Hello and welcome to the US politics live blog. My name is Tom Ambrose and I will be bringing you all the latest news over the next few hours.
We start with the news that , New York officials have said.
An NYPD officer identified as Didarul Islam, an immigrant from Bangladesh and a father of two whose wife is pregnant, was among those killed. He was working off-hours as a security guard at the time, New York mayor Eric Adams told reporters, describing him as a 'true blue hero'.
Authorities offered few details about the three other victims killed by the suspect – two men and a woman. A third male was gravely wounded by the gunfire and was 'fighting for his life' in a nearby hospital, the mayor said.
Jessica Tisch, the New York City police commissioner, confirmed that 'the lone shooter has been neutralized'. New York police also said the shooter acted alone and was dead.
Tisch said the gunman, identified as Shane Tamura, a 27-year-old Las Vegas resident with a history of mental illness, had driven cross-country to New York in recent days.
The shooting spree in the evening rush hour began in the lobby of the Park Avenue tower in Midtown Manhattan. Tisch said that surveillance videos showed the gunman exiting a double-parked Black BMW between 51st and 52nd street on Park Avenue.

Ghislaine Maxwell asked the supreme court to overturn her conviction for taking part in and facilitating Jeffrey Epstein's sex crimes, arguing that a non-prosecution agreement with the late sex offender struck by federal prosecutors in Florida in 2008 should have barred any of his co-conspirators from prosecution as well.
Donald Trump said that he did indeed bar Epstein from his Mar-a-Lago club for 'inappropriate' behavior. But the president explained that what was inappropriate was not, as his aides have suggested, doing something lewd or illegal, but hiring away staff from the club.
An Israeli settler who was sanctioned by Joe Biden as a violent extremist, but removed from the sanctions list by Trump, was arrested in the Israeli-occupied West Bank on Monday after the fatal shooting of a Palestinian activist. The Palestinian man who was killed was denied entry to the United States last month when he arrived in San Francisco for a series of planned talks sponsored by faith groups, including a progressive Jewish synagogue.
The US justice department filed a misconduct complaint against a federal judge who has clashed with the administration over deportations to a notorious prison in El Salvador over private comments first reported by a far-right publication.

North Korea said on Tuesday the United States must accept that reality has changed since the countries' summit meetings in the past, and no future dialogue would end its nuclear program, state media KCNA reported.
Kim Yo Jong, the powerful sister of North Korean leader Kim Jong Un who is believed to speak for her brother, said she conceded that the personal relationship between Kim and US president Donald Trump 'is not bad.'
But if Washington intended to use a personal relationship as a way to end the North's nuclear weapons program, the effort would only be the subject of 'mockery,' Kim Yo Jong said in a statement carried by KCNA.
'If the US fails to accept the changed reality and persists in the failed past, the DPRK-US meeting will remain as a 'hope' of the US side,' she said, referring to North Korea's official name, the Democratic People's Republic of Korea.
North Korea's capabilities as a nuclear weapons state and the geopolitical environment have radically changed since Kim and Trump held talks three times during the US president's first term, she said.
'Any attempt to deny the position of the DPRK as a nuclear weapons state ... will be thoroughly rejected,' she said.

Japan's top trade negotiator, Ryosei Akazawa, said on Tuesday the trade agreement with the US guaranteed Japan would always get the lowest tariff rate on chips and pharmaceuticals out of all the pacts negotiated by Washington.
'If a third country agrees with the United States on lower rates on chips and pharmaceuticals, the same rates would be applied to Japan,' he told a news conference.

Donald Trump has arrived at the opening ceremony for his new golf course in Aberdeenshire, arriving to the tune of bagpipes at the event at his course in Menie.
He thanked his son Eric, who he said had 'worked so hard' on creating the New Course at the resort.
The president also thanked John Swinney, who was among the assembled audience.
Eric Trump had earlier said he and the Trump International team had created an 'amazing masterpiece' at the New Course.

