Night Riders: 47% Of Motorcyclists In Delhi Exceed Speed Limit After Dark

New Delhi: One of the dangers on city roads, especially at night, is the motorcycle that whizzes by at a speed in excess of the limits. A study by an American organisation showed that the average speed of motorcycles that exceeded the mandated limits in Delhi was 66 kmph, much higher than the average of 43 kmph of those riding within speed limits.
The study also found that 47% of all motorcyclists exceeded speed limits at night compared with 33% in daytime.
The study by Johns Hopkins International Injury Research Unit and Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS) also showed that at known traffic blackspots, speeding motorcycles were even faster, averaging 68 kmph. The tendency to speed varied by road type, with 33% of motorcycles speeding on arterial roads against 28% on local and collector roads and only 18% on expressways.
The speed limits on various roads range from 50kmph to 60kmph.
Weekends see a noticeable uptick in speeding among motorcyclists, with the percentage of speedsters being as high as 44% in April 2024 against 38% on weekdays in the same period.

While motorcycles account for a significant portion of speeding vehicles, it is actually the heavy vehicles that are the most notorious offenders, with nearly half of them (49%) exceeding speed limits.

Commercial vehicles too are habitual violators at 42% but light motorcars are more respectful of the limits with 33% of them exceeding them.
The outcome of the study is corroborated on the ground, with two-wheeler riders comprising 38% of road accident deaths in 2023. Specifically, 549 motorcyclists died in road crashes that year. A traffic officer said that speeding, reckless driving, drunk driving and failure to use safety accessories like helmets were the main factors for the fatalities.
The officer also conjectured that motorcyclists tended to speed at night and on arterial roads because of availability of road space, less traffic and fewer police patrols. Weekend spikes in speeding might be linked to recreational travel, less cautious behaviour and drunk driving. Poor policing and drawbacks in road infrastructure also fail to deter speeding, he said.
In all aptness, chief minister Rekha Gupta formally launched the 'helmet wearing consequences' campaign from Connaught Place on Thursday.
She said the objective of the campaign was to highlight how the negligence of not wearing a helmet can endanger the riders' lives and of their loved ones.
The broader trend in Delhi shows the proportion of speeding vehicles among all vehicles increased from 27% in dec 2021 to a peak at 42% in April 2024 before declining slightly to 35% by April this year. Despite the recent dip, the data points to a worrying tendency towards speeding in the past few years, particularly among commercial and heavy vehicles.
Experts warn that speeding on motorcycles, especially during risky hours and on major roads, substantially increases the likelihood of accidents and severe injuries. They urged the authorities to implement targeted enforcement and safety campaigns to curb this dangerous behaviour, focusing also on late-night riders and weekend speedsters.

The School Education Department and DDE sought a review of HC's July 18, 2024, order to pay Anil Athawale pension under the old pension scheme (OPS) applicable to part-time teachers. Pleadings of both sides and record was considered before the order was passed. The judges said "breakage in service" was not even the reason for the June 2023 passed by "the same Mr Sandeep Sangve". Senior advocate Narendra Bandiwadekar, for Athawale, informed that in Oct 2024, the high court in 11 contempt petitions imposed Rs 3.3 lakh cost on Sangve for non-compliance of orders. The judges said "the officer appears to be habitual in violating" HC orders and "has scant respect for law of the land". Bandiwadekar said after Athawale pressed contempt for non-compliance of the July 2024 order, the review petition was filed. The judges said it clearly appears that Sangve with a "mala fide" intention directed the AGP to file it only to harass Athawale "none else". Athawale "as of today is struggling for his lawful pensionary benefits". He is entitled to it under OPS as per HC's order with interest from retirement date. 1 2 Nagpur: Nearly three months after the Butibori flyover was reopened to traffic following a major repair work, two of its six lanes continue to remain closed. The National Highways Authority of India (NHAI) has barricaded the outermost lanes on either side of the structure, citing safety precautions. However, the presence of an uneven joint where the repair work was carried out — combined with the prolonged closure of two lanes — has added to the concerns of motorists who use the flyover daily. The flyover, built at a cost of Rs70 crore, was inaugurated in June 2021 to ease congestion at one of the most accident-prone junctions near Nagpur, which had recorded over 100 fatalities in the past. On December 24 last year, an overloaded over-dimensional vehicle (ODC) passed dangerously close to the edge of the flyover on the Nagpur-Wardha side, causing a part of one of its span to cave in. Following the incident, NHAI closed the flyover for nearly five months, leading to heavy traffic jam on the road beneath. Experts from Visvesvaraya National Institute of Technology (VNIT) were roped in for a detailed structural review after which the repair work was carried out. The flyover was reopened in May this year, though with restrictions — two outermost lanes on either side remained barricaded. It is completely safe, but the joint cannot return to its original place," the official said. On closure of the two outermost lanes, the officer said it is a precautionary move. "We have approached VNIT, which will advise us on measures to stop heavy and over-dimensional vehicles from running on the edge of the flyover. Once VNIT suggests measures, we will start the work. Later, light vehicles like cars and bikes will be allowed on the outermost lanes, but heavy vehicles will be strictly prohibited. We are expecting suggestions from VNIT next week," he said. With only four of the six lanes in use, traffic congestion is common, especially during peak hours when trucks and passenger vehicles crowd the busy stretch. For many locals, the uneven joint at the repaired patch, along with the barricaded lanes, has raised doubts about the long-term durability of the flyover. Ghaziabad: Ghaziabad Development Authority (GDA) is set to transfer 76 supervisors following persistent complaints of collusion with contractors in facilitating illegal construction. Residents also allege that supervisors, working in tandem with private builders, demand hefty sums to overlook unauthorised floors. GDA has around 200 supervisors in the seven zones under it, but its manual does not specify a maximum tenure for postings before an employee can be shifted. Many of the supervisors on the list have been posted in the same zone for more than five years. Officials admitted that supervisors posted in the same zones for years had formed "unholy alliances" with local realtors, and said the reshuffle aimed to curb the spread of illegal colonies, which have risen from 321 in 2021 to 351, occupying around 3,000 acres. "We hired a private contractor, prepared a cost estimate, and even had construction material delivered," he said. But that evening, a GDA supervisor reached their house and warned the family that the work violated regulations. Unsure how to proceed, the family considered abandoning the plan. "But the contractor assured me it could be 'managed' for Rs 40,000. Construction went ahead without further interference. Only later did I realise the nexus between contractors and supervisors," he added. According to a GDA official, despite checks and balances, illegal construction has been unabated in the city. "We deduced that many of the supervisors are working in the same zone for years and have developed a nexus with contractors, allowing illegal construction. This nexus needs to be broken, for which GDA has prepared a list of 76 supervisors who will be transferred to other zones."
