Govt transport facilities lifeline for edu in Maha villages without schools, says minister Bhuse

Pune: Lawmakers seem to have different views about the situation of school education in the state's rural parts.
While Parner MLA Kashinath Date recently told the Assembly that 8,123 villages across Maharashtra do not have either primary or upper primary schools, presenting a grim situation for rural education, school education minister Dada Bhuse said the statistics were "partially true" and that children were not missing out on education as the state govt was providing a facility to transport them to nearby villages that have schools.
Date had based his statement in the Assembly on statistics from the Union education ministry's Unified District Information System for Education (UDISE) that collects data from all recognised and unrecognised schools in India — from pre-primary to Std XII. The data showed that of the 8,123 Maharashtra villages mentioned by UDISE, 1,650 had no primary schools and 6,563 no upper primary schools.

In his written reply to the Assembly, Bhuse said the statistics were "partially true", because state govt provided services to transport students to nearby villages that have schools.
He said: "The children are not missing out on education because of unavailability of schools in their villages. We have made adequate transport arrangements to ensure schooling for such children in nearby villages."
Bhuse said: "According to Part 3 Section 6 (3) (1) of the Right to Education Act, 2009, transportation facility is provided under Samagra Shiksha to students from settlements where schools are not available within the prescribed area limits — 1km for primary level, 3km for upper primary and 5km for secondary levels".
Senior officials in the education department said a provision of Rs 60,000 has been sanctioned for transportation facilities at the rate of Rs 600 per student for 10 months. An official said a detailed survey would soon be conducted to assess the educational needs of the villages without schools and, accordingly, new schools would be planned in such villages.
As per the UDISE data, the situation is grim in the Ratnagiri, Parbhani, Yavatmal, Solapur and Ahmednagar regions where maximum number of villages lack schools, said Date.
Places such as Pune, Nashik and Thane are also in the bracket with few schools.
However, the deteriorating infrastructure in several existing schools compounds the crisis. For instance, in Chandrapur's Sonapur village, students have been studying under the open sky for two months after the school's roof was blown away. Date said: "These shortcomings in the education department underline the urgent need for stronger policy and immediate intervention to improve rural education in Maharashtra.

Regarding the infrastructure shortcomings, Bhuse said as per a govt decision dated June 29, 2000, if a permanent drinking water facility is not available, instructions have been given to make arrangements for temporary storage of drinking water. Also, as per a govt decision dated April 16, 2025, instructions have been given to provide pure drinking water through tap connections under Jal Jeevan Mission Minor Mineral Scheme.
Under Samagra Shiksha, 1,668 separate toilets for boys and 1,087 for girls are being constructed this year.
"A districtwise review has been conducted to identify the worst-affected districts and prepare an action plan. Govt is focusing on steps to avert educational losses and ensure that children in all villages get the equaly opportunity to study," a senior education official told TOI on the condition of anonymity.

The YSRCP leader linked Naidu's frequent visits to Singapore to alleged corruption and old ties with tainted individuals there. Amarnath said that the YSRCP would launch a mass movement against the land scam and hold the Naidu-led coalition government accountable for allegedly diverting public wealth for private gains. Rajasthan govt announces closure, demolition of unsafe school buildings

Jaipur, Jul 27 (PTI) Two days after a portion of the Piplodi Government School in Rajasthan's Jhalawar district collapsed, killing seven children, the state government on Sunday announced a series of urgent measures, including closure and demolition of unsafe school buildings, GIS-mapping of all vulnerable structures, and use of Artificial Intelligence (AI) to monitor structural safety. School Education and Panchayati Raj Minister Madan Dilawar, who chaired an emergency meeting with senior officials from both the departments, said a proposal of Rs 150 crore under the disaster management fund has been prepared for repair works in 7,500 schools across 170 tehsils, officials said. The move comes amid growing concerns over the vulnerability of school infrastructure, especially during the monsoon season in southeastern Rajasthan. Dilawar said a statewide survey is being conducted by the district collectors to identify the dilapidated school buildings. 'Buildings found to be structurally unsafe will be marked with a red cross and shut down immediately. These will be demolished on priority, and temporary classrooms using container units will be arranged as an interim solution," Dilawar said. In a statement, the minister said the state will create a GIS-based application linked to the Shala Darpan portal to catalogue all dilapidated and repairable buildings. The platform will also integrate AI-based monitoring to assess building safety and guide budget allocations. The minister also announced the creation of a quality control unit within the Samagra Shiksha scheme to supervise school construction, and ordered that all construction materials and workmanship be tested through PWD-certified labs. In case of substandard construction, the contractor and engineers will be held financially liable, he said. In a move extending beyond government institutions, Dilawar said that private schools across the state will also be surveyed for safety compliance. Checks will also include fitness and medical status of school vehicles and drivers, while first-aid and fire safety training will be provided to the school management committees. To bridge funding gaps, Dilawar said all MLAs and MPs in the state will be asked to contribute 20 per cent of their development fund towards school safety measures. Additionally, a demand will be placed with the concerned ministers to use 20 per cent of funds from Dang, Magra and Mewat development schemes for the same purpose. Meanwhile, in anticipation of heavy rainfall in southeastern Rajasthan, the district collectors have been authorised to declare school holidays in the vulnerable districts. The minister also instructed Panchayati Raj officials to conduct a review of pink toilet construction, ensure uncompromised quality in all ongoing projects, and enforce regular maintenance of public toilets. Nashik: Several prominent people showed their support for the demands of state transport employees during the third state-level annual convention of the Seva Shakti Sangharsha ST Workers Union in Nashik on Sunday. Water resources department minister Girish Mahajan, food and civil supplies minister Chhagan Bhujbal and BJP MLA and union president Gopichand Padalkar, along with MLC Sadabhau Khot, assured the employees that they would raise their issues with the chief minister to improve their working and living conditions. "After we stayed with the ST employees during their biggest strike in history, we learnt about their hardships both on and off duty. The agitation successfully resulted in a historic rise of about Rs 2,000 to Rs 2,500 in the basic salary which was neglected all the time until now. Now we will demand a salary at par with the state govt employees by implementing the benefits of the eighth pay commission for them," Padalkar said. Bhujbal said that being a public transport corporation, it cannot be expected to be making profits. "But that does not mean the employees should suffer," he said. Mahajan said, "We are for the betterment of the MSRTC employees. We will soon seek a meeting with the CM and try to resolve all their issues."