US House minority leader Hakeem Jeffries expressed his concern over the 'horrific shooting', and said he was 'praying hard' for the NYPD officer.
'May God watch over our city during this challenging moment,' Jeffries wrote in a post.
A large police presence converged on the area around the tower, according to Reuters journalists near the scene.
'I just saw a lot of commotion and cops and people screaming,' said Russ McGee, a 31-year-old sports bettor who was working out in a gym adjacent to the skyscraper, told Reuters in an interview near the scene.
The office building at 345 Park Avenue occupies an entire city block and houses the corporate offices for the National Football League and the headquarters of investment firm Blackstone. It also holds offices for JP Morgan Chase.
According to an ESPN reporter, Jeff Darlington, an NFL security alert was sent to employees: 'Do not exit the building. Secure your location and hide until law enforcement clears your floor. Please switch phones to silent.'
This shooting is the 254th mass shooting in the US this year, according to the Gun Violence Archive, a nonprofit that tracks gun-related violence, who defines a mass shooting as an incident in which four or more people, excluding the shooter, are killed or injured by firearms.

President Donald Trump has met with the Scottish first minister John Swinney at his Aberdeenshire golf club.
The president is opening a second course at his Menie Estate property on Tuesday and it is understood the first minister met with Trump shortly before the ceremony.
The leaders spoke for around 15 minutes, before posing together for pictures in front of a US flag and the saltire of Scotland ahead of the opening of a second course at the president's golf club in Aberdeenshire.
Swinney has previously said he would push the president on an exemption to tariffs for Scotch whisky and raise the situation in Gaza, which also came up in the meeting between Trump and prime minister Keir Starmer on Monday.
Meanwhile, Trump was spotted on the driving range of his golf club during a delay in the opening ceremony for a new course.
Trump could be seen hitting shots from the driving range just yards where the first tee of the new course, where he is expected to be the first to tee off.

President Donald Trump is opening a new golf course bearing his name in Scotland on Tuesday, capping a five-day foreign trip designed around promoting his family's luxury properties and playing golf.
Trump and his sons, Eric and Donald Jr, are cutting the ceremonial ribbon and playing the first-ever round at the new Trump course in the village of Balmedie, on the northern coast of Scotland, AP reported.
The overseas jaunt let Trump escape Washington's sweaty summer humidity and the still-raging scandal over the case of Jeffrey Epstein.
It was mostly built around golf – and walking the new course before it officially begins offering rounds to the public on 13 August, adding to a lengthy list of ways Trump has used the White House to promote his brand.
Billing itself the 'Greatest 36 Holes in Golf,' the Trump International Golf Links, Scotland, was designed by Eric Trump. The course is hosting a PGA Seniors Championship event later this week, after Trump leaves.
Signs promoting the event had already been erected all over the course before he arrived on Tuesday, and, on the highway leading in, temporary metal signs guided drivers on to the correct road.
Golfers hitting the course at dawn as part of that event had to put their clubs through metal detectors erected as part of the security sweeps ahead of Trump's arrival.
Several dozen people, some dressed for golf, including wearing golf shoes, had filled the sand trap near the tee box to watch the ribbon-cutting ceremony shortly before it was scheduled to start.
Another group of people were watching from the other side in tall grass growing on sand dunes flanking the first hole.

