U.P. no longer a barrier in development, but growth engine of India: Yogi
As a World Bank (WB) team led by its president Ajay Banga arrived on a day's visit here on Friday, the Uttar Pradesh government used the opportunity to launch two of its initiatives -- 'UP AGREES' and 'AI Pragya'. Chief minister Yogi Adityanath said that with the WB expertise, U.P. would become a trillion-dollar economy in the next three years.
Yogi, who has set the target of making U.P. a trillion-dollar economy by 2029, held a meeting with Banga and his team at his official residence here, said that the world's perception about Uttar Pradesh had changed and that the state was no more seen as a barrier in development, but considered the growth engine of India. Thanking the team, Yogi said that the state government was seeking support from the World Bank for the 'UP AGREES' programme to enhance agricultural productivity in eastern U.P.
'The agriculture productivity in the western part of Uttar Pradesh is much higher than in that in the eastern part. To increase productivity in eastern U.P. as well, we have sought help from the World Bank in the 'UP AGREES' (Uttar Pradesh Agricultural Development and Rural Enterprise Ecosystem Strengthening) programme,' Yogi said, adding the initiative aims at revolutionising agriculture across 28 districts in the Purvanchal and Bundelkhand regions by enhancing productivity and promoting advanced, technology-based farming.
Eastern U.P's 21 districts to be covered under the programme include Shravasti, Bahraich, Balrampur, Gonda, Siddharthnagar, Basti, Maharajganj, Sant Kabir Nagar, Kushinagar, Gorakhpur, Deoria, Azamgarh, Mau, Jaunpur, Ballia, Ghazipur, Varanasi, Chandauli, Mirzapur, Sonbhadra, and Sant Ravidas Nagar. Bundelkhand's districts include Jalaun, Jhansi, Hamirpur, Mahoba, Banda, Lalitpur, and Chitrakoot.
Yogi said the World Bank had consistently played a vital role in areas such as environmental protection, tourism promotion, and infrastructure development in the state.
'Today marks a significant milestone,' he said, adding that U.P. was stepping into a new era of innovation in agriculture and artificial intelligence.
Yogi said that 'UP AGREES' includes a ₹2,737 crore loan from the World Bank for a period of six years. The project will directly benefit farmers, farmer organisations, fishers, and farm-based MSMEs.
The chief minister said that the state government would contribute ₹1,166 crore, while the loan would have to be repaid over 35 years with an interest rate of just 1.23 per cent. He added that the programme was expected to benefit 10 lakh farmers, with 30% participation from women. Additionally, 10,000 women producer groups will be linked to the project. The plan also includes sending 500 farmers abroad for exposure to the best farming technologies, which will help strengthen small farmers and reduce regional disparities, Yogi said.
About the 'AI Pragya' programme, the chief minister said that it was aimed at building a robust artificial intelligence (AI) talent base by training 10 lakh youths across Uttar Pradesh and equipping them with the digital skills necessary to thrive in emerging technology sectors. He said the programme would provide certification in key domains like AI, machine learning, data analytics and cybersecurity, paving the way for increased employment opportunities and a thriving startup ecosystem in the state.
Yogi said the initiative would be implemented with the support of various state departments, including education, health, agriculture, rural development, revenue, and secretariat administration. 'AI Pragya' would not only unlock new job avenues for youth but also enhance technological efficiency in core sectors such as government services, farming, education, and healthcare, he added.
The chief minister pointed out that as part of the programme, global tech giants, including Microsoft, Intel, HCL, Wadhwani Foundation, Amazon, Google, and 1M1B, would collaborate with the state government to launch upskilling initiatives across the state. He also spoke about the launch of a new mission to ensure nutritional meals for young children in the state.
Yogi said the upcoming 'CM Poshan Mission' would cover children in the age group of six months to six years. Voluntary organisations would also be involved in this effort, he said.
The chief minister said that a special team from Uttar Pradesh would be sent to Indonesia to study a similar nutrition scheme already running there, and would explore how it could be adapted for the state.

