
Overcrowded Punjab jails house 38,000 inmates amid NDPS arrests, rehab push begins
To deal with the problem of drug addiction among inmates, as many experience withdrawal symptoms after being incarcerated, the state government has decided to set up drug de-addiction-cum-rehabilitation centres in ten central jails across the state.
There are 26 prisons across the state which includes 10 central jails, 7 district jails, 5 sub-jails, 2 women's jails, 1 borstal, and 1 open jail. The prison capacity is 26,556 it can adjust 24,083 men and 2,473 women, while the present occupancy is 38,000.
As of March this year the state government started the `Yudh Nashean De Virudh' campaign till yesterday in last 140 days the state police has arrested 22,626 alleged accused under NDSP Act.
Thus jails of the state which were generally little over crowded as the figure use to be approximately around 31,000 has now touched an all time high of about 38,000 as 17 per cent of inmates are convicts and 83 per cent are under trials.
After arresting these alleged accused under NDPA Act they are sent to different jails of the state and are facing court cases till they are granted bail, as most of them were arrested for possessing small quantity, said sources.

Kendrapada: In a recent development, the forest department has initiated legal proceedings against the owner and an actor of a jatra troupe for allegedly showcasing a ball python during a rehearsal in Jajpur district. The forest range officer of Bairi, Aditya Pradhan, confirmed that a raid was conducted at the office of Tulasi Jatra troupe owner, Anant Narayan Dhal, in Bikramtiran village. However, the team was unable to rescue the python as no one was present at the location. A case has been filed against both Dhal and actor Sai Satyajit Panda under the Wildlife (Protection) Act, 1972, among other regulations. On Wednesday, Panda appeared at the range office with the ball python and presented documents proving his legal possession of the reptile. "While owning a ball python as a pet is not illegal, it requires proper licensing. Furthermore, using such animals for entertainment purposes mandates permission from the Animal Welfare Board," Pradhan added. The ball python, classified as an exotic species under Schedule IV of the Wildlife Protection Act, was allegedly used in violation of the Performing Animals (Registration) Rules, 2001. These rules, part of the Prevention of Cruelty to Animals Act, 1960, are designed to ensure the humane treatment of animals in entertainment. They include stipulations on registration, transportation, housing and measures to prevent unnecessary suffering. Suvendu Mallick, a herpetologist and general secretary of the state's snake helpline, highlighted the importance of adhering to these regulations to protect animal welfare.

Guj ATS arrests 4 for links to Qaida module
Ahmedabad: The Gujarat Anti-Terrorist Squad (ATS) Wednesday arrested four men, including two from Gujarat, allegedly linked to the al-Qaida in the Indian Subcontinent (AQIS), busting what the agency described as an active terror module operating across states. The accused were reportedly engaged in spreading extremist propaganda and attempting to radicalise youth through social media. According to Gujarat ATS officials, two accused are residents of Gujarat, while two are from outside the state. The arrested were identified as Mohd Faiq Mohd Rizwan, a resident of Faraskhana, Delhi, Mohd Fardeen Mohd Raees (Fatehwadi, Ahmedabad), Sefullah Kureshi (Bhoi Wada, Modasa) and Zeeshan Ali Asif Ali (Chhajrasi Colony, Sector 63, Noida). All four are aged between 20 and 25 years. The ATS said in a statement, "A terror module affiliated with AQIS has been busted. Four persons linked to the proscribed outfit have been arrested. They were actively involved in online activities related to jihadi propaganda." The complaint submitted by the Gujarat ATS mentions that the accused intended to radicalise vulnerable youth, create communal unrest and promote terrorist agendas under the guise of establishing an Islamic Khilafat. The systematic digital campaign, according to officials, points to a premeditated criminal conspiracy to incite violence and undermine national integrity. Incriminating material such as jihadi literature, online communication with suspected handlers and digital content supporting secessionist and anti-national ideologies were recovered during the initial investigation, the complaint stated. The ATS has booked the accused under Sections 13, 18, 38, and 39 of the Unlawful Activities (Prevention) Act along with Bharatiya Nyaya Sanhita Sections 113 (terrorist act), 152 (act endangering sovereignty, unity and integrity of India), 196 (promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, and doing acts prejudicial to maintenance of harmony) and 61 (criminal conspiracy). The agency is also probing their online network, including unidentified digital collaborators believed to be involved in similar activities. Notably, in 2023, the Gujarat ATS arrested four Bangladeshi nationals from different parts of the state for alleged ties to AQIS. The agency believes the current arrests may be part of a wider network aimed at promoting terrorism across India. Interrogation is ongoing.

HC refuses to quash FIR against former medical dean in Rs 550cr procurement scam
Ahmedabad: The Gujarat high court has refused to quash an FIR against Dr P D Vithalani, former dean of multiple govt medical colleges, who is facing allegations of administrative and financial irregularities in the procurement of medical equipment worth Rs 550 crore. The complaint was filed by Dr Amal Bhattacharya, an associate professor, who alleged that Vithalani abused his authority as dean by appointing and promoting ineligible doctors, shielding them when they were found engaged in private practice. He also accused Vithalani of misappropriating government funds through inflated bills and bogus transactions related to the procurement process. Additionally, Bhattacharya claimed that Vithalani had his office pay his electricity bills. The allegations were based on information obtained under the Right to Information (RTI) Act. After the police initially took no action, Bhattacharya approached a magisterial court. When the Judicial Magistrate First Class (JMFC) rejected his application, he filed a revision petition before a sessions court, which subsequently directed the registration of an FIR in 2013. Following this, Vithalani moved the HC seeking to quash the FIR and all related proceedings, arguing that the complaint was malicious and driven by personal vendetta. He contended that the appointments and promotions were carried out legally, and that the electricity bill in question had been recovered by the department following an objection. He also denied any wrongdoing in the procurement process. However, the high court considered the report submitted by the investigating officer, which indicated a prima facie misuse of authority in the appointments and promotions. Regarding the procurement allegations, the court observed, "Prima facie material collected in the investigation supports the allegation of a scam in the purchase of medical instruments as also the involvement of the petitioner." Justice J C Doshi concluded, "The FIR establishes a cognizable offence against the petitioner." He dismissed Vithalani's plea, calling it "frivolous, vexatious, and devoid of merit."
