T will set up third discom for free power schemes, declares Revanth

on Wednesday directed officials to establish a third power distribution company (discom) dedicated exclusively to managing all govt-funded electricity schemes.
This new entity will operate alongside the existing Telangana Southern and Northern Power Distribution Companies. It will oversee key initiatives, including 24x7 free electricity to agriculture, 200 units of free power to poor households and free electricity for govt schools and colleges.
"The new discom should function with statewide jurisdiction for all welfare-related electricity consumers. This restructuring will not only ease the burden on the current discoms but also improve their national ratings.
Financial and operational reforms are essential," Revanth said during a review meeting at his residence with deputy CM Bhatti Vikramarka and senior energy department officials.

Deputy CM Bhatti said the govt currently supplies 24x7 free power to over 29,000 agricultural pump sets, for which it pays Rs 11,500 crore annually to discoms. Additionally, around 50.71 lakh low income families benefit from 200 units of free electricity every month, with the govt allocating Rs 2,293 crore for this.

Further, Rs 198 crore is being spent to provide free electricity to 29,018 govt educational institutions.
In total, the govt is spending Rs 13,992 crore per year to subsidise power for agriculture, the poor, and the education sector, Bhatti said.
Revanth also emphasised the urgent need for restructuring discom finances. He instructed officials to create a comprehensive plan to reduce interest burdens on high-cost loans – some borrowed at interest rates of up to 10%.
"Restructure these loans to secure lower rates," he told officials.
Highlighting the need to scale up renewable energy use, the CM said solar power systems should be installed across all govt offices, including schools and colleges. He asked collectors to identify suitable buildings for solar plant installation and to move forward with plans on a war footing.
Revanth also instructed immediate arrangements for solar power at the state secretariat.
These include setting up solar rooftop sheds for vehicle parking, solar fencing and panels to meet the building's energy needs.
The CM underscored the importance of implementing the Indira Solar Giri Jala Vikasam scheme, aimed at equipping 2.10 lakh Scheduled Tribe farmers with solar-powered agricultural pump sets over the next three years. The goal is to bring six lakh acres of tribal land under irrigation through sustainable power, he said.

KSLU to get dedicated administrative building after 15 yrs
Hubballi: After more than 15 years since its establishment, Karnataka State Law University (KSLU) in Hubballi is set to have its own dedicated administrative building. The construction of the G+3 structure is under way on 2.4 acres, at an estimated cost of Rs 39.5 crore. The building is expected to be completed by May 2026. KSLU, established in Jan 2009, currently operates from a former PWD guest house that was repurposed into an administrative office. Spread over a 55-acre campus, the university offers undergraduate and postgraduate courses in constitutional law, intellectual property rights, business and trade law, criminal law, and international law. While around 1,200 students study on the campus, the university has a total student strength of approximately 45,000 across the state. The total built-up area of the four-storey structure will be 94,761 sq. ft. The ground floor will be 24,440 sq. ft, first floor 20,321 sq. ft, second floor 22,255 sq. ft, and third floor 20,321 sq. ft. KSLU vice-chancellor Prof C Basavaraju told TOI that the new building is being constructed on 2.4 acres in front of the existing building. "The project faced land allocation issues earlier. CM: Submit revised estimated cost for Barapullah elevated road project
New Delhi: Chief minister Rekha Gupta has asked the public works department to submit the revised estimated cost for the Barapullah elevated road project to get it approved by lieutenant governor VK Saxena. The department has already spent nearly Rs 1,239 crore on the project against the sanctioned amount of Rs 1,260 crore, while a portion of the road measuring 690 metres is yet to be built. The overall cost of the 3.5-km road, connecting Sarai Kale Khan in the west of the Yamuna with Mayur Vihar in the east, is expected to exceed the sanctioned amount. The additional chief secretary of the finance department observed at the meeting of the expenditure and finance committee last week that approval was being sought only for the arbitration award of Rs 175 crore, due to the delay in completing the project. Though the elevated road was to be completed by Oct 17, 2017, the project was delayed because govt failed to acquire a portion of land owned by private individuals. The case went into arbitration, leading to an award of Rs 120 crore in favour of the contractor. The amount eventually increased to Rs 175 crore, with interest and goods and services tax added to it. To enforce the award, the contractor filed a petition in Delhi High Court . Following the court's directions, PWD paid an amount of Rs 170 crore to the contractor. Gupta has asked the department to seek legal opinion on whether the arbitration order can be challenged now. The committee also deliberated that an inquiry was needed to ascertain the loss to the govt exchequer due to payment of arbitration awards without seeking the opinion of the law department and fixing responsibility for the erring officials. The chief minister last week ordered an inquiry by the anti-corruption branch for approval and acceptance of arbitration awards by authorities "not competent to accept" and delay in execution of the project.
