Hezbollah should no longer be above Lebanese law

Lebanon, which was once considered the Switzerland of the Middle East, held on to banking secrecy long after the Helvetic country gave it up. Despite the 2019 crisis and the freeze on bank deposits — with all the implications we know — the system maintained this secrecy until the end of April. Then, Lebanon's parliament finally passed a key reform granting regulatory bodies expanded access to bank account information. This was one of the main conditions set by the International Monetary Fund before it would dispatch its promised financial package. The reform allows government entities such as the central bank to audit customer accounts, including retroactively for up to 10 years, without needing a specific reason.
On paper, this sounds like a positive step for Lebanon. Yet, if we look into the Lebanese model, how the banks have operated and how parallel financial systems are spread, we might want to say: let us wait and see. One cannot forget that the freezing of deposit accounts and the system of 'fresh' dollars — US dollars in the Lebanese banking system either in cash or received via international bank transfer after October 2019 — was unilaterally decided by the banks, not by another authority. This system allowed Lebanese banks to distinguish between newly deposited foreign currency and 'lollars,' the pre-crisis dollar deposits that are effectively trapped in the system, with access to them heavily restricted.
Even worse, Hezbollah has developed a complete financial system that is unregulated and unsupervised. Will the government apply this expanded capacity to scrutinize Hezbollah and its financial dealings? This also should be a priority.
Just as these banking reforms were achieved through international pressure, one can imagine that the same will apply to requests for information. I have little hope that this will uncover any corruption schemes or lead to anyone being seriously questioned. Even though Prime Minister Nawaf Salam hailed the move as essential to restoring public and international trust and addressing decades of financial opacity, only time will tell.
Nevertheless, it is a necessary step toward meeting the reform requirements for the $3 billion IMF bailout agreement. For now, this might be the main goal. It is undeniable that the new Lebanese leadership is asking the right questions and setting the right agenda. Whether it has the capacity and will to implement reforms while promoting an economic relaunch remains to be seen.
While the question of Hezbollah's surrender of its arsenal is stalling, its parallel financial system should be the target of an official investigation. Any entity conducting regulated financial activities without the proper licenses should be sanctioned and shut down. It is very clear that Hezbollah has a sophisticated business and financial network. This network operates with total impunity, outside of Lebanon's official banking regulations. It has allowed the Iranian proxy to funnel funds for its military, political and social activities — all despite the country's economic collapse and international sanctions. The nerve center is the Al-Qard Al-Hasan Association, which has been sanctioned by the US but continues to operate undisturbed by the Lebanese authorities. It clearly falls under the scope of regulated activities, as it offers loans and microfinance to Hezbollah loyalists.
The new leadership in Lebanon must be aware that this system includes illicit revenue from illegal activities. There have been numerous press reports on Hezbollah's role in global drug trafficking, money laundering and smuggling. This extends beyond Lebanon's borders, reaching as far as South America and Africa, where Hezbollah has maintained a key role in the illegal diamond trade. These activities have generated billions and, as the merchandise moves one way, cash moves the other through couriers and 'hawala' networks.
Scrutiny should also include tracking the financial flows corresponding to goods and cash provided by Iran. These flows have enabled Hezbollah to develop informal markets in many sectors, such as real estate, pharmaceuticals and smuggled convenience and household goods.
In short, Hezbollah should no longer be allowed to operate above state law. This privileged status is the greatest source of corruption. It is a remnant of the Syrian occupation. This must be stopped, as one cannot expect a genuine tougher stance on banking impunity (despite the new laws) if the state is unable to rein in Hezbollah's illicit financial activities. This is the breach that must be addressed.

This also means that Hezbollah's social activities, which act as a main lever, must come under state supervision. Clinics, schools and low-cost stores should become a point of focus. This entire parallel system cannot be allowed to continue, as it marks the end of Lebanon. Within the new geopolitical landscape, if the state fails to reimpose its authority, then chaos will soon ensue.
There is no doubt that change will be difficult to implement. Hence, we may fall back into a system that looks positive on paper but is entirely negative in reality. This is why a complete overhaul of the country is needed. The construction of a new Lebanon faces many challenges and probably calls for a new political system that empowers the country's will.
Yet, for now, the new leadership must find ways to reestablish the country's sovereignty. This means that the steps taken should not be imposed by the international community, but led and decided from within, for the good of the country. Bringing banks and Hezbollah under the rule of law will be a clear indicator of what is to come.

