Ecuador deports hundreds of Colombian inmates as Bogota cries foul

Korea Heralda day ago
BOGOTA, Colombia (AFP) -- Ecuadoran authorities said Saturday they had deported hundreds of Colombian prisoners via a land border crossing, after Bogota protested that the move came without prior agreement.
In 2024, Ecuadoran President Daniel Noboa announced his intention to deport Colombian inmates to ease overcrowding in the country's prisons. Small groups were transferred starting in April.
But Colombian President Gustavo Petro opposed the move, saying that a joint plan was needed to safeguard the prisoners' rights.
The Colombian Foreign Ministry said in a statement that about 450 Colombians had been deported through the Rumichaca border crossing in Carchi province. Gov. Diana Pozo had previously told reporters that 800 prisoners had been transported through the crossing.
SNAI, the Ecuadoran agency which oversees jails, later said in a statement that more than 700 Colombians were in the process of being deported. "This action reaffirms the Ecuadoran government's commitment to internal security and public order," the statement said.
The inmates, wearing orange uniforms, waited in line to reenter their home country under the watchful eye of Ecuadoran police and military personnel. Early in the day, some in shorts and t-shirts did exercises while waiting for their turn to cross the border in the chilly Andean air, saying "We want to cross, we want to cross."
On Friday, the government in Bogota lodged a formal complaint with Quito, saying such a move without prior agreement was a violation of international law and an "unfriendly gesture."
A source in the Carchi governor's office who spoke to Agence France-presse on condition of anonymity said the mass deportation began on Friday, and the 870 inmates slated for expulsion represented about 60 percent of all Colombians in Ecuador's prisons.
Juan Morales, an official in the Colombian town of Ipiales, said that authorities had to scramble to handle the influx of people, because Ecuador had not informed them of the deportations.
Ecuador's Foreign Ministry said Saturday that Bogota was told about the plan on July 8. The mayor of the border town of Ipiales, Amilcar Pantoja, told the media on Friday that prisoners without pending legal cases in Colombia would be released.
Drug trafficking gangs operating in Ecuador -- some involving Colombian criminals -- have turned the country into one of the most violent in Latin America.
The homicide rate has jumped from six per 100,000 people in 2018 to 38 in 2024, among the highest in the region.

S. Korea, China FMs agree to make upcoming APEC summit 'new turning point' in ties

The top diplomats of South Korea and China agreed Monday to work together to make the upcoming Asia-Pacific Economic Cooperation summit a "new turning point" in bilateral relations, as they held their first telephone call, the South Korean Foreign Ministry said. Foreign Minister Cho Hyun and Chinese Foreign Minister Wang Yi expressed this view during the 45-minute phone conversation, reaffirming their commitment to advance the bilateral strategic cooperative partnership in a "steady and mature" manner, the ministry said in a release. "They agreed to work together to ensure that the upcoming APEC summit in Gyeongju serves as a new turning point in bilateral ties and to deliver tangible outcomes in practical cooperation that can be felt by the peoples of both countries," it said. They also agreed to maintain the positive momentum in bilateral ties through high-level exchanges. The APEC summit is set to take place in the southeastern South Korean city from Oct. 31 to Nov. 1. Chinese President Xi Jinping is widely expected to attend the multilateral meeting. China is the host for next year's APEC summit. Congratulating Cho on his inauguration, Wang expressed a willingness to maintain a close working relationship with him, according to the ministry. Cho, in turn, said he hopes to closely work with Wang to further develop the Seoul-Beijing ties. Cho took office last Monday. He also extended an invitation for Wang to visit South Korea, and Wang responded that he would visit at a mutually convenient time, according to the ministry. (Yonhap)

FM to go on trip to Japan, US this week

Foreign Minister Cho Hyun will visit Japan and the United States this week to meet his counterparts, according to the Ministry of Foreign Affairs on Monday. Cho, who took office on July 21, will meet his Japanese counterpart, Takeshi Iwaya, on Tuesday. Cho is scheduled to attend a working dinner hosted by Iwaya. It will be the first in-person meeting of the two since Cho started his term. The two held their first phone talks on Thursday and agreed that bilateral cooperation is key to addressing geopolitical challenges at both the global and regional levels. South Korea's top diplomat is scheduled to depart Tokyo for Washington on Wednesday to hold talks with Marco Rubio, who doubles as the US secretary of state and the national security adviser for the White House. Cho's meeting with Rubio is speculated to take place Thursday, but the Foreign Ministry did not disclose the exact date.

More than 40 killed in rebel attack in northeast Congo

BUNIA, Congo (AFP) -- More than 40 people were killed Sunday in an attack by Allied Democratic Forces rebels in northeastern Congo, ending a monthslong period of regional calm, the UN mission and Congolese military said. The ADF, which pledged allegiance to Islamic State in 2019, raided a Catholic church in the town of Komanda where worshippers were gathered for prayer, residents told Agence France-Presse by telephone from Bunia, capital of Ituri province. The attack killed 43 people including nine children, according to the UN peacekeeping mission in the country. "These targeted attacks on defenseless civilians, especially in places of worship, are not only revolting but also contrary to all norms of human rights and international humanitarian law," said Vivian van de Perre, deputy chief of the peacekeeping mission. The Congolese Army denounced the "large-scale massacre," adding that "around forty civilians were surprised and killed with machetes and several others were seriously injured." It said the ADF had decided to take "revenge on defenseless peaceful populations to spread terror." Local sources had reported an earlier death toll of at least 35. Lieutenant Jules Ngongo, army spokesman in Ituri, did not comment on the toll but confirmed the attack to AFP, saying "the enemy is believed to have been identified among ADF" rebels. The bloodshed comes after months of calm in the region of Ituri, bordering Uganda. The last major attack by the ADF was in February, leaving 23 dead in Mambasa territory. The town of Komanda in Irumu territory is a commercial hub linking three other provinces -- Tshopo, North Kivu, and Maniema. The ADF, originally Ugandan rebels who are predominantly Muslim, have killed thousands of civilians and ramped up looting and killing in northeastern Congo despite the deployment of the Ugandan army alongside Congolese armed forces in the area. At the end of 2021, Kampala and Kinshasa launched a joint military operation against the ADF, dubbed "Shujaa," which has so far been unable to dislodge the group. The Congolese army promised to continue tracking the ADF and called on the population "to remain extra vigilant and report any suspicious presence to the defense and security forces."
