Thailand to propose zero tariffs in crucial US trade talks Wednesday (July 16)
The move comes as Bangkok simultaneously prepares contingency plans for potential US tariffs.
Commerce Minister Jatuporn Buruspat confirmed the breakthrough in trade negotiations Wednesday (July 16).
Deputy Prime Minister and Finance Minister, Pichai Chunhavajira, will spearhead "Team Thailand" in discussions with the USTR, presenting Thailand's newly revised and expanded proposals.
Beyond the substantial offer of duty-free access for a vast array of goods, the Thai delegation will put forward additional proposals designed to strengthen trade ties.
Crucially, the Ministry of Commerce has already tasked relevant agencies with developing detailed relief plans.
These measures are being formulated based on two key hypothetical scenarios regarding potential US tariff impositions:
Scenario 1: A 36% tariff being levied.
Scenario 2: A 20% tariff being levied, mirroring the rate applied to competitor Vietnam.
"We've instructed our teams to identify precisely which product categories would be affected under a 36% tariff, and the extent of that impact, including on workers in various industries," Jatuporn explained.
"Similarly, we're assessing which product groups would be hit by a 20% tariff and the resulting consequences."
These contingency plans are reportedly complete and are now awaiting the outcome of tonight's crucial negotiations. - The Nation/ANN

Thailand to offer Trump no duties on 90% of goods, adviser says
BANGKOK: Thailand is set to offer scrapping tariffs on 90% of US goods, up from a previous plan for over 60%, in a bid to avert a punishing levy threatened by President Donald Trump, according to a business group advising Thai negotiators. Bangkok's third proposal would potentially eliminate tariffs and non-tariff barriers on about 10,000 US products, Chanintr Chalisarapong, vice chairman of the Thai Chamber of Commerce, told Bloomberg News in an interview Thursday. He added that he expects the final tariff on Thailand will be set in a range of 18% to 20% - down from Trump's most recent threatened level of 36%. The new proposal, which will be presented to Washington in a conference call Thursday, could reduce Thailand's $46 billion trade surplus with the US by 70% within three years and lead to balanced trade within five years, according to Chanintr. The new figures are even more ambitious than Thailand's July 6 offer to cut tariffs on over 60% of products and eliminate the trade gap in seven or eight years. "I expect our proposal to be solid and practical. The numbers should be satisfactory to the US,' said Chanintr, who's consulted with negotiators led by Finance Minister Pichai Chunhavajira over the past week to finalize details. "What we'll be offering is potentially more than Indonesia and Vietnam,' he said. "Since we're a manufacturing country, we have potential to use a lot more US goods and process them into products that we can export.' Thailand is one of the Southeast Asian countries racing to finalise terms with the US. Failure to secure a reduced tariff with its largest export market, which accounted for about 18% of Thailand's total shipments last year, could result in a sharp decline in merchandise shipments and shave as much as one percentage point off its projected export-driven economic growth. Trump has announced deals for 20% tariffs on Vietnamese goods and 19% for Indonesia, though transshipments through both countries would face higher levies. Bangkok rushed to sweeten its proposal after Trump announced last week that the 36% tariff level on Thailand would start Aug 1. Pichai, who had submitted a second proposal by then, said he was shocked and had been expecting a lower number. Thailand's new proposal may include a tax exemption for US digital services that operate in Thailand or serve Thai customers, Chanintr said. It may also pledge more imports of liquefied natural gas, Boeing Co. planes, and key US food and agricultural products. The latter could include corn, soybeans and barley, which are important to Trump voters in rural states, he added. Cheap US food and farm products are expected to help cut costs for the Thai pet food industry, which exports heavily to other countries. Lower costs for Thailand's animal feed industry will also likely boost productivity for the domestic poultry, livestock, and food-processing industries down the value chain, Chanintr said. Pichai, who has said he was pushing for a best-case rate of 10%, is expected to hold more talks with US Trade Representative Jamieson Greer. In their meeting in Washington earlier this month, Pichai agreed to cut import taxes for US products that are in short supply in Thailand and tighten rules to prevent transshipments. "We'd like for talks to conclude soon so that trade can continue. There's been too much uncertainty,' Chanintr said, adding he is confident Thailand can secure a deal before Aug 1. "We're so close to the finish line.' Thai growth is already under pressure from Southeast Asia's highest household debt and sluggish domestic consumption. A favourable deal would also ease investor concerns stoked by political turmoil following the court-ordered suspension of Prime Minister Paetongtarn Shinawatra over alleged ethical misconduct in handling a border dispute with Cambodia. Thailand's exports rose about 15% in the first five months of the year, driven largely by frontloading during the 90-day pause to allow tariff talks. Asia shares rally on easing tariff jitters, dovish cenbank bets
Equities in emerging Asia advanced on Thursday, lifted by recent U.S. trade deals with Vietnam and Indonesia and rising expectations that central banks across the region will adopt a more dovish monetary policy stance. Singapore's FTSE Straits Times Index notched a record high for the ninth straight session, marking its longest winning streak since early 2014, underscoring investor confidence in the city-state's resilience amid global trade headwinds and its favourable tariff positioning relative to peers. "Singapore's reciprocal tariffs are not just lower than Malaysia (25%) and Vietnam (20%), but also comparable developed economies which produce high-end exports, including the EU (30%) and Japan (25%)," said Maybank analysts. Singapore ran a trade deficit with the U.S. last year. Following stronger-than-expected growth data, Maybank analysts expect the Monetary Authority of Singapore to maintain its appreciation bias at both the July and October meetings. Both Vietnam and Indonesia have clinched trade deals with the United States before the August 1 deadline. This has raised hopes that there could be more deals coming through amid ongoing negotiations, said Christopher Wong, a currency strategist at OCBC. "Also there remain expectations that Fed will return to easing cycