Supreme Court Seeks Madhya Pradesh Reply On 27% OBC Quota Implementation
The Supreme Court on Wednesday asked the Madhya Pradesh government to file reply by July 4 on a petition seeking implementation of 27 per cent Other Backwards Classes (OBC) quota in the state.
The petition moved by members of the OBC community in the state seeks implementation of a law passed by the Madhya Pradesh Assembly in 2019, which increased the OBC quota from 14% to 27%.
The plea states the state government has been denying benefit of increased quota for the OBCs based on the stay given to an MBBS student for a postgraduate medical entrance test by the Madhya Pradesh High Court.
The implementation of 27% reservations in public employment and educational institutions for OBCs is a key issue of contention in the state, which has nearly 50% of its population belonging to the OBC category.
Earlier, the Congress had accused the BJP-led Madhya Pradesh government of deliberately not implementing the law (which increased OBC quota from 14 to 27%) passed by the Congress government in 2019. However, the BJP govt has cited "legal hurdle" to implementation as the increased quota breaches the total 50% reservations limit in the state.
An ordinance was brought by the erstwhile Congress government on March 8, 2019, seeking to increase the OBC quota in jobs and admissions in educational institutions to 27 per cent from 14 per cent.
However, the same was challenged by the MBBS student.
The Madhya Pradesh High Court stayed the implementation of the ordinance for the entrance test of the postgraduate medical exam.
However, in July 2019, the state assembly passed legislation to replace the ordinance, which increased the reservations to 27 per cent.
The petition, moved by members of the OBC community in the state, claims that despite Madhya Pradesh having a 50% OBC population, the reservation quota remains only 14%.
The plea further says that the Madhya Pradesh government arbitrarily failed to implement the Act to extend the benefit of the said amendment in nearly all recruitment processes.
Before 2019, Madhya Pradesh had 14 per cent reservation for the OBC, 20 per cent for ST, and 16 per cent for SC, totalling 50 per cent.
The enhanced OBC quota has raised total reservation to 63 per cent, breaching the 50 per cent quota ceiling.
On March 19, 2019, the High Court stayed the increased 13 per cent more OBC reservation, which led to the suspension of many recruitment processes.
Later, a formula which included 87 per cent existing reservations plus 13 per cent reserved was introduced to continue exams while holding the disputed 13 per cent seats separately until a final verdict.
In 2024, all pending petitions regarding OBC reservation hike (around 70 in total) were transferred from the High Court to the Supreme Court. Till the final decision is made, recruitments are continuing based on the 87:13 formula.

Senior Advocates not permitted to mention cases before CJI's Court from August 11
No Senior Advocate will be permitted to mention cases for urgent listing and hearing before the court of Chief Justice of India B.R. Gavai from Monday (August 10, 2025). "As directed, designated senior counsels are not permitted to mention any case/s before the court of the Chief Justice of India with effect from Monday, August 11, 2025," a notice issued by the Supreme Court said. On August 6, the CJI had said that from August 11, no Senior Advocate will be permitted to mention cases for urgent listing and hearing in his court so that juniors get an opportunity to do it. CJI Gavai, who was sworn in on May 14, had reverted to the practice of oral mentioning of cases for urgent listing and hearing by lawyers and discontinued the practice adopted by his predecessor Justice Sanjiv Khanna. Justice Khanna discontinued the practice of oral submissions for urgent listing and hearing of cases by lawyers and asked them to either send emails or written letters instead. "There is a great demand that no matters should be mentioned by senior counsel(s)," CJI Gavai had said on August 6. He had asked the court staff to put out a notice that no senior lawyer will be permitted to mention cases for urgent listing and hearing in his court from Monday. "From Monday, no senior counsel, I mean designated senior counsel, will be allowed to mention matters. Let juniors get an opportunity to do it," the CJI had said. "This will be practised at least in my court," the CJI had said, adding that it was up to other apex court judges to adopt the practice. Usually lawyers mention their cases before the CJI-led bench at the outset of the day's proceedings for out-of-turn listings and hearing of cases on grounds of urgency.

Opposition parties satirise Suresh Gopi's ‘absenteeism' from his constituency; KSU files missing person complaint
The ruling front and opposition in Kerala are resorting to biting political satire to turn a harsh spotlight on Union Minister of State for Petroleum, Suresh Gopi's, allegedly high levels of absenteeism from his Lok Sabha constituency in Thrissur and the MP's 'noticiable silence' on the arrest of Kerala nuns in Bharatiya Janata Party (BJP)-ruled Chhattisgarh on 'dubious' charges of human trafficking for conversion to Christianity. The Kerala Students' Union (KSU), affiliated to the Congress, filed a missing person complaint at the East Police Station in Thrissur on Sunday (August 10, 2025). KSU activists will paste look-out notices for Mr. Gopi across the Lok Sabha constituency. The KSU will file a writ of habeas corpus in the High Court on Monday (August 11, 2025), seeking the 'missing MP's' production in court. Church leaders also chimed in, with the Thrissur Malankara Syrian Orthodox Church Metropolitan, Yuhanon Mar Meletius, sarcastically quipping on social media: 'We in Thrissur elected and sent an actor to New Delhi. The pro-Christian image Mr. Gopi and the BJP sold to voters through demonstrative acts of piety in Churches, including offering a golden circlet to Mother Mary, seemed not to match reality,' Mr Gokul said. Mr. Gokul said KSU activists had enquired about Mr. Gopi at the latter's local office at Perinkavu. 'The staff had no clue about Mr Gopi's whereabouts, and their answers seemed desperately opaque. Thrissur voters feel betrayed', he said. BJP leaders appeared to be loath to comment on Mr Gopi's alleged truancy publicly. Nevertheless, a party insider conceded that the 'escalating campaign' targeting Mr Gopi might not augur well for the BJP's strengthening relationship with the Church. 'Mr Gopi's constitutional office prevents him from publicly commenting on a matter still sub judice. However, like his fellow Union Minister from Kerala, George Kurian, Mr. Gopi might have personally reached out to Church leaders and members of the laity', he added.
