Dehradun: The Uttarakhand cabinet, which met soon after the state assembly was adjourned sine die on Wednesday, approved a proposal to frame separate policies aimed at increasing employment opportunities for women, youth and ex-servicemen.
The policies will focus on skill development and creating jobs in both govt and private sectors. Training programmes will be organised for competitive examinations, including govt services, NEET, nursing, foreign languages and artificial intelligence. Large-scale youth festivals and job fairs will also be held. ITIs, polytechnics, and schools will work together to promote vocational education, while short-term, medium-term, and long-term plans will be implemented to connect youth with employment.
Chief minister Pushkar Singh Dhami said, "This initiative will go a long way in providing earning opportunities for people in the state."
To promote self-employment among women and youth, training in beekeeping, apple cultivation and horticulture will be provided to 200 people in each block in the initial phase. A voluntary land consolidation scheme will also be launched shortly. An MoU has already been signed between the agriculture department and the Indo-Tibetan Border Police (ITBP) for the purchase of local products such as fruits, vegetables and milk.

Similar MoUs will be signed with the Sashastra Seema Bal (SSB) and other central agencies to expand the market for local produce and enhance livelihoods. The industry department will facilitate market linkages in the private sector, while ex-servicemen working through UPNL will be integrated with govt schemes for employment and self-employment and matched with services suited to their qualifications across institutions.
The cabinet also approved the Uttarakhand Crime Victim Assistance (Amendment) Scheme, 2025. Home secretary Shailesh Bagauli said that the existing Uttarakhand Crime Victim Assistance Scheme, 2013, amended in 2014 and 2016, was notified under section 357(A) of the Criminal Procedure Code, 1973. While Pocso courts have issued orders for compensation to victims under the Pocso Act, 2012, the scheme so far lacked clear provisions, leading to practical difficulties.
To address these gaps and ensure compliance with court directions, the scheme has been amended and the new provisions are being notified. A Schedule-2 has been added specifying minimum and maximum compensation amounts for Pocso victims, which will enable timely and effective assistance.
To strengthen the justice system, the cabinet further approved the Uttarakhand Witness Protection Scheme, 2025. The scheme is designed to ensure the safety and dignity of witnesses so they can testify freely and truthfully in court without fear, pressure, or retaliation.
It includes measures such as confidentiality of identity, relocation, changes in contact details, physical security arrangements and financial assistance when required.
Confidentiality has been accorded the highest priority in all decisions. A state witness protection committee, comprising members of the judiciary, police, and senior district officials, has been constituted to assess witness security needs and implement appropriate protection measures promptly.

Individuals who step in as personal guarantors for loans to companies are set to lose a crucial protection. Until now, when a company went bankrupt, guarantors enjoyed a 'moratorium" that stopped banks and creditors from touching their assets until the case was finally decided. That breathing space is gone with the proposed changes in the Insolvency and Bankruptcy Code (IBC), 2016. The Insolvency and Bankruptcy Code (Amendment) Bill, 2025, tabled in Parliament last week, makes it clear that existing moratorium protections under Sections 96 and 124 will no longer apply to personal guarantors. According to lawyers that Mint spoke to, banks can now immediately attach houses, freeze bank accounts, sell pledged shares, or even push guarantors into bankruptcy—all while the company's insolvency case is still ongoing. 'This change means guarantors stand exposed from day one, with their personal assets and income streams vulnerable to direct recovery," said Raheel Patel, partner, Gandhi Law Associates. Read more: Cross-border insolvency shake-up: Govt to draft rules, special NCLT bench likely Personal guarantors were first brought under the IBC purview in December 2019, when the government activated provisions on individual insolvency. This allowed lenders to pursue not just defaulting companies but also promoters and directors who had given personal guarantees, making such assurances legally enforceable and carrying real consequences. The framework was strengthened in 2023, when the Supreme Court upheld key provisions of the IBC—including the appointment of resolution professionals—and rejected around 350 petitions filed by guarantors challenging the constitutionality of IBC provisions related to them. Since their inclusion in 2019, lenders have sought to recover over ₹2 trillion from personal guarantors. However, recoveries have been slow. In the past six financial years, about 4,203 cases against personal guarantors involving claims worth ₹2.78 trillion were filed. Of these, resolution professionals were appointed in 1,832 cases, while 664 were admitted. Just 39 cases resulted in approved repayment plans, yielding creditors only ₹129 crore—or 2.49% of admitted claims. Since 2019, some of India's biggest insolvency proceedings have pulled in personal guarantors. High-profile names include Reliance ADA Group's Anil Ambani, Videocon's Venugopal Dhoot, Bhushan Power & Steel's former promoter Sanjay Singhal, and Zee Group's Subhash Chandra. The country's largest insolvencies have leaned on guarantees. In the Essar Steel case, promoter guarantees were invoked to cover part of the shortfall after a ₹42,000 crore resolution against claims of ₹54,000 crore. Similarly, in the Videocon case, creditors pursued Venugopal Dhoot and other guarantors after absorbing a haircut of nearly ₹31,000 crore. Why the moratorium was removed Experts say the reform was necessary because guarantors—often company promoters—were misusing the moratorium to stall recovery of secured creditors. 