Duck Police Department searching for man involved in hit-and-run
On Monday afternoon, multiple law enforcement responded to a reported collision involving an electric-assisted bicycle and a vehicle near Duck Road. After investigation, it was determined that a minor was operating the bicycle at an unsafe speed, as well as violating the town's ordinance prohibiting bicycles on sidewalks.
The bicycle collided with the front passenger-side quarter panel of a white Ford Expedition. A second minor was riding on the back of the electric bicycle.
The driver of the vehicle was identified as 48-year-old Arturo Garcia Gutierrez of Elizabeth City. He abandoned the vehicle and fled the scene on foot before officers arrived. The vehicle was towed and the Duck Police Department obtained a warrant for his arrest.
He has been charged with felony failure to stop at the scene of a crash involving personal injury, driving while license revoked due to a prior DWI, possession of fictitious registration plates and failure to insure a motor vehicle.
Additionally, Mr. Gutierrez is wanted for two counts of failing to appear for court appearances for previous criminal charges.

Grandville orthodontist facing federal child exploitation charges
GRAND RAPIDS, Mich. (WOOD) — An orthodontist who formerly practiced in Grandville is now facing federal child exploitation charges. Thomas Shannon, 43, was arrested in Frankfort, Michigan, the U.S. Attorney's Office for the Western District of Michigan announced Wednesday. He is charged by criminal complaint with sexual exploitation of a minor, attempted sexual exploitation of a minor, possession of child pornography, receipt of child pornography and attempted receipt of child pornography, according to the attorney's office. According to a criminal complaint filed in federal court Monday, a therapist reported in 2021 that a teenager had been sexually exploited. The victim told police that she had received money in exchange for sending illicit images, the complaint continues, and investigators traced the Snapchat and CashApp accounts to Shannon, who lived in Byron Township. Sex offender, busted in sting but not arrested, snagged again In 2022, amid a Kent County investigation, the complaint says Shannon hired a private forensic investigator to search his phone 'in an attempt to prove that he did not possess any child pornography.' 'The examiner, however, found child pornography and turned it over to police,' the U.S. Attorney's Office wrote in a release. Authorities found evidence that Shannon possessed and received child pornography, according to the complaint. Investigators found that Shannon had communicated with multiple minor victims whom he met online, the complaint alleges. One was just 12 years old. The complaint placed most of the victims out of state. Shannon was in January 2023. But according to the federal complaint, he was released on bond. Investigators found that he was on bond for those charges while communicating with one victim — a 13-year-old — in 2024, the complaint alleges. The state case against Shannon is pending. Javier Yanez-Morales, 47, was arrested just after 8 a.m. on Aug. 15 near the corner of Douglas and Hennepin avenues, behind the Walker Art Center. Federal officials say he is an undocumented immigrant, and he's expected to remain in ICE custody at the Sherburne County Jail until his deportation to Mexico. Video obtained by Bring Me The News shows Enforcement and Removal Operations (ERO) and Border Patrol agents remove Yanez-Morales from a vehicle, place him in handcuffs, and move him to a black SUV with flashing police lights. Witnesses can be heard demanding to see a warrant, with officers saying little in response. Yanez-Morales was with his daughter, who told Bring Me The News that agents stuck their hands in her rolled-down window to unlock the doors to the vehicle and arrest her father. A spokesperson for the Department of Homeland Security confirmed on Tuesday that Border Patrol agents from the Grand Forks, N.D. sector supported ICE and ERO, a division of ICE, on Aug. 15 during a "targeted operation" to arrest Yanez-Morales. According to the Department of Homeland Security, Yanez-Morales has "a history of assault and multiple DWIs." Minnesota court records reveal a 2022 DWI conviction for Yanez-Morales, but no assault charges or convictions, though he has been been cited for driving without a license and driving on a suspended license. WCCO is reporting that Yanez-Morales has also been charged with a DWI following an alleged incident this July when he gave a blood-alcohol reading of 0.08, which is the same as Minnesota's legal limit. The Department of Homeland Security spokesperson didn't respond when asked for more information on Yanez-Morales' alleged criminal history, including whether any of the alleged offenses occurred in other states. After multiple attempts, a spokesperson for ICE told Bring Me The News on Tuesday that Yanez-Morales "has put the public at risk for repeatedly and selfishly choosing to drink and drive" for more than two decades and had committed other crimes, including domestic assault and false reporting. Again, it's not clear where the alleged domestic assault and false reporting offenses occurred, and more details have not been provided despite further requests. The spokesperson said Yanez-Morales "has been illegally entering the United States as far back as 1998" and has previously been deported to Mexico. While authorities say he is in the country illegally, there is a question over whether Yanez-Morales' criminal history fits the profile of the Trump Administration's focus on targeting undocumented immigrants with violent criminal histories for deportation. His daughter told BMTN that the arresting agents "were very violent" and claims they assaulted Yanez-Morales when he was in custody. Carpio-Evans told Bring Me The News that the she believes the arrest was "unconstitutional, illegal and inhumane."
