day, PM Modi gifted the youth of the nation by announcing the implementation of the 'Pradhan Mantri Viksit Bharat Rozgar Yojana' with a fund of Rs 1 lakh crore. Under this scheme, first-time employees in the private sector will receive Rs 15,000, and companies generating more jobs will also receive incentives. This initiative will benefit approximately 3.5 crore youth, providing a golden opportunity for Indian youth and strengthening the journey toward a self-reliant India. The Home Minister stated that the Modi government is taking robust steps toward a self-reliant India by empowering small businesses. From the ramparts of the Red Fort, PM Modi announced Next Gen GST Reforms as a Diwali gift to the nation. These reforms will not only greatly benefit small industries but also make everyday essentials more affordable, giving a new impetus to the Indian economy. This effort will further strengthen India's economic prowess and significantly contribute to making it the world's third-largest economy, he said. He added that that PM Modi made a historic announcement on Independence Day by launching 'Mission Sudarshan Chakra.' Under this mission, by 2035, critical national sites will be equipped with cutting-edge technology and powerful weapon systems. This step will prove to be a milestone in making national security impregnable and enabling targeted strikes against adversaries. The Union Minister said that in his historic Independence Day address, PM Modi acknowledged the 100-year rich history and contributions of the Rashtriya Swayamsevak Sangh (RSS) to nation-building, paying tribute to all the volunteers who have made unparalleled contributions to the country's 100-year journey of progress. For the past century, the RSS has fulfilled its resolve of nation-building through individual development with service, dedication, organisation, and discipline, he said.

India should position weddings, MICE as niche tourism segment: Government official
India should focus on promoting weddings and MICE (Meetings, Incentives, Conferences, Exhibitions) as a niche tourism segment rather than grouping it under general tourism development, a senior Union Tourism Ministry official said here on Friday. Independence Day 2025 Modi signals new push for tech independence with local chips Before Trump, British used tariffs to kill Indian textile Bank of Azad Hind: When Netaji Subhas Chandra Bose gave India its own currency Delivering the keynote address at what was claimed to be the country's first Wedding and MICE conclave, Additional Secretary and Director General of Tourism Suman Billa said Kerala had strong potential to emerge as a leading venue in this category, according to a government release. He suggested that the wedding and MICE segment should ideally have separate microsites on the country's leading tourism portals to bring its immense scope into sharper focus, the release said. The three-day conclave, which began here on Thursday evening, is being organised by the Kerala Travel Mart (KTM) Society in association with the state tourism department. Billa said Kerala stood to benefit greatly from the sector's growth due to its inherent advantages. Live Events "The state has excellent ambience and infrastructure, and the need of the hour is convergence by linking the dots to usher in a synergy," he was quoted as saying. He claimed Kerala had a potential business opportunity worth Rs 1 lakh crore in wedding and MICE tourism. Billa also praised the state government's decision to go beyond conventional tourism strategies and diversify into wedding and MICE. Kerala's green-friendly policies and its widely acclaimed Responsible Tourism model have helped the state renew its reputation as a global destination, he said. He further said the recent US imposition of steeper tariffs on India was unlikely to affect its status as the world's fastest-growing major economy. The summit has attracted over 675 buyers, including 65 from abroad, representing countries such as the UAE, UK, USA, Germany, Australia, and Brazil. Seventy-five exhibition stalls have been set up for sellers.
