In a bid to fix its flailing public transport, the Delhi government has kicked off what it calls a comprehensive overhaul of the Delhi Transport Corporation (DTC). A high-level meeting chaired by Chief Minister Rekha Gupta today laid out the blueprint for route rationalisation, universal smart cards, modernised terminals, and commuter-friendly bus shelters.
Transport Minister Dr Pankaj Kumar Singh, Chief Secretary, Transport Commissioner, and senior officials were present. The message from the top was clear - the system is broken, and the fix won't be cosmetic.
"We've inherited a transport system in disrepair, Rs 60,000 crore in losses, but we're prepared to fix it," Ms Gupta said. "Delhi deserves a transit system that's modern, reliable, and accessible to all," she added.
Smart Cards to Work Across DTC, Metro, RRTS
The government plans to roll out a universal smart card usable on DTC buses, Delhi Metro, and the upcoming Regional Rapid Transit System (RRTS). Special 'Pink Cards' will offer free travel for women and transgender passengers on DTC buses and banks have been brought in for phased distribution.
Officials hope the move will streamline ticketing and increase ridership across the network, which continues to suffer from fragmented services.
IIT Delhi to Redraw Bus Routes
In partnership with IIT Delhi, the government will rationalise DTC routes, many untouched for decades. The first pilot will begin in East Delhi's trans-Yamuna region, where connectivity remains a chronic issue.
"Even with 4,800 electric buses, our routes haven't caught up with urban growth," Ms Gupta noted.
Rusting Shelters to Get Smart Makeover
Of Delhi's 4,627 bus queue shelters, less than half are currently functional. The government plans a citywide revamp with smart features - Real-time information screens, solar power, and weather protection, executed via a public-private partnership.
Officials say the new shelters will borrow from transit models across India and abroad, tailored to Delhi's unique needs.
ISBTs To Be Turned Into 'Airport-Like' Hubs
The three major inter-state bus terminals - Kashmere Gate, Anand Vihar, and Sarai Kale Khan - are also slated for a complete revamp.
Plans include digital signage, waiting lounges, and improved amenities. While no specific timelines were given, officials said work would begin "within weeks."
Electric Bus Fleet Spurs Depot Upgrades
With 660 mini electric buses (DEVI) and 1,800 large e-buses now in service, the government is investing in charging infrastructure, maintenance facilities, and support systems at DTC depots.
"DEVI buses have become lifelines in crowded areas, bridging last-mile gaps," said Dr Singh. "We're upgrading depots and terminals to match the growing EV fleet's needs for both drivers and commuters," he added.
For now, it's a reform plan heavy on intent. The real test will be execution.

The Detailed Project Report (DPR) for Bengaluru's ambitious Hebbal–Silk Board underground tunnel has indicated that fewer vehicles are expected to use the corridor in a no-toll scenario than in one where tolls are levied, both towards the city and the airport, suggesting more traffic congestion with tolls. This anomaly, revealed through a review of the traffic projections for the proposed 16.75 km tunnel, has raised eyebrows about the integrity of the demand modelling used to justify the project's viability. Karnataka Deputy Chief Minister D K Shivakumar had earlier emphasised that 'without toll, the tunnel road project will not work.' The numbers defy logic, say mobility experts, who argue that tolling infrastructure generally reduces traffic volumes, as price-sensitive daily commuters, especially those heading into the city, tend to avoid toll roads. According to the final DPR prepared by Rodic Consultants for the Bruhat Bengaluru Mahanagara Palike (BBMP), the number of vehicles (measured in Passenger Car Units or PCUs) projected during the morning peak hour in 2031 is 34,796 in a no-toll scenario. However, if toll is charged, the number drops to 33,057 PCUs (Scenario 2), and even further to 32,304 PCUs in Scenario 3 (alternative alignment with toll). DPR forecasts higher or similar volumes in toll scenarios, especially airport-bound trips in 2041, where Scenario 2 surprisingly shows more traffic than the no-toll scenario. In the morning peak hour projections for 2031, DPR estimates that 19,932 PCUs will travel towards the city and 14,864 PCUs towards the airport in a no-toll scenario, adding to 34,796 PCUs. However, in the toll-based Scenario 2, these numbers drop to 18,731 PCUs towards the city and 14,326 towards