'The removal of moratorium protections for personal guarantors shall improve the positioning of the secured creditors, in as much as the moratorium over the period of time was being attempted to be misused by unsecured creditors as well as debtors to march over the rights of secured creditors," said Varsha Banerjee, partner, Dhir & Dhir Associates. According to Banerjee, creditors will be entitled to realize their secured interest promptly without being thwarted by other unsecured creditors as well as the guarantors. Read more: IBC amendments plug a major gap in the insolvency process With the new changes, creditors can move swiftly: seize and auction properties, freeze bank accounts, invoke pledged shares or deposits, and continue civil recovery suits. Under the SARFAESI Act, they can even take possession of secured assets without court intervention. If a personal guarantor submits a repayment plan, the resolution professional (RP) is required to summon a meeting of creditors to consider the plan. In other cases, the RP has discretion over whether to convene such a meeting. Along with that, if no repayment plan is submitted within 21 days, creditors can escalate by filing for personal bankruptcy—causing guarantors to lose control of their estates and face reputational damage. Still, guarantors are not entirely without defenses. They can propose structured repayment plans, dispute inflated claims, and rely on the rule that liability is capped at the guaranteed amount—meaning banks cannot recover twice from both debtor and guarantor, said Madhav Kanoria, Partner, Cyril Amarchand Mangaldas. But lawyers warn the proposed changes in the IBC provisions could make individuals think twice before signing guarantees. "The individuals (especially promoters, directors, and family members) may not be readily willing to offer personal guarantees, given the loss of protection. Further, companies may struggle to secure personal guarantees unless they incentivize guarantors with compensation or reduced liability structures, and the lenders may demand stronger asset-backed security instead of personal guarantees," Kanoria of Cyril Amarchand Mangaldas added. Amit Shah NEW DELHI: The ongoing acrimony between the opposition and the treasury, witnessed throughout the monsoon session of Parliament, reached a flashpoint in the Lok Sabha on Wednesday when Union home minister Amit Shah introduced the three bills that provide a legal framework for removing the Prime Minister, Union ministers, chief ministers, and ministers in states and Union territories arrested and detained on serious criminal charges. Shah said that the three legislations will be referred to a joint parliamentary committee for detailed scrutiny even as opposition MPs, essentially from Trinamool Congress and Congress, launched into aggressive protests and tore copies of the bills. They trooped into the well of the House, near Shah's front-row seat. Bill is in violation of presumption of innocence, says oppn in Lok Sabha Opposition MPs said the bills violated constitutional principles, undermined federalism, and inverted the principle of "innocent until proven guilty." They warned of potential misuse for political purposes and the risk of transforming India into a police state. Initially, only Trinamool MPs, led by Kalyan Banerjee, stormed the well. After Congress netas K C Venugopal and Manish Tewari spoke, Venugopal tore a copy of the bill, and Congress MPs joined TMC in protest. Venugopal questioned Shah's claim of upholding public morality, referring to Shah's 2010 arrest as Gujarat's home minister. Shah countered, stating he had resigned on moral grounds before his arrest on 'false' allegations and refrained from holding constitutional positions until cleared by courts. 'I want to remind Congress that I had already resigned before being arrested, and even after being released on bail, I did not take any constitutional position until I was proven innocent by the court.' He added, 'The court dismissed the false case against me, stating that it was motivated by political vendetta. Owaisi accused the govt of enabling executive agencies to act as judge, jury, and executioner based on flimsy allegations, likening the proposed system to Nazi Germany's Gestapo. Venugopal claimed the bills aimed to sabotage India's federal structure. Shah rejected Premachandran's contention that the bills were brought in haste, saying they will be sent to a joint panel, where members of both Houses would get an opportunity to give their suggestions. The constitutional amendment bill requires two-thirds support in both Houses — a majority that the governing alliance currently lacks. One opposition MP twisted Shah's mic, while others continued throwing bits of paper at him, prompting treasury MPs to rush into the well. MPs from both sides stood face-to-face, exchanging threats, and even after the House was adjourned, opposition MPs continued shouting slogans. BJP MPs, including ministers Kiren Rijiju and Ravneet Bittu, moved to block opposition MPs from approaching Shah. The home minister, however, asked his colleagues to return to their seats. Congress MP Deepender Hooda also intervened, preventing opposition MPs from entering the aisle. Normalcy returned only after Shah and other ministers left the House as the opposition members jeered. When House resumed an hour later, the bills were referred to JPC, but proceedings occurred under tight security, with marshals present. Shah, instead of taking his front row seat, sat in the third row as opposition MPs again occupied the well. Govt sources said that their focus was on getting the legislations passed.
