Donald Trump thinks he's winning on trade, but America will lose

More than 100 days after President Donald Trump's 'Liberation Day", the new global trading order is becoming clear. It is a system of imperial preference. Canada has angered the president, partly by planning to recognise Palestine as a state, and so it faces a duty of 35%. Because Mr Trump reckons that exporters unfairly cheat America, on July 31st he said he would impose 'reciprocal" tariffs on many trading partners, ranging from 10% to 41%. Meanwhile, in order to ward off tariff threats the European Union, Japan and South Korea have all struck deals with Mr Trump, where they promise to open their markets and invest hundreds of billions of dollars in America, in return for levies on their exports of 15%.
A seductive idea is settling in that America is winning from all this. The president has, after all, got his biggest trading partners to make deals that are closer to his demands than theirs. Financial markets have shrugged off higher duties, the real economy shows little sign of damage and all the time tariff revenues are rolling in. But that thinking is deeply misguided. The game is not over. And it is one that America cannot win.
For all the crowing about how Trump Always Chickens Out, the president has pressed forward with tariffs. America's effective tariff rate is due to rise to 18% on August 7th, according to the Yale Budget Lab, nearly eight times the prevailing rate last year, and back to levels last seen in the Depression. The way MAGA paints it, this is a triumph for Mr Trump, because America's trading partners are eating higher tariffs, helping US Customs rake in nigh on $30bn in revenues a month. Unfortunately, that idea is gaining currency even outside America. Soon after the EU struck its deal with Mr Trump, opponents in European capitals lamented the fact that the bloc would have to pay.
This is a fundamental misunderstanding of trade economics. Years of experience show that tariffs do not harm the sellers of goods as much as they harm the buyers. The more the president raises tariffs, the more his own compatriots will be deprived of choice at low prices. Even though foreign suppliers are lowering their prices more steeply than after Mr Trump's first-term tariffs, analysts at Goldman Sachs reckon that fully four-fifths of tariff costs have so far been borne by American firms and consumers. Just ask Ford, or GM: the carmakers reckon they paid $800m and $1.1bn in tariff costs, respectively, in the second quarter of this year alone.
What of the muted economic and financial market reaction so far? The IMF has raised its projections for both global and American economic growth this year, compared with forecasts it made in April. Although it has fallen since Mr Trump signed his order, the S&P 500 remains nearly 12% higher than it was on Liberation Day; the dollar, though down, has strengthened in recent weeks.
The answer is that the economy is being buffeted by various forces, including heavy stockpiling before tariffs came into effect—delaying the pain, but not eliminating it—as well as an extraordinary boom in artificial-intelligence-based capital spending. According to Renaissance Macro Research, capital investments in AI have contributed more to America's gdp growth in the past two quarters than all of consumer spending. Partly propelled by this, stockmarkets have gone from strength to strength. Perhaps, too, investors believe that companies will adapt to higher tariffs. The incentive to route trade through places with relatively low duties will be strong—even though Mr Trump has vowed to punish such 'trans-shipment" with tariffs of 40%. An uncomfortable dynamic has also set in: because investors think that the president will eventually chicken out, they are emboldening him to press ahead.
As he does so, however, the long-term costs to the economy will mount. In the name of fairness Mr Trump is discarding a multilateral system in which tariffs were charged on the same goods, regardless of where they came from. In its place is a bilateral system where products can face differential rates depending on their origin. These new rates are not just higher; they are subject to ceaseless bargaining over almost any issue. Just this week, those issues included the Brazilian courts' pursuit of a Trump ally and a border war between Thailand and Cambodia. Because tariff policy is set by one man alone, the bargaining will be subject to lobbying and presidential whim. Because of who he is, Mr Trump will consider exemptions when he is next flattered, and threaten duties when he is next displeased.
American shoppers will pay the price. Once they were spoilt for choice, as both domestic and foreign producers competed to sell to them. Now the companies that succeed will do so not only because they are the most innovative, but also because they are the cleverest at playing the system. And remember that a ratchet effect is at work here. When—or rather, if—future presidents want to restore tariffs to their original level, they will be met by furious lobbying from American firms that got used to sheltering behind tariff barriers and have thereby become uncompetitive in world markets. Everything about this is harmful. And, whatever Mr Trump says, nothing about it is fair.