the airport at 33,057 PCUs. Scenario 3, another toll-aligned option, shows an even lower 18,405 PCUs city-bound and 13,899 PCUs towards the airport, totalling 32,304 PCUs. The pattern remains similar in 2041, with the no-toll scenario projecting 26,215 PCUs towards the city and 19,489 towards the airport (at 45,704 PCUs), compared to Scenario 2's 24,949 city-bound and 19,994 airport-bound PCUs (total: 44,943), and Scenario 3's 24,809 city-bound and 19,664 airport-bound PCUs (total: 44,473). DPR also proposes a toll of Rs 330 (one-way) for a distance of 16 km. The report also highlights that tolls for subsequent years are calculated based on a 5 per cent annual increase in the wholesale price index, with a 40 per cent restriction. Additionally, DPR also warns of at least 22 gridlock situations at entry and exit ramps if ramp capacities are not adequately designed or if traffic management is not strengthened. Some of the potential gridlock locations include the Chalukya Circle, Race Course Road junction, Minerva Circle, Cauvery Junction, Lalbagh West Gate, and other areas. The report recommends the need for additional slip lanes and turning lanes, signal optimisation and real-time monitoring systems. Satya Arikutharam, an urban mobility expert, said, 'BBMP's Tunnel Road proposal upends economic theory. Its traffic analysis outputs suggest that more cars will use the Tunnel Road facility when tolled. The entire transport modelling work is flawed, and the all-important modal share is just arbitrarily lifted from the old Comprehensive Mobility Plan (CMP). The DPR is flawed and unreliable, and I do not expect any credible bids for the tender.' Rajkumar Dugar, convenor, Citizens4Citizens forum, said, 'The tunnel road project is likely to do the exact opposite of what it promises. Any minor gain from commuting at an average speed of 50 kmph inside the tunnel will be almost entirely wiped out at the entry and exit points. Worse, it will create traffic chaos for those who aren't even using the tunnel. If the goal is truly to free up the roads, what's needed is a serious push for public transport — buses, metro, suburban rail and more.' HYDERABAD: The tendering process for supplying eggs to Anganwadi centres and residential welfare hostels — Gurukuls — across the state is once again mired in uncertainty. Despite multiple efforts to streamline procurement and ensure continuous supply of nutritional eggs to children and students, the process now faces renewed political lobbying, demands for dilution of eligibility norms, and the threat of legal hurdles. The previous egg supply contracts expired in February 2025. However, the Model Code of Conduct for the Hyderabad Local Authorities Constituency MLC elections put the process on hold. In the meantime, the Women and Child Welfare Department continued procurement through existing contractors, after a report published in this newspaper exposing the gaps in the system. Although fresh tenders were floated in March, subsequent court cases, revisions to tender norms, and pending approvals delayed the finalisation till the end of June. While the High Court had previously upheld the eligibility norms — such as minimum turnover, prior experience in supplying eggs to government institutions, and Agmark certification — fresh attempts are being made to alter these very conditions. According to highly placed sources in the Woman and Child Welfare department, several poultry operators and a few ruling party leaders are reportedly exerting pressure to dilute these criteria, arguing for relaxation of norms related to minimum turnover and experience. The officials warn that any such changes could invite renewed legal challenges, further delaying the tender process. They assert that criteria like Rs 5 crore turnover and prior experience are not arbitrary but are standard safeguards in any public procurement process, especially one involving perishable food for children. 'If minimum conditions are removed to accommodate ineligible bidders, who will be held accountable if the supply fails midway?' an official said, seeking anonymity. The State government has expanded the scope of the egg tender in a major change from previous years. Earlier, tenders covered only Anganwadi centres, with an annual requirement of about 36 crore eggs. Now, the supply includes welfare hostels and various residential educational institutions, pushing the estimated annual demand to over 80 crore eggs. Besides, the government has moved to a district-wise model covering all 33 districts, putting an end to the earlier seven-zone tender system.

