Budget 2026 to focus on competitiveness, MSMEs and governance as first step in 13th Malaysia Plan, says Amir Hamzah

PUTRAJAYA, August 7 — The 2026 Budget, which will be tabled this October in the Dewan Rakyat, marks the first budget to support the goals of the 13th Malaysia Plan and will focus on three main pillars, namely raising the ceiling, raising the floor, and strengthening good governance in the public administration.
According to the Parliamentary Calendar, the 2026 Budget is scheduled to be presented on October 10.
Minister of Finance II, Datuk Seri Amir Hamzah Azizan, said that in raising the ceiling, the government aims to enhance the country's competitiveness and support high-growth, high-value sectors, particularly the semiconductor industry, energy transition, and Islamic economy.
He added that the government will also continue to empower micro, small, and medium enterprises (MSMEs) as well as startups, to become producers of 'Made by Malaysia' products and services.
'The digital and artificial intelligence agenda continues to be prioritised, alongside efforts to nurture creativity and promote value-based economic growth,' he said in his speech at the inaugural Budget 2026 Engagement Council today.
The event was also attended by the Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar; the Secretary-General of the Treasury, Datuk Johan Mahmood Merican; the Director-General of Public Service, Tan Sri Wan Ahmad Dahlan Abdul Aziz; the Governor of Bank Negara Malaysia, Datuk Seri Abdul Rasheed Ghaffour; and the Executive Chairman of the Securities Commission Malaysia, Datuk Mohammad Faiz Azmi.
Nearly 300 participants attended the event, representing public service institutions, industry players, chambers of commerce, technocrats, economists, scholars, non-governmental organisations, and international organisations. — Bernama

THE People's Progressive Party (PPP) Youth Wing registers its strong objection and deep concern regarding the recent announcement by the Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar, proposing an increase in the mandatory retirement age for civil servants from 60 to 65. While we recognise the government's intent to address demographic shifts and the challenges of an ageing population, we urge that equal — if not greater —consideration be given to the immediate and long-term consequences this proposal will have on the younger generation and the already saturated job market. It may inadvertently obstruct employment opportunities for Malaysian youth, particularly graduates and early-career professionals, who are already facing high levels of unemployment and underemployment. Prolonging tenure within the civil service risks creating a systemic bottleneck, impeding career progression and innovation within the public sector, while undermining national goals for inclusive growth and talent development. Furthermore, at a time when national focus should be on empowering the youth through job creation, entrepreneurship initiatives, and workforce readiness programmes, this move appears to sideline the very demographic poised to drive Malaysia's future. We therefore call on the Public Service Department (PSD) and the government to: 1. Immediately suspend further consideration of the proposed mandatory retirement age increase pending a transparent, youth-inclusive consultation process. 2. Undertake a comprehensive impact assessment, incorporating youth unemployment trends, underemployment data, and graduate employability metrics. 3. Explore alternative measures, such as optional post-retirement consultancy roles, flexible re-employment schemes, or phased retirement pathways, rather than extending full-time employment for all civil servants. We urge Prime Minister Datuk Seri Anwar Ibrahim, PSD and all relevant authorities to uphold the values of social justice and youth empowerment as outlined in the 13th Malaysia Plan, and to ensure that the aspirations of young Malaysians are not diminished by this policy direction.

JOHOR BAHRU, Aug 10 — A total of 38,804 micro, small and medium enterprises (MSMEs) nationwide were successfully digitalised under the Madani MSME Digital Grant (GDPM) in 2024, with approved funding of RM89.6 million. Deputy Communications Minister Teo Nie Ching stated that 2,838 of the recipients were clinics and pharmacies, representing approximately 19 per cent of such premises in Malaysia, based on data from the Malaysian Medical Association (MMA). 'This achievement demonstrates GDPM's effectiveness in helping MSMEs digitalise their services. This year, we are focusing on the health sector, targetting at least 50 per cent participation of private clinics and pharmacies,' she said at the GDPM Fest 2025 press conference here today. She added that in 2024, the government channelled RM90 million to the Malaysian Communications and Multimedia Commission (MCMC) through telecommunications service providers, with nearly the entire amount fully utilised. This year, Teo said the Finance Ministry has approved an additional RM50 million, with RM30 million channelled to MCMC through telecommunications companies to further support and strengthen MSMEs. 'This reflects the government's continued commitment to implementing digitalisation initiatives, which form a core pillar of the 13th Malaysia Plan,' she said. Regarding the GDPM Fest 2025 organised by MCMC today, Teo said the event demonstrates the government's determination to ensure MSMEs, particularly in the health sector, are not left behind in the wave of technological advancement. She said the initiative is a concrete step towards building a more efficient, inclusive and future-ready healthcare ecosystem. The programme will also be held in Kuantan, Pahang, and Kota Kinabalu, Sabah, with the support of strategic partners including the Ministry of Finance, Bank Simpanan Nasional, the MMA, Malaysian Pharmaceutical Society, telco providers such as Maxis, Digi and Telekom Malaysia, as well as digital solutions providers. 'We hope more private clinics and pharmacies will adopt solutions through this grant to drive digital transformation,' she said. — Bernama