New questions raised about Epstein jail cell death after fresh review of full video reveals mystery ‘orange shape'
A mysterious 'orange shape' seen on surveillance footage near Jeffrey Epstein 's cell before his death has caused forensic experts and Justice Department officials to clash over what – or who – it may be. In the Bureau of Prisons video obtained and reviewed by CBS News, a shadowy figure moved towards the sex offender's cell block in New York's Metropolitan Correctional Center at about 10.40 p.m. on August 9, 2019, just hours before Epstein was found hanged. According to a report by the DOJ's Office of Inspector General, the orange blob is believed to be a correctional officer 'carrying linen or inmate clothing' up the stairs to the convicted sex trafficker 's tier. Forensic video analysts who reviewed the footage as part of the news network's investigation argued that the figure could just as easily have been a person wearing an orange prison jumpsuit, and not just carrying it. 'Based on the limited video, it's more likely it's a person in an [orange] uniform,' according to Conor McCourt, a retired sergeant for the New York City Police Department and forensic video expert. The experts' analysis challenges the DOJ and the FBI 's claim that no one could have entered Epstein's cell and that the financier died by suicide. The FBI claimed that surveillance cameras would have captured anyone entering the special housing unit or Epstein's tier on video. However, the experts contest that the camera does not cover the main entrance of the unit, the staircase in full leading to Epstein's cell, or his cell door. 'To say that there's no way that someone could get to that — the stairs up to his room — without being seen is false,' video forensics expert Jim Stafford concluded. CBS News said that four other leading forensics experts interviewed 'concurred' with Stafford's analysis. Earlier this month, the DOJ and FBI said they released 11 hours of 'full raw' surveillance footage from inside the jail. Experts have also cast doubt on that claim in an effort to undermine conspiracy theories surrounding Epstein's suicide. The presence of a cursor and on-screen menu indicates that it was likely a screen capture rather than the raw footage exported directly from the prison's digital video recorder system. Both experts agreed the video was unlikely to have been an export of the raw footage and that, instead, it appears to be two separate segments stitched together. Stafford, who analyzed the video's metadata, said it showed the file was first created on May 23 of this year and was not from 2019. The Office of the Inspector General addressed the theories raised by CBS in a statement to the network. 'The OIG appreciates the careful review of our report,' it said. 'Our comprehensive assessment of the circumstances over the weeks, days, and hours before Epstein's death included the effects of the longstanding, chronic staffing crisis in the BOP and the BOP's failure to provide and maintain quality camera coverage within its facilities.' 'As CBS notes, nothing in its analysis changed or modified the OIG's conclusions or recommendations,' the statement concluded. CBS News's report is the latest in a growing list of unresolved questions surrounding the video, as scrutiny over the Trump administration's handling of the Epstein investigation intensifies. Earlier this month, an analysis by Wired challenged the administration's claims that the footage was unedited. Forensic experts who worked with the magazine to analyze the metadata embedded in the video concluded that the footage had been 'modified,' most likely using Adobe Premiere Pro editing software. Professor Hany Farid, a digital forensics and misinformation expert at UC Berkeley, told Wired that the footage would not be considered valid evidence in court. Farid questioned why the aspect ratio 'suddenly' shifts. Attorney General Pam Bondi had already faced backlash after one minute of footage appeared to be missing from the jail video capturing Epstein's final hours. A digital clock visible on the bottom left corner of the footage jumps from 11:58:58 p.m. to 12:00:00 a.m. Bondi blamed an outdated recording system that produced the video, claiming it resets every day at midnight and skips the same minute each evening.

Terrified boy savagely beaten by THREE football player bullies at Christian summer camp while fourth filmed
A student athlete was filmed being savagely beaten by three football players while taking part in a Christian summer camp. The horrific ordeal, which has gone viral online, occurred during a Fellowship of Christian Athletes (FCA) camp at Presbyterian College in South Carolina on July 7. According to lawyers representing the boy, the perpetrators were DW Daniel High School football players - whose friends also recorded the punch-up. Their football coach, Chris Stone, has been put on leave following the fight. Several students have been criminally charged over the gory attack, the school board announced, without providing further details. Daily Mail has contacted Pickens County Sheriff's Office for further details. In the frightening footage, the victim was punched in the face by one individual before another person attacked him inside a dorm room. The unnamed boy was pushed onto the bed by the two, who continued to assault him. The young man attempted to block their punches with his hands. He was then pushed out of frame as one individual said, 'I got to get in here', before they joined in with the beatdown. While the three carried out the attack, another could be seen filming it. The group then backed away from the boy before one returned to punch him in the head. As the three left the room, one of them said: 'Don't even get up', as another added: 'Watch your s*** next time, you know we are not the same n****.' In a statement to Malarkey News, the boy said his attackers had accused him of using racial slurs prior to the assault, which he has denied. He said the attack left him with a 'serious' concussion, and bruises across his head and ribcage. He added that he is no longer able to participate in combat sports. The law firm representing the boy said the camp was a school-sanctioned event with the FCA renting out the campus when the incident took place. In a statement earlier this week, the Pickens County School District Board of Trustees said that several DW Daniel High students were criminally charged after the fight. They said: 'The full Board of Trustees of the School District of Pickens County was made aware late last week that a very serious incident occurred at a school sponsored football camp at Presbyterian College earlier this month. 'Board members have now seen the disturbing video that is circulating on social media. 'This incident, which involved numerous student athletes, resulted in the injury of one student and criminal charges for several students.' It added: 'This matter is serious, not acceptable, and is being addressed by the administration and law enforcement. 'According to the statement all of those involved are minors, and that they are all facing disciplinary action at school and athletic levels. 'The Board is appalled that this serious incident occurred and that a student was injured during a school-sponsored event.' The football coach of the Daniel High School team Chris Stone has also been placed on administrative paid leave as the district conducts an investigation. Stone was brought in to lead the team in April of this year, with the victim saying in his statement that Stone was inside the building at the time. 'Multiple teammates were coming in and out while I was trapped in my room, but nobody thought to get a coach', the boy said. In a statement, 8th Circuit Solicitor David Stumbo said his office was aware of the fight and was monitoring the situation. The Fellowship of Christian Athletes said that the behavior of those captured on their camp 'falls unacceptably short of our standards'. The law firm said they released the footage in hopes of other people coming forward with information that could help the investigation.