From long-standing realty majors to flamboyant start-ups — some with politicians among owners and stakeholders, and a few others on the radar of investigative agencies. This is the US President's Ten: a diverse mix of companies that has teamed up with The Trump Organization or its licensed partner in India Tribeca Developers to showcase the brand in the country. In 2023, a year before Trump was elected again as President, the promoters of three realty companies in this team were arrested in 2023 on charges of allegedly bribing a judicial officer in Haryana. The case is ongoing but an adverse verdict could leave The Trump Organization potentially vulnerable under the Foreign Corrupt Practices Act — the 1977 law that prohibits US companies or their business partners from bribing, or unduly influencing, foreign officials to advance a business deal. The Act has currently been paused by the Trump administration. Rohan Landscapes: In 2011, The Trump Organization inked its first deal in India with Rohan Landscapes, a company formed in 2007, for a 45-60 storey building in Mumbai's Chowpatty. The project fizzled out after the Maharashtra government denied permission to amalgamate two plots due to several alleged irregularities. Rohan Landscapes chairman Harresh Mehta has also been part of a CBI probe into an alleged SBI loan fraud case since 2016. Panchshil Realty: The Trump Organization's next deal in India was with this Pune-based firm in 2012. A year before the deal was announced, the then Leader of Opposition in the Maharashtra Assembly Eknath Khadse had raised allegations of a land scam and sought to link NCP leader Sharad Pawar's family to the Panchshil Group. At that time, Pawar's daughter Supriya Sule and her husband held 8% stake in a Panchshil subsidiary. Panchshil Realty was founded by Atul Chordia in 2002. In 2017, an FIR was filed in Pune naming Chordia along with other builders for alleged forgery related to acquiring 326 acres. In 2022, the Bombay High Court quashed the FIR. In 2018, Pune Municipal Corporation initiated action after accusing Panchshil of allegedly cutting 500 trees illegally near the Salim Ali Bird Sanctuary — the company denied any wrongdoing. Lodha Group: In 2013, The Trump Organization announced a 78-storey tower in Mumbai's Worli with the Lodha Group (now Macrotech Developers), which was founded in 1980 by Mangal Prabhat Lodha, the BJP MLA from Malabar Hills since 1995. Now Minister of Skill Development and Entrepreneurship in the Maharashtra government, Lodha served as the BJP's state president during 2019-2022. Ireo Group: In 2016, The Trump Organization signed its fourth deal in India before Tribeca Developers entered the picture. The project with Ireo Group was labelled as the first Trump-branded commercial property under a branding and design agreement for an office tower at Gurgaon's Golf Course Extension Road — but it never took off. Founded in 2004, the Ireo Group was accused of 'large-scale fraud' and 'illegally siphoning off' at least $147 million of investor money by two global investment companies based in New York and London that had put nearly $300 million in the realty company, The Washington Post reported in 2018 — the company had earlier denied the charges. In 2021, the Enforcement Directorate arrested Lalit Goyal under the Prevention of Money Laundering Act (PMLA) on charges of allegedly diverting more than Rs 2,600 crore belonging to homebuyers and investors through offshore entities in offshore tax havens. In 2023, he was arrested over charges of allegedly bribing a judicial officer in Haryana's Panchkula. Goyal is on bail. Unimark & RDB: In 2017, Tribeca teamed up with Unimark Group and RDB Group for a 38-storey residential Trump Tower in Kolkata. Unimark was founded in 1996 by Harsh Vardhan Patodia. In 2015 and in 2016, its pharmaceutical arm Unimark Remedies reportedly received warning letters from the USFDA for alleged quality-control issues. Subsequently, the company entered insolvency proceedings. RDB Group was founded in 1981 by Sunder Lal Dugar. Shortly after Donald Trump Jr's visit to promote Trump Tower Kolkata, the Income Tax Department raided the offices of the RDB Group in February 2018. Earlier in 2011, SEBI barred RDB Group company RDB Rasayans and its promoters from accessing markets for four years for routing IPO funds as loans to RDB Realty & Infrastructure without adequate disclosure. M3M & Smartworld Developers: In 2018, Tribeca launched Trump Towers in Gurugram with M3M Group founded in 2010 by Basant, Roop and Pankaj Bansal. Tribeca announced its second project in Gurugram this April with Smartworld Developers established in 2021 by the same promoters behind the M3M Group. In 2023, the Enforcement Directorate arrested the M3M promoters, raided multiple offices of M3M and Ireo in Gurugram and Delhi. M3M was charged with allegedly siphoning of up to Rs 400 crore from the Ireo Group through shell companies and bribing a judicial officer in Haryana along with Ireo's Goyal. The M3M promoters were granted bail but the probe under PMLA continues. Kundan Spaces: In March 2025, Tribeca and Kundan Spaces launched a 27-storey commercial twin towers project in Pune — the first Trump-branded office development in India. Kundan Spaces was founded in 1986 by B K Jain. This January, Kundan Spaces managing director Ashish Jain and