Haryana CM Nayab Singh Saini's pitch to Amit Shah: land for free in Panchkula for NFSU campus

Haryana Chief Minister Nayab Singh Saini recently wrote to Union Home Minister Amit Shah, requesting expedited approval for the establishment of both temporary and permanent campuses of the Gujarat-based National Forensic Sciences University (NFSU). In his letter to Shah, Saini also offered free land in Panchkula for the project.
The Haryana government previously requested permission from the Ministry of Home Affairs on November 15, 2022, through a demi-official letter for setting up NFSU campuses in Panchkula. The request was forwarded to NFSU, Gandhinagar, which then constituted a committee. The committee inspected the proposed land in Panchkula in August last year and submitted its report to the home ministry.
Saini emphasised in his letter that 'the Haryana government is ready to provide the land for this project free of cost and requested the Union Home Ministry to grant approval at the earliest'. He highlighted that 'the initiative would not only boost forensic science education in Haryana but also create new opportunities for the state's youth'.
Divulging details about the project, Additional Chief Secretary (Home) Dr Sumita Misra said, 'The state is rigorously working towards becoming the first state to fully implement the provisions of new criminal laws by issuing necessary notifications, guidelines, instructions, SOPs, boosting infrastructure and capacity of human resources of all the stakeholder departments: police, prisons, prosecution and judiciary.'
He said the establishment of the NFSU will be a significant step for Haryana's students, especially in the context of new criminal laws. This institution will provide students with education in modern forensic techniques and judicial sciences, enabling them to contribute effectively to law enforcement and judicial processes, he added.
'Haryana government is focusing on modernisation of equipment, capacity building and infrastructure development. In this regard, the state government has sanctioned an additional 17 mobile forensic science units, nine toxicology divisions and Rs 68.70 crore for the purchase of modern equipment for forensic science laboratory (FSL),' said Dr Misra.
Since the implementation of new criminal laws, FSL Haryana has seen a rise in sanctioned posts from 351 to 599 (70.7 per cent) and in posted officials from 167 to 342 (104.8 per cent), with 257 newly created posts under recruitment, Dr Misra said.
He said the state FSL is expediting the processing of DNA and forensic reports, especially for sensitive cases. 'Several districts, including Faridabad, Karnal, Dabwali, Fatehabad, Kurukshetra, Sirsa, and Rewari, have demonstrated exceptional performance, achieving conviction rates of over 75 per cent,' he said.

The SP further said, "From Lohsinghna, 10.8 kg opium and doda valued at 6.67 lakh were seized." Preliminary probe found that the consignment was being transported from Chatra to across the country, police said.

At an estimated cost of over ₹ 43,000 crore, the USBRL project involved laying out ballastless tracks over bridges and tunnels, spanning deep gorges. Ninety per cent of the route was traversed over 943 bridges and 36 main tunnels, including India's longest railway tunnel, T-50, which stretched more than 12.7 km. Also, on the Katra-Banihal section, the Vande Bharat train will also traverse another engineering marvel: the Anji Khad bridge, India's first cable-stayed bridge. Supported by 96 cables, the 725-meter-long bridge stands 331 meters above mean sea level.