The latest data is being seen as a boost in the government's economic growth narrative, and also comes at a time when the is set to become the fourth largest globally by the end of this year. Experts have commended the reforms and inclusive growth measures undertaken in the last decade for the progress made in reducing poverty. 'India is not only well on its way to becoming the fourth largest economy in the world at the end of 2025-26 as per IMF data, but has also done exceptionally well in nearly eliminating extreme poverty and tangibly reducing income inequality,' says DK Srivastava, Chief Policy Advisor at EY India. World Bank Poverty Line Data: Top Facts The number of people living in extreme poverty in India has dipped to 75.24 million in FY 2022-23 from 344.47 million in FY 2011-12. Almost 270 million people have been lifted above the poverty line in a span of just 10 years If one were to use the poverty line definition for low middle income countries ($4.20 per person per day), then India's poverty rate has dropped to 23.9% from 57.7%. EY India's Chief Policy Advisor points out that India has nearly eliminated extreme poverty. 'According to the World Poverty Atlas, a headcount ratio of poor below 3% amounts to elimination of extreme poverty. These estimates are based on the 2022-23 household consumption expenditure survey using a recall method of Modified Mixed Reference Period. In fact, consumption expenditure undertaken by households understates the actual consumption of households since it does not capture subsidized provisions through various government welfare schemes like Ayushman Bharat and Sarva Shiksha Abhiyan,' he tells TOI. India's GDP has more than doubled in the last decade, and experts believe that this has trickled down to the poorest, helping raise them above the extreme poverty threshold. A multi-pronged approach by the government seems to have worked to lower extreme poverty. Job creation and capital expenditure push, along with direct benefit transfers have worked, say experts. Ranen Banerjee, Partner, Government Sector Leader at PwC India explains, 'There are a multitude of factors that have made it possible with the general economic growth and the trickle down effect. Higher construction activity owing to the higher tax revenue efficiency and consequent higher capex by the government from progressive digitalisation and formalisation of the economy has created several construction jobs. ' 'The cash transfers under various schemes of the central and state governments directly into bank accounts of the beneficiaries enabled by Aadhar and the MGNREGA scheme has also aided this improvement. The growing middle class and ensuing consumption from the services sector growth has been an enabler,' he tells TOI. 'Another factor is the investments in roads, improving mobility and improved rural urban connectivity through the PMGSY. This has made the rural population more mobile to peri-urban areas as well as taking farm produce with relative ease to Mandis and urban markets. The cooperative movement and the setting up of Farmer Producer organisations (FPOs) and women self help groups for economic activities is also a contributor,' he elaborates. He also attributes direct benefit transfers and free food programmes, which automatically lowers the number of poor as basic food is being provided by the government. 'Several states have followed the policy of giving money to women in the lower income groups like Maharashtra, MP, Tamil Nadu etc. This directly pulls people out of the poverty trap,' he adds. What's the road ahead? India continues to be the world's fastest growing major economy and is expected to overtake Japan this year to become the 4th largest economy. In the coming years, it will surpass Germany to become the third largest. Yet, for a country which ranks among the top 5 in terms of nominal GDP, the per capita income continues to be low. 'Going ahead, with the economy continuing to grow at a high rate, we can expect more jobs to be created which will help in sustainable living standards. The governments may have to continue to provide support at the lower income levels until such time that families are able to procure jobs that will make them independent of such support,' concluded Madan Sabnavis. While progress has been made on the path to increase the standard of living of its population, India still has a long way to go. "People in poverty reduced by 279 million, economy doubled": Hardeep Singh Puri on 11 years of Modi government
New Delhi [India], June 9 (ANI): Union Minister Hardeep Singh Puri on Monday said that in the last 11 years of Prime Minister Narendra Modi's government, India has seen major development, with poverty levels falling sharply and the economy growing fast. He said that according to the World Bank, 279 million people have come out of poverty, and the poverty rate has dropped from 24 per cent to 5.3 per cent. He also said the size of India's economy has doubled from $2 trillion to $4.3 trillion. Speaking to ANI, Hardeep Singh Puri said, 'If you look at the work done on the development front in the 11 years, the figures are mind boggling and those figures if you compare with the previous period post 1947, you could say that these are transformational figures, but the most staggering figure I think comes from the fact that people living under poverty multidimensional or abject poverty, they have been reduced by 279 million according to the World Bank. Also, the poverty rate has come down from 24% to 5.3%, which is very, very remarkable. The size of the economy has doubled, which has gone from a 2 trillion dollar economy to a 4.3 trillion dollar economy. We are growing at a much faster rate than the countries we have overtaken and the countries we are competing with...' Narendra Modi first took oath as the Prime Minister of India on May 26, 2014, and is currently serving his third consecutive term. Last year, he took oath as Prime Minister on June 9 after winning elections for the third term. Marking the occasion, the Union government also released a comprehensive e-book detailing achievements across various sectors over the past 11 years. This technological push, however, is inextricably linked to the quality and relevance of education, the experts said while addressing policymakers, industry leaders and economists.'GIS and AI are coming together in powerful ways to support India's vision of becoming a $7-8 trillion economy.