M3M managing director Pankaj Bansal attended Donald Trump's inauguration alongside Kalpesh Mehta, the founder of Tribeca Developers. IRA Realty: The latest deal for the Trump brand in India was announced this April — two 63-floor residential towers in Hyderabad's Golden Miles to be developed by IRA Realty founded in 2019 by Narsi Reddy Posham. Last month, the owner of one of the land parcels for the project claimed in a public notice that he had not agreed to the development. IRA, Kundan Space, Unimark, RDB, IREO, M3M and SmartWorld did not respond to requests for comment from The Indian Express on project tie-ups linked to The Trump Organization. The Lodha Group declined to comment. Rohan Landscapes and Panchshil Realty do not have any delayed, current or future projects linked to Trump's business interests. House Republicans subpoenaed the Justice Department and a slew of former US officials for information about Jeffrey Epstein's sex-trafficking operation, while his convicted accomplice Ghislaine Maxwell fought back in federal court against making materials in her case public. House Oversight Committee Chairman James Comer sent a letter Tuesday to Attorney General Pam Bondi demanding the 'full, complete, unredacted Epstein files,' including information about Maxwell, who is currently serving a 20-year prison sentence for her role in sexually abusing underage women. While Comer is a Trump ally, his hand was forced to issue the subpoena after Democrats on his committee team up with rank-and-file Republicans to vote in favor of forcing disclosure of the Justice Department records. Comer expanded on the Democratic-backed subpoena to also compel testimony from officials from prior administrations, including frequent Trump targets such as former FBI Director James Comey and President Bill Clinton and his wife Hillary, Trump's opponent in the 2016 presidential election. It wasn't clear what, if any, information they have on the case. Still, the subpoenas set up a potential confrontation between the Republican-led panel and the Trump administration over access to the Justice Department's investigative records. Trump and his top aides have faced a firestorm over their handling of the Epstein case, with supporters and critics alike demanding they release documents, financial records and information about Epstein's sex-trafficking operation and who may have committed crimes against underage girls. Congressional Democrats made life so politically painful for House Republicans over Epstein that Speaker Mike Johnson sent the House home early for its August break in order to avoid votes on publicly releasing the Epstein files. Democrats had repeatedly offered amendments to legislation to compel the administration to make the files public and GOP leaders halted work on major legislation. Trump has acknowledged he had a personal relationship with Epstein long ago and attended social gatherings with him but has denied knowing anything about his sex-trafficking operation. The Wall Street Journal stoked new controversy over Trump's relationship with Epstein with a story last month that said the president once sent a suggestive birthday letter to Epstein. Trump denied the story and sued the news organization. In the face of rising pressure from fellow Republicans and critics demanding more information about the case, the Justice Department has asked federal judges in New York to unseal grand jury materials related to Epstein and Maxwell. Maxwell fought back in court on Tuesday, opposing the request to unseal grand jury transcripts in her criminal case, saying she is still fighting her conviction. 'The public interest identified by the government — while understandable — is insufficient to warrant disclosure of grand jury materials at this time,' Maxwell's lawyers wrote in a legal filing. 'The government frames this interest as 'historical,' yet it is nothing more than widespread and intense public scrutiny about an ongoing criminal case.' The Justice Department has indicated in court filings that the grand jury material is very limited and probably won't shed any new light on what is already publicly known about Epstein's operation. In comparison, the department has a huge collection of documents and files obtained during the investigations into Epstein and Maxwell, including interviews with witnesses and victims. The subpoena to the department seeks all documents and communications related to seven different categories, including the criminal cases against Epstein and Maxwell and information about Epstein's death. Comer's panel gave the Justice Department until Aug. 19 to turn over records related to Epstein, who died in prison in 2019 as he faced sex-trafficking charges. A Justice Department spokesman didn't respond to a request for comment, nor did a spokesperson for the Clintons. Bill Clinton, who has acknowledged traveling on Epstein's private airplane, has previously denied knowing anything about the financier's sex-trafficking. The Justice Department is traditionally reluctant to share all its investigative files with lawmakers and has resisted demands so far to make more information about Epstein's operation public. Comer's panel already subpoenaed Maxwell for an Aug. 11 deposition. But her lawyers have demanded criminal immunity in return for her testimony and Comer hasn't agreed to the request.