'No Eid' for West Bank Palestinians Who Lost Sons in Israeli Raids

Abeer Ghazzawi had little time to visit her two sons' graves for the Muslim holiday of Eid al-Adha before Israeli soldiers cleared the cemetery near the refugee camp in the occupied West Bank city of Jenin. The Israeli army has conducted a months-long operation in the camp which has forced Ghazzawi, along with thousands of other residents, from her home. For Ghazzawi, the few precious minutes she spent at her sons' graves still felt like a small victory. "On the last Eid (Eid al-Fitr, celebrating the end of Ramadan in March), they raided us. They even shot at us. But this Eid, there was no shooting, just that they kicked us out of the cemetery twice", the 48-year-old told AFP. "We were able to visit our land, clean up around the graves, and pour rosewater and cologne on them", she added. Eid al-Adha, which begins on Friday, is one of the biggest holidays in the Muslim calendar. As part of the celebrations, families traditionally visit the graves of their loved ones. In the Jenin camp cemetery, women and men had brought flowers for their deceased relatives, and many sat on the side of their loved ones' graves as they remembered the dead, clearing away weeds and dust. An armored car arrived at the site shortly after, unloading soldiers to clear the cemetery of its mourners who walked away solemnly without protest. Ghazzawi's two sons, Mohammad and Basel, were killed in January 2024 in a Jenin hospital by undercover Israeli troops. The Palestinian Islamic Jihad militant group claimed the two brothers as its fighters after their deaths. Like Ghazzawi, many in Jenin mourned sons killed during one of the numerous Israeli operations that have targeted the city, a known bastion of Palestinian armed groups fighting Israel. -'There is no Eid'- In the current months-long military operation in the north of the West Bank, which Israel has occupied since 1967, Israeli forces looking for militants have cleared three refugee camps and deployed tanks in Jenin. Mohammad Abu Hjab, 51, went to the cemetery on the other side of the city to visit the grave of his son, killed in January by an Israeli strike that also killed five other people. "There is no Eid. I lost my son -- how can it be Eid for me?" he asked as he stood by the six small gravestones of the dead young men. The Israeli military did not offer details at the time but said it had carried out "an attack in the Jenin area". "There's no accountability, no oversight", lamented Abu Hjab. "One of the victims (of the strike) was just a kid, born in 2008 -— so he was only 16 years old." "I still have three other children. I live 24 hours a day with no peace of mind", he added, referring to the army's continued presence in Jenin. All around him, families sat or stood around graves at Jenin's eastern neighborhood cemetery, which they visited after the early morning Eid prayer at the city's nearby Great Mosque. The mosque's imam led a prayer at the cemetery for those killed in Gaza and for the community's dead, particularly those killed by the Israeli army. Hamam al-Sadi, 31, told AFP he has visited the cemetery at every religious holiday since his brother was killed in a strike, to "just sit with him." -'Our only hope'- Several graves marked "martyr" -- a term broadly applied to Palestinian civilians killed by Israel -- were decorated with photos of young men holding weapons. Mohammad Hazhouzi, 61, lost a son during a military raid in November 2024. He has also been unemployed since Israel stopped giving work permits to West Bank residents after the Gaza war erupted. Despite the army's continued presence in Jenin, Hazhouzi harbored hope. "They've been there for months. But every occupation eventually comes to an end, no matter how long it lasts". "God willing, we will achieve our goal of establishing our Palestinian state. That's our only hope," he said. "Be optimistic, and good things will come".

Lebanon aims to lure back wealthy Gulf tourists to jumpstart its war-torn economy

BEIRUT: Fireworks lit up the night sky over Beirut's famous St. Georges Hotel as hit songs from the 1960s and 70s filled the air in a courtyard overlooking the Mediterranean retro-themed event was hosted last month by Lebanon's Tourism Ministry to promote the upcoming summer season and perhaps recapture some of the good vibes from an era viewed as a golden one for the country. In the years before a civil war began in 1975, Lebanon was the go-to destination for wealthy tourists from neighboring Gulf countries seeking beaches in summer, snow-capped mountains in winter and urban nightlife the decade after the war, tourists from Gulf countries – and crucially, Saudi Arabia – came back, and so did Lebanon's economy. But by the early 2000s, as the Iran-backed militant group Hezbollah gained power, Lebanon's relations with Gulf countries began to sour. Tourism gradually dried up, starving its economy of billions of dollars in annual after last year's bruising war with Israel, Hezbollah is much weaker and Lebanon's new political leaders sense an opportunity to revitalize the economy once again with help from wealthy neighbors. They aim to disarm Hezbollah and rekindle ties with Saudi Arabia and other Gulf countries, which in recent years have prohibited their citizens from visiting Lebanon or importing its products.'Tourism is a big catalyst, and so it's very important that the bans get lifted,' said Laura Khazen Lahoud, the country's tourism the highway leading to the Beirut airport, once-ubiquitous banners touting Hezbollah's leadership have been replaced with commercial billboards and posters that read 'a new era for Lebanon.' The hotel, owned by his father in its heyday, has acutely felt Lebanon's ups and downs over the decades, closing and reopening multiple times because of wars. 'I have a feeling that the country is coming back after 50 years,' he a recent weekend, as people crammed the beaches of the northern city of Batroun, and jet skis whizzed along the Mediterranean, local business people sounded optimistic that the country was on the right path.'We are happy, and everyone here is happy,' said Jad Nasr, co-owner of a private beach club. 'After years of being boycotted by the Arabs and our brothers in the Gulf, we expect this year for us to always be full.'Still, tourism is not a panacea for Lebanon's economy, which for decades has suffered from rampant corruption and has been in talks with the International Monetary Fund for years over a recovery plan that would include billions in loans and require the country to combat corruption, restructure its banks, and bring improvements to a range of public services, including electricity and those and other reforms, Lebanon's wealthy neighbors will lack confidence to invest there, experts said. A tourism boom alone would serve as a 'morphine shot that would only temporarily ease the pain' rather than stop the deepening poverty in Lebanon, Zoughaib tourism minister, Lahoud, agreed, saying a long-term process has only just begun.'But we're talking about subjects we never talked about before,' she said. 'And I think the whole country has realized that war doesn't serve anyone, and that we really need our economy to be back and flourish again.'
