How extortion threatens economic stability in the Western Cape

Extortion has emerged as a critical threat to development, public services, and the safety of residents in the Western Cape, according to Premier Alan Winde and Police Oversight and Community Safety MEC Anroux Marais.
Their remarks came during a high-level Anti-Extortion Summit held in Cape Town on Tuesday, where officials gathered to address the escalating issue.
Hosted by the Western Cape Government, the summit brought together law enforcement, business leaders, civil society, and multiple government departments in a bid to confront what officials described as a 'systemic and organised' campaign of criminality.
It comes amid growing concern that extortion syndicates are paralysing infrastructure projects, intimidating communities, and undermining job creation.
Winde told the gathering that extortion has effectively 'strangled economic growth', with roughly R400 million worth of public infrastructure projects stalled in the province by the end of 2024 due to criminal interference.
'This is intolerable,' he said. 'We must recommit to working closer together to hit back at these criminals. One way in which we can do this is by giving provinces and municipalities more of a say in policing, adequately resourcing the SAPS in our province, with crime intelligence being significantly bolstered, and by properly capacitating the National Prosecuting Authority (NPA).'
Marais said extortion has evolved into a serious economic and security crisis, threatening livelihoods, delaying service delivery, and destabilising entire sectors.
'Extortion is a direct threat to livelihoods, small businesses, infrastructure development, and public services,' she said. 'It undermines the rule of law, instills fear in communities, and leaves many of our residents despondent.'
The growing trend of gangs demanding 'protection fees' from construction companies, business owners, and even public transport operators has created an environment of fear.
'They are not just stealing money,' Marais added. 'They are stealing opportunities which are critical to economic participation and job creation.'
The summit saw government and civil society stakeholders commit to a stronger, more coordinated response to organised extortion.
A dedicated multi-sectoral structure will be formed to drive anti-extortion strategies across departments and agencies.
Improved data-sharing and the enforcement of last year's Collaboration Agreement between the SAPS, the City of Cape Town, and the provincial government were also highlighted as immediate priorities.
Premier Winde said public-private cooperation would be crucial to dismantling extortion networks.
He also reiterated the Western Cape's longstanding call for policing powers to be devolved so that local government can respond more effectively to organised crime.

While still in custody awaiting trial for the case for which he was sentenced (this week), he was sentenced for another crime of assault with intent to cause grievous bodily harm that he committed before his arrest,' said Tyali. The bodies of the sisters, aged 12 and 16, were found on December 2, 2015, in a forest near their home in Lower Nqadu, Willowvale. 'They were half naked, with multiple stab wounds, and their hands were tied with a belt. The discovery was reported to the police, and information was received that they were last seen in the company of Mgqobozi, after they had been attending a traditional ceremony the previous night. The cellular phone of the deceased, Cordelia, was discovered at Mgqobozi's place of residence. He was arrested on the same day, and DNA samples taken from him positively placed him at the scene of the crime. 'When the matter went to trial in 2017, Mgqobozi employed delaying tactics, including changing attorneys twice. On 24 March 2021, the Mthatha High Court granted him R1,500 bail as the trial dragged while he was an awaiting trial inmate for five years since his arrest. Less than three months after his warrant of liberation was signed, Mgqobozi committed four serious offences, including robbery with aggravating circumstances, murder, and unlawful possession of a firearm and ammunition, for which he was convicted on 19 October 2023,' said Tyali. During the trial, despite the overwhelming evidence mounted against Mgqobozi, he maintained his innocence but exercised his right to remain silent, said Tyali. State Advocate Mbulelo Nyendwana presented overwhelming evidence against the accused. Delivering the judgment on sentence, Judge Mbulelo Jolwana noted that Mgqobozi had not expressed any remorse at all. 'There is absolutely nothing on which anyone can have any valid hope that there could possibly be a chance that he can be rehabilitated. He is just a hardened, cowardly criminal who sees nothing wrong with brutalising young girls for personal sexual gratification and the twisted joy in murdering his victims to hide his criminal conduct,' Judge Jolwana said. Welcoming the sentence, the Eastern Cape Director of Public Prosecutions, Barry Madolo, praised the prosecution team and all role players involved in bringing the matter to a close. "The party's dissenting view was that this committee would replicate the work of other similar structures and advisory bodies already in existence within the city, adding an additional cost burden to the City for its operations," said Madzebatela. ActionSA councillor Thabo Molosi criticised the motion, saying it stemmed from the DA's fear that the City is starting to recover and that Tshwane's residents are finally experiencing good governance. 'This is not a motion. This is a backlash, a knee-jerk revolt by those who thrive on chaos,' he said. ANC councillor Aaron Maluleka, also MMC for Housing and Human Settlements, lashed out at the DA, saying, "They are hypocrites of the highest order. They don't understand democracy; to them, it's all about expediency.' He said the motion has nothing to do with Ndzwanana, but 'it deals with the DA's ego'. 'The initial reports at our disposal suggest that on May 9, the constable stationed at Leeu Gamka SAPS requested a suspect in custody for fraud to make a payment of R5,000 to secure his release. The suspect agreed to pay the constable an amount of R3,000 and arranged to pay the balance upon his release. 'The constable in question used his mobile device to ensure the suspect made a payment into his bank account. The suspect, however, was never released from custody.
