eThekwini Municipality grapples with escalating diesel theft, municipal truck driver arrested

The eThekwini Municipality has revealed that it has lost hundreds of thousands of rand as a result of diesel theft by some of its employees.
The municipality stated on Tuesday that another employee has been caught stealing municipal diesel. The employee was apprehended on July 11.
Last month, two municipal employees were apprehended for similar offences. Additionally, in June, a man posing as an eThekwini municipal employee was caught red-handed, fraudulently filling diesel at a petrol station where the City's fleet refuels.
In May, two employees were found offloading diesel at a private residence, and another was arrested in February following an anonymous tip from a community member regarding diesel theft.
In a statement, the City said a truck driver from the Water Services Directorate was arrested on July 11 after being caught siphoning diesel at his house in Hammarsdale. The suspect was apprehended by the police in Mpumalanga township while in possession of 21 containers, each containing 25 litres of diesel.
Jimmy Ngcobo, the Director of the City Integrity and Investigations Directorate, confirmed that the employee confessed to committing this illegal act for over three months.
'This is a clear act of defiance against our relentless efforts to combat fraud and corruption. The suspect acknowledged awareness of other truck drivers who have also been caught siphoning diesel from municipal water trucks."
Regarding the recent arrest, Ngcobo stated that the Municipality has incurred losses of approximately R900 000 over the past three months due to this employee's actions.
He emphasised that his Directorate is actively investigating various cases of theft, including diesel, asphalt, car batteries, cement, procurement fraud, rims, and printing paper, among others.'The Municipality has adopted a strict zero-tolerance policy against fraud and corruption."

2 killed as deadly fire rips through Durban informal settlement
A devastating fire tore through Durban's Kennedy Road informal settlement in the early hours of Saturday, claiming the lives of a woman in her 30s and a one-year-old baby. The Witness reports that the deadly blaze comes barely a month after another inferno destroyed 40 shacks in the same settlement. At this stage, the cause of the fire that destroyed over 100 shacks remains unknown. Resident and community leader Vusi Doncabe said he was woken up by the noise from the neighbours and when he walked out to check what was happening, the fire was too close to his own shack to save his belongings. 'I'm left with nothing. I could not throw out any of my belongings because the fire was too close to my shack when I woke up,' said Doncabe. I was in a state of panic and in fact everyone was in that state because the fire was uncontrollable. When the fire fighters and emergency services arrived, the blaze had done the damage. He said the one-year-old baby belonged to another woman who had left her in the care of the friend for the night. 'People are saying the baby was left with the friend who died in the same shack they were sleeping in. It is not clear where the baby's mother was,' he said. Relief organisation, Gift of the Givers said they had responded and provided assistance to the affected residents. Community liaison officer Bilaal Jeewa said about 120 people, including children were left homeless. He said in the interim they provided the victims with beanies and blankets, and meals will be provided. 'The eThekwini disaster management is doing the assessment, and once all is done, we will see what further assistance we can provide for the affected families. Obviously other NGOs will also lend a hand to assist the affected.' 'We estimate about 80 to 100 shacks have burnt down. Thus far, we have provided the people with teabags, bread, peanut butter, the beanies etc, because it was cold. It was raining but now it's cold,' said Jeewa. Image: File The Durban Commercial Crimes Court had to postpone the corruption case involving over R3 million involving former eThekwini officials on Friday because the State requested additional time to prepare a comprehensive defence, raising concerns about the selection of a forensic firm that looked into the alleged corruption. Nhlakanipho Ziphozinhle Mthembu, Inhlanzi Catering and Events (PTY) LTD, Sandile Ngcobo, his wife, Vuyiswa Ngcobo, and Mndeni Mkhize are charged with fraud, corruption, conspiracy to commit corruption, and money laundering. The forensic company, Integrity Forensic Solutions CC (IFS), was appointed by eThekwini's City Integrity and Investigations Unit (CIIU) to probe the Durban Solid Waste (DSW) tender irregularities after it received a stack of documents anonymously alleging irregularities. The five accused are currently on trial and have filed a compelling application for the State to provide them with a Masama report, which found that the appointment of the IFS was unlawful. In Gumede's trial, the Durban High Court learned that the Masama report was compiled by Masama Consulting, which was hired by the municipality to investigate the appointment of the IFS after a whistle-blower's report. During the court proceedings on this matter, State prosecutor advocate Bongi Mbambo told the court that the State was supposed to respond to the defence's application, but it needed more time. It said emergencies were created by Ngcobo and Mkhize, which allowed for the circumvention of the formal procurement processes. The State alleged that Mthembu and Inhlanzi Catering were awarded the tender due to a cover quote by Mkhize, and it was approved by Ngcobo, who was the deputy head of Supply Chain Management and the chairperson of the Bid Adjudication Committee. However, he has recently been dismissed by the municipality. Ngcobo is also an accused in the Gumede case. Sources claim Mkhize is still employed by the city. Additionally, the State alleges that Ngcobo and his wife, Vuyiswa, accepted a gratification of R100,000. At the time, Vuyiswa was a principal clerk in the city. The case was postponed to August 21.
