Amid concerns about the revenue impact of the Centre's pro-middle-class 'Next Gen GST ' with a proposed two-slab structure, government sources clarified that the Centre is an equal partner in revenue sharing with the states and that its proposal anticipates a revenue boost over time, driven by increased consumption.Under the current Goods and Services Tax (GST) framework, revenues are shared equally between the Centre and the states. Additionally, 41 per cent of the Centre's share of the divisible tax pool is allocated to states as per the Finance Commission's recommendations."Centre has equal concerns over what is being collected and what will be collected in GST. As members of the GST Council, both are equal partners. In such a setup, is it fair to expect that the Government of India will sit as a donor to compensate states?" a government source said.Currently, Goods and Services Tax (GST) is a 4-tier structure with tax rates at 5 per cent, 12 per cent, 18 per cent and 28 per cent. Food and essential items are either taxed at nil or 5 per cent rate, and luxury and sin items are at 28 per cent. The 5 per cent slab accounts for 7 per cent of total GST revenues, while the 18 per cent slab accounts for 65 per cent. The 12 and 28 per cent slabs give 5 and 11 per cent share, respectively, in the GST kitty. The Centre has proposed to the Group of Ministers on GST rate rationalisation a 2-tier rate structure of 5 per cent and 18 per cent for 'merit' and 'standard' goods and services, and a 40 per cent rate for about 5-7 goods. The proposal entails doing away with the current 12 and 28 per cent tax slabs.Currently, states have exclusive taxation rights over land and petroleum products. Also, the Centre, under a special assistance scheme, is giving a 50-year interest-free loan for capital expenditure to states.Besides, the health and education cess and other cess collected by the Centre go towards funding state development and welfare needs through various central government schemes and initiatives.Compensation cess, which goes entirely to the states, accounts for a substantial chunk of the total cess collected by the Central Government.Another source said that calculations show that GST revenues will go up on a sustained basis once the new 2-tier slab is implemented."Similar revenue concerns were expressed when the compensation cess period ended in June 2022. But GST revenues have improved over time, and the average tax buoyancy of states improved to 1.23 as against 0.65 pre-GST. With GST reforms proposed by the Centre, tax buoyancy will improve steadily," the second source said. The compensation cess mechanism was initially put in place for a 5-year period till June 30, 2022, to make up for the revenue loss suffered by states on account of GST implementation. GST had subsumed over a dozen local taxes and levies and was rolled out on July 1, 2017.The levy of compensation cess was later extended by 4 years till March 31, 2026, and the collection is being used to repay the loan that the centre had taken to compensate states for the GST revenue loss during the COVID period.

Rupee hits highest level in August against US dollar on fading tariff risks, GST boost

The Indian rupee climbed to its highest level so far this month, supported by lower risks of additional US tariffs on domestic goods and optimism that planned tax cuts will bolster growth. "The rupee's measured response to the new tariffs likely reflects the Reserve Bank of India's (RBI) resolve to prevent a breach of the all-time low of 87.95," says a trader.(Reuters) The rupee rose as much as 87.2050 per US dollar on Tuesday, compared with 87.35 in the previous session. It was last at 87.2250. The currency is being supported by the Trump-Putin meeting and subsequent talks between the US and Ukrainian presidents, raising hopes of a peace deal. This, Nomura said in a note, 'appears to reduce the likelihood of additional tariffs/sanctions on India in relation to the purchase of Russia oil'. An escalation in US tariffs on India could have driven the rupee/dollar to break past key levels on the upside. Prime Minister Narendra Modi's planned GST rationalisation is expected to support consumption and has also lifted sentiment in the rupee. Economists said the measures could provide a near-term boost to growth momentum and help offset the drag from weak external conditions. The rupee's Asian peers were mostly lower on Tuesday, pegged back by a rise in US yields. The 10-year US yield hit the highest in two weeks on Monday.

Asked if the new loops of Hebbal flyover would lead to more traffic at Mekhri circle, he said, 'I can't respond to everything that is said.'

India's GDP growth projected at 6.7 pc in Q1 FY26, urban consumption to rise: Report

New Delhi: India is expected to clock 6.7 per cent growth in the first quarter of the current fiscal (FY26), outpacing the RBI Monetary Policy Committee's (MPC's) recent forecast of 6.5 per cent, credit rating agency ICRA said on Tuesday. The rating agency report projects the growth in the gross value added (GVA) to stand at 6.4 per cent in Q1 FY2026. Improved transmission of monetary easing and the recent announcement of forthcoming GST rationalisation may help to shore up urban consumption sentiments ahead of the festive season, the report said. "ICRA estimates a double-digit growth in net indirect taxes (in nominal terms), aided by the sharp uptick in the government of India's indirect taxes (+11.3 per cent in Q1 FY26 from -3.1 per cent in Q4 FY2025), despite the narrower contraction in its subsidy outgo," said Aditi Nayar, Chief Economist, Head-Research and Outreach, ICRA. "Benefitting from robust government capital as well as revenue spending, upfronted exports to some geographies and nascent signals of improved consumption, the pace of expansion in economic activity in Q1 FY2026 is estimated at 6.7 per cent," Aditi Nayar said. The rating agency estimates the YoY growth in the services GVA to increase to an eight-quarter high of 8.3 per cent in Q1 FY26, from 7.3 per cent in Q4 FY25, supporting the overall GVA expansion in that quarter. In particular, the combined non-interest revenue expenditure of 24 state governments reported a double-digit YoY growth of 10.7 per cent in Q1 FY26, up from 7.2 per cent in Q4 FY25. Likewise, the Central government's non-interest revenue expenditure saw a turnaround, recording a YoY growth of 6.9 per cent against a contraction of 6.1 per cent in the previous quarter, said the report. Rural sentiments, as reflected in the Current Situation Index (CSI) improved further in the July 2025 (100.6) round of the RBI's Rural Consumer Confidence Survey, reflecting favourable trends in farm output in the last two cropping seasons, and the upbeat outlook for the ongoing kharif season, and a considerable cooling in the rural CPI inflation.
