Nitish Kumar announces domicile policy, new welfare schemes in Bihar

In poll-bound Bihar, Chief Minister Nitish Kumar on Monday (August 4, 2025) announced yet another sop for the implementation of a domicile policy for the recruitment of teachers across the State.
Earlier, ahead of the upcoming Assembly elections, Mr. Kumar had announced a slew of SOPs aimed at the welfare of the poor and marginalised sections of society.
'Since forming the government in November 2005, we have been consistently working to improve the education system. To strengthen it, a large number of teachers have been appointed', Mr. Kumar said in a social media post.
He added, 'The Education Department has been instructed to amend the relevant rules to give preference to domiciles of Bihar in teachers' appointments. This will be implemented from TRE-4 (Teachers Recruitment Exam-4) onwards. TRE-4 will be conducted in 2025, and TRE-5 will be held in 2026. The STET (Secondary Teacher Eligibility Test) will be held before TRE-5', announced Mr. Kumar in the post in Hindi, apparently, keeping in view of the upcoming Assembly elections scheduled for October-November later this year.
With the introduction of this policy, only candidates who are residents of Bihar will be eligible to apply for teaching positions in government schools.
Slew of schemes
Of late, Chief Minister Nitish Kumar has announced a number of schemes for the welfare of the poor and marginalised sections of society, including the constitution of a commission for the all-round socio-economic upliftment of sanitation workers, implementation of a scheme to provide 125 units of free electricity to around 1.86 crore consumers, and an increase in the State's journalist pension scheme from ₹6,000 to ₹15,000 per month. Salaries and honorariums have also been increased for grassroots public service providers like ASHA (Accredited Social Health Activists) workers now receive a monthly increase from ₹1,000 to ₹3,000, and Mamata workers, who assist in childbirth at government health facilities, now receive an increase for each delivery from ₹300 to ₹600.
Similarly, the Nitish Kumar-led NDA government in Bihar has doubled the monthly honorarium for midday meal cooks in government schools from ₹1,650 to ₹3,300. Physical education and health instructors have also seen their monthly pay raised from ₹8,000 to ₹16,000. Earlier, on July 3, the Nitish Kumar-led NDA government's Cabinet approved the Mukhyamantri Kalakar Pension Yojana (Chief Minister Artiste Pension Scheme), granting ₹3,000 per month to financially distressed senior artistes who have contributed to Bihar's cultural life. Several other welfare schemes for different segments of the population have also been announced recently by Chief Minister Nitish Kumar ahead of the upcoming Assembly elections.
Post-poll leadership
The BJP-led ruling NDA leadership has stated that it will contest the upcoming Bihar Assembly polls under Chief Minister Nitish Kumar's leadership. However, Opposition party leaders have allegedly questioned, 'Why is the NDA shying away from announcing that Mr. Kumar will remain Chief Minister after the polls?' Party insiders in the BJP told The Hindu that this time 'it would be a golden opportunity for the party to have its own Chief Minister, and the party has been gearing up for this at full throttle.'
An Opposition Rashtriya Janata Dal (RJD) leader, speaking on condition of anonymity, predicted, 'Let Mr. Kumar announce welfare schemes; he will not be the Chief Minister of the State after the elections.'