Bengaluru: The Karnataka unit of the Bharatiya Janata Party, on Saturday, announced the launch of a helpline to safeguard the interests of small traders in the state in the backdrop of row over GST Addressing a press conference at the State BJP Office, Jagannath Bhavan, in Bengaluru, the Leader of the Opposition in Legislative Council, Chalavadi Narayanaswamy, has said that the BJP will launch a helpline (8884245123) from July 21 to safeguard the interests of small traders in the state. He added that street vendors and small traders had been served notices by the state government, creating confusion and fear among poor traders in the state. He criticised the Congress-led state government for failing to provide solutions or clarify what constitutes taxable income. Narayanaswamy said that as per Central government's data available with the state, traders whose annual turnover exceeded Rs 40 lakh must register and pay GST. 'Service providers with turnover above Rs 20 lakh are also liable to pay GST. However, the notices sent by the state are not valid in many cases,' he alleged. 'Traders are not tax evaders or criminals. They do not understand the tax rules, and the state government has failed to educate them,' he said. He urged the state government to protect the interests of the poor traders rather than intimidate them. He said that according to Central government rules, GST is applicable only if the annual turnover exceeds Rs 1.5 crore at one per cent rate. 'For street vendors to fall under GST, they must have a permanent shop and address. There is an exemption for turnover up to Rs 40 lakh and issuing notices to traders with turnover above Rs 20 lakh has created confusion,' Narayanaswamy added. He also said that apps like Paytm, PhonePe, and Google Pay used for UPI transactions were being tracked, and funds received by traders directly into bank accounts were being used to send notices. 'But it's not being verified whether the turnover exceeding limits is due to actual business or loans and other types of transactions,' he clarified. According to G.S. Prashanth, State Convener of BJP'sEconomic Cell, items like flowers, fruits, vegetables, milk, meat, paneer, bangles, and many other products are exempted from GST. 'Even if someone does Rs 10 crore turnover in these exempted items, GST registration is not mandatory. Yet, notices have been sent to such traders by the state GST department,' he alleged. He added that according to GST laws, third-party data cannot be used to issue tax notices without verification. 'Information from Paytm, PhonePe, or Google Pay must be verified first. Officials must ascertain whether the trader's goods fall under GST before issuing notices. Unfortunately, none of this due process has been followed,' Prashanth claimed. He also said: 'The state GST department has done nothing to spread awareness among street vendors about the taxes. Nearly 90 per cent of traders fall under the jurisdiction of the state GST, and only 10 per cent under Central GST. Yet, without any outreach or information sharing, the state has spread fear among small traders.' Therefore, the 14,000 notices issued to traders by the state government are illegal and unconstitutional, he asserted. Those present at the press conference were Rajya Sabha MP Lehar Singh, Chikkaballapur district president S.V. Ramachandragowda (Seakal), BJP Medical Cell state convenor Dr. K. Narayan, BJP Economic Cell state convenor G.S. Prashanth, and former BJP state spokesperson G.V. Krishna. When asked about the state government's notices to small traders demanding tax payments, State BJP Preident B.Y. Vijayendra said, 'We discussed this yesterday with party leaders. The Siddaramaiah-led Congress government, which is struggling to mobilise funds for its guarantee schemes, is now intimidating street vendors by sending them tax notices.' 'While GST goes to the Centre, it is a fact that no other state in the country has seen such developments. But in Karnataka, the state government is unable to manage its finances for guarantees and development. So, under the Chief Minister's instructions, they are threatening traders andstreet vendors,' he added.