Megyn Kelly says Trump risks alienating women voters if he pardons Diddy: ‘This will not help'
Right-wing political commentator Megyn Kelly urged President Donald Trump not to offer Sean ' Diddy ' Combs a pardon, warning him it would 'not help' the Republican Party win over young women voters. Kelly, the former Fox News host who now has a popular podcast, issued the warning to the president after seeing reports on Wednesday that Trump was not ruling out offering Combs a pardon. 'Trump should not pardon Diddy. He doesn't deserve it,' Kelly wrote on X. 'He's a Trump hater. He's a woman abuser. MAGA is already upset over elites seeming to cover for each other. This would not help. GOP struggling w/young female voters, most of whom will HATE a Diddy pardon.' Later, on Kelly's podcast, The Megyn Kelly Show, she reiterated her points about how potential women voters would perceive Trump's pardoning of Combs, a 'serial woman abuser,' as a 'miscarriage of justice.' 'The GOP is already struggling with female voters and they're not all lefties. There are young, conservative women who aren't in love with Trump or MAGA, there are. And this will not help,' Kelly said. Combs was found guilty on two counts of transportation for prostitution purposes earlier this month in federal court in New York. The music mogul faced a roughly eight-week-long trial on allegations of sex trafficking and racketeering as well, though he was acquitted on those charges. Regardless of the legal punishment Combs faces for his conviction, his reputation has been tarnished by the trial, which revealed Combs had physically, emotionally, verbally, and sexually abused several women, including his ex-girlfriend, singer Cassie Ventura. Throughout the trial, witnesses painted Combs as sexually deviant and uncontrollably angry – at any moment, he could become physically violent. 'We all saw the videotape of him beating the hell out of Cassandra Ventura. But there was so much more testimony about the other women he repeatedly beat all the way up to when he was arrested. He doesn't deserve any of Trump's mercy,' Kelly said. Trump has not formally agreed to pardon Combs, but when confronted with the question back in May, he did not rule it out. "I would certainly look at the facts," Trump said to Fox News reporter Peter Doocy. "If I think somebody was mistreated – whether they like me or don't like me, it wouldn't have any impact." Rumors escalated on Wednesday after Deadline reported that an unnamed Trump administration source said a pardon was being 'seriously considered.' The White House declined to comment on the speculation to Deadline. On her podcast, Kelly also pointed out that not only would a pardon be poorly perceived by women, but the situation could also inflame anger directed at the administration for its handling of the Epstein Files. Trump has declined to release any remaining documents related to the government's investigation into Jeffrey Epstein, a convicted sex offender who was accused of abusing women and girls and running a decades-long sex trafficking scheme. The president said on the campaign trail he would release the files. Various senior members of the administration had also theorized about undisclosed information related to Epstein. Many people, including a large portion of Trump's base, believed the government concealed Epstein's 'client list' of high-profile individuals. '[Trump's] in trouble because he's making it look like, to the MAGA base, he's part of the elite cabal that covers for other members of the elite cabal,' Kelly pointed out. 'Trump pardoning Diddy will create another Epstein for him.'
