MLA Powar threatens hunger strike
Speaking at the Tahsildar's office on Saturday during the distribution of Kalyana Lakshmi and Shaadi Mubarak cheques to 36 beneficiaries, he warned that if reconstruction doesn't begin, he would go on a hunger strike during the upcoming Dussehra and Diwali festivals.
He reminded that the Godavari Pushkaralu will be held in June 2027, drawing millions of devotees, and urged the government to take proactive steps. He emphasized that the Rs 42 crore previously allocated must be re-sanctioned immediately. He blamed past rulers for Basara's underdevelopment, contrasting it with the 50 crore temple construction completed in Adelli.
On the agriculture front, he highlighted that repairs to motors and canals under the Basara Lift Irrigation scheme have enabled irrigation for 1,600 acres. He announced that Rs 1.12 crore would soon be sanctioned for further irrigation works, with tenders to be floated shortly. He also mentioned multiple meetings with Irrigation Minister Uttam Kumar on this matter.
Regarding healthcare, he disclosed plans to construct a 30-bed hospital at the temple site with Rs 4 crore. He also noted that the Basara Railway Station has been modernised with Central government funds and that the double railway line will be completed by next year. A proposal has been submitted to the central government to extend the Vande Mataram Express to Basara.
He assured that a Kendriya Vidyalaya (Central School) will be launched next year. With the upcoming completion of a 100-room guesthouse in Basara, Ministers Konda Surekha and Jupalli Krishna Rao will be invited to discuss various temple related issues.

Maharashtra launches ‘Manhole to Machinehole' scheme to end manual scavenging, Rs 504 crore sanctioned
Days after Maharashtra deputy Chief Minister and Finance minister Ajit Pawar announced in the state legislative assembly that the government will implement time bound program to completely stop manual scavenging, the 'Manhole to Machinehole' scheme was announced on Wednesday. Under the scheme, drains, sewer lines, and septic tanks shall be cleaned using mechanised equipment. The scheme includes procurement of cleaning machinery, modern vehicles, and emergency response sanitation units. It is being implemented by the Urban Development Department (UDD) with an approved funding of Rs 504 crore and an additional RS 100 crore was sanctioned in the Monsoon Session of 2024–25 and disbursed to the department by March 31, 2025. Procurement of robotic units, cleaning equipment, and emergency vehicles has also begun. Pawar directed that maintenance of these vehicles for three years and training of sanitation workers for operating them must be ensured by the respective agency. He also directed the UDD to prepare a special proposal for the housing of sanitation workers. Under the Dr. Babasaheb Ambedkar Shram Safalya Awas Yojana, dwelling units are provided free of cost and on ownership basis to the eligible heirs of conservancy workers post their retirement or in the event of death while in service. At present, the benefit is extended only to sanitation workers who have completed 25 years or more of service. Pawar has directed the UDD to prepare a proposal to reduce this service requirement from 25 years to 20 years and present it before the Cabinet. Pawar has also directed all municipal corporations and councils to strictly implement the government resolution (GR) based on the Lad-Page Committee's recommendations. He said that non-compliance will attract action. The committee established in 1972 to address issues related to the employment of sanitation workers. Pawar stated that civic bodies should submit detailed reports on the number of sanitation workers working in their respective jurisdictions to the UDD.

Delhi court upholds magistrate's order refusing probe against NDMC officials
New Delhi, Jul 30 (PTI) A Delhi court has dismissed an appeal against a magistrate's order refusing to issue summons and order an investigation into assault allegations against four New Delhi Municipal Council (NDMC) officials, including a chief engineer. Additional sessions judge Saurabh Partap Singh Laler observed that in cases involving allegations against public servants in restricted government premises, courts had to exercise heightened scrutiny to shield them from vexatious litigation. The court was hearing a revision petition by Vishal Parashar, a contractor, who alleged that he was assaulted, threatened, and wrongfully detained by four NDMC officials, including a chief engineer, an executive engineer and two security officials, in the civic body's Palika Kendra office on March 10, 2023. Parashar then filed a plea in a magisterial court seeking a summons against the accused and an investigation, but it was dismissed in March this year on the grounds that the complaint was 'unsubstantiated and potentially motivated by ongoing civil or contractual grievances with NDMC". Against the magistrate's order, Parashar filed the present appeal. In an order dated July 23, the court said, 'In cases involving allegations against public servants in restricted government premises, courts must exercise heightened scrutiny to shield officials from vexatious litigation arising from official duties." Flagging the issue of Parashar not providing a valid proof of entry and lack of permission to meet the chief engineer, it trashed his claim that no pass was demanded from him ever since he started visiting the office in 2017. 'The magistrate's reasoning is precise and justified, reinforcing that such unsubstantiated claims cannot form the basis for criminal prosecution," the court said. It said that the magistrate had correctly discerned that the petitioner's grievances stemmed from protracted civil disputes involving contractual payments, RTI appeals, and claims against NDMC. The court said the alleged incident arose during an unsolicited visit to discuss these matters, indicating an ulterior motive to leverage criminal proceedings as a tool to coerce the release of approximately Rs 15 lakh in pending dues. The court further noted that the magistrate had also correctly flagged other issues, such as the absence of independent public witnesses and the lack of corroboration of the allegations. It said, 'The magistrate appropriately underscored that the issuance of summons under Section 204 of Code of Criminal Procedure demands judicial satisfaction of sufficient grounds, rather than a mechanical exercise." 'The order's comprehensive analysis— encompassing vague allegations, evidentiary deficits, and the underlying civil motives— reflects a diligent application of this standard, ensuring that criminal proceedings are not initiated frivolously," the court added. Dismissing the appeal, it said there was no impropriety in the magistrate's order. Punjab sends Rs 113.2-crore pending bill to Haryana for Bhakra canal maintenance
1 2 Chandigarh: Punjab finance minister Harpal Singh Cheema on Wednesday said the state govt had sought a pending payment of Rs 113.24 crore for operations and maintenance of the Bhakra canal from Haryana govt, as part of an effort to recover dues owed of BBMB partner states. Cheema said Punjab was identifying the liabilities of Bhakra Beas Management Board partner states. He contended that previous regimes failed to claim outstanding dues from Haryana, Rajasthan, and Himachal Pradesh, thereby compromising Punjab's interests within BBMB by permitting other states to draw excess water and neglect timely payments. Cheema added Punjab had officially forwarded a long-standing BBMB liability of Rs 113.24 crore to the Haryana govt for settlement. He detailed a thorough reconciliation by Punjab officials confirmed this outstanding amount, which includes Rs 103.92 crore for the Bhakra Main Line canal division, Patiala, and Rs 9.32 crore for the Mansa canal division, Jawaharke, all related to the reimbursement of actual expenditures on the "operation and maintenance" of common carrier channels of Bhakra systems. Earlier this month, Punjab govt withheld Rs 104 crore of BBMB funds over the last nine months because there had been no audit of its functioning in the past 70 years. The AAP-led Punjab govt has insisted on a comprehensive audit to ensure accountability for how Punjab's significant contribution of 60% of BBMB's total expenditure was being utilised. The state earlier refused to contribute Rs 3 crore towards the Rs 5-crore proposal by the BBMB to celebrate the 50th anniversary of Pong Dam, citing financial constraints. Due to the lack of Punjab's contribution, BBMB did not move forward with the proposal. Cheema reiterated Punjab govt's commitment to resolving outstanding BBMB issues, stating that the AAP govt was focused on safeguarding the state's interests. He added govt's proactive approach aimed to protect the rights of Punjab and its citizens.
