State to sponsor competitive exam coaching for 300 ST aspirants
1 2 Ranchi: The state govt will sponsor coaching for 300 Scheduled Tribe students who passed their Class X board exams. The initiative, spearheaded by the department of welfare, aims to prepare students for medical and engineering entrance exams such as the National Eligibility cum Entrance Test, Joint Entrance Examination, and other national-level competitive tests. Class X passouts will be enrolled after a merit-based selection process. Once selected, they will be provided with residential facilities and comprehensive coaching support until their Class XII board exams and entrance preparations. Apart from the Jharkhand Academic Council board, students of the Central Board of Secondary Education and Indian Certificate of Secondary Education boards will also be given the opportunity to enrol in coaching. The department has floated a tender to select coaching institutions of national repute. The welfare department will ensure that all students from Scheduled Tribes (ST) have equal access to this opportunity. Officials added that the selected institutes will also be required to offer mock tests, sub-topics, study materials, and personalised mentorship to help students compete at the national level. Minister of scheduled caste, tribe and backward class welfare department, Chamra Linda, said, "Only those institutions with a proven track record and strong mentorship ecosystem would be selected for the programme. The initiative is part of the mission to uplift students from underprivileged backgrounds and integrate them into mainstream professional education pipelines." Roma Tirkey, a student of Class IX at Dani Public School, Khunti, said, "This is a good opportunity for students like us from tribal communities. Getting access to top coaching for NEET and JEE without any financial burden gives us the confidence to dream big. I'm truly grateful that the state is investing in our future and helping us compete at a national level."

300 MW solar plant sealed in Khandwa by district administration
Indore: Khandwa district administration has sealed the 300-megawatt Masaya Solar Plant following an investigation that revealed its unauthorised establishment on tribal land and numerous other irregularities. The operation was carried out late Friday night by a special inquiry team constituted by Collector Rishav Gupta. The investigation was launched after a complaint was filed with the Indore Divisional Commissioner. The probe uncovered that the solar plant was set up on lands of tribal farmers in Dharampuri, Kanwani, Bhavsinghpura, Badgaon Mali, and Sivna, villages without adhering to due legal procedures. "The company commenced production after establishing the plant on tribal farmers' land without obtaining proper legal permissions. This is completely improper and illegal," said Gupta. The investigation further revealed that in some instances, land belonging to Scheduled Caste individuals was acquired under duress. Moreover, land belonging to many Scheduled Tribe farmers was transferred without adequate compensation. Disturbingly, there were also allegations where farmers' illiteracy was exploited, and money was withdrawn from their bank accounts. According to the Collector, the company also managed to get land diverted for industrial use based solely on possession, even in cases where mutation in the land records (khasra) did not take place. This constitutes a direct violation of the Madhya Pradesh Land Revenue Code . The Masaya Solar Energy Company was also found to have illegally occupied approximately 27.64 hectares (around 60 acres) of land, including that categorised as 'charanoi' (grazing land), 'nala' (drainage), roads, and small forest areas, taken over without any lease or proper acquisition. Collector Gupta has directed that the solar plant's operations would remain suspended until the lease or formal allocation process is duly completed. The machinery present at the plant has been sealed as part of the action. The investigation also brought to light allegations of collusion involving former and some administrative officials in facilitating these illegal activities. There are complaints accusing these officials of accepting bribes amounting to lakhs of rupees. "A high-level investigation will also be conducted against the officers under whose supervision these illegal encroachments occurred. Their assets will also be investigated," the Collector said. The plant's construction began in 2020, and electricity production reportedly commenced in 2022 without the necessary No Objection Certificates (NOCs). Around 35 tribal farmers from five villages in the region had their land acquired by the company, and their cases reached the revenue department. Notably, there were no protests against these acquisitions until now.

Man sentenced to 20-year RI for sexually assaulting minor
The Kanhangad special fast track court has sentenced a 28-year-old man, an employee of a jewellery showroom at Payyannur, to 20 years of rigorous imprisonment (RI) for sexually assaulting a 15-year-old girl belonging to a Scheduled Tribe community. Judge P.M. Suresh pronounced the verdict on Thursday (July 17) under the Protection of Children from Sexual Offences (POCSO) Act and the SC-ST Atrocities Prevention Act. The incident occurred on July 4, 2023. The accused, B. Adarsh, lured the girl with chocolates into a shed near her home and sexually assaulted her. Investigation revealed that Adarsh had been stalking the girl pretending to be in love with her. The convict was also slapped with a fine of ₹5,000. Failure to pay the fine will result in an additional three months in jail.

Will Mallikarjun Kharge return to State politics?
Amid Karnataka in-charge Randeep Singh Surjewala's series of meetings with MLAs and Ministers in the recent past, there is speculation in the Congress circles that All-India Congress Committee (AICC) president Mallikarjun Kharge might be making his way into State politics. Mr. Kharge turns 83 on July 21. Chief Minister Siddaramaiah has explicitly said that he will be in the chair for the full five-year term, but has acknowledged that the party high command will decide on the matter. Mr. Kharge, too, has said that any decision is up to the party high command. 'Power sharing' A couple of months ago, Deputy Chief Minister D.K. Shivakumar reportedly told the party high command that he should be given the Chief Minister's post after Mr. Siddaramaiah completes two-and-a-half years in office as per the 'power-sharing agreement' between the two during the formation of the government in May 2023. In this ongoing 'power struggle' between the Chief Minister and his deputy, some leaders in the party believe there are possibilities of Mr. Kharge returning to State politics and becoming the Chief Minister. In recent days, Mr. Kharge has vetoed some of the decisions taken by Mr. Siddaramaiah and they include the former's letter to the Chief Minister over reported lapses in the implementation of the roster point system for promotions of the Scheduled Caste and Scheduled Tribe employees in government departments and rejection of a decade-old Socio-Economic and Educational Survey (caste census), which was the pet project of the Chief Minister. Mr. Kharge also reportedly withheld the names of candidates suggested by the Chief Minister to fill the four vacancies in the Legislative Council. Gauging the mood Mr. Surjewala's one-to-one meetings with the party MLAs and Ministers have also been seen as a move to gauge the mood of the legislators and the meetings were held reportedly at the behest of Mr. Kharge and Mr. Shivakumar. Mr. Kharge, who is the second leader from Karnataka to become the AICC chief after S. Nijalingappa, is a staunch loyalist of the Sonia Gandhi family. He has missed the Chief Minister's post on a couple of occasions in the past. The veteran leader has served in various capacities, including as Union Minister and Leader of the Opposition in the Lok Sabha.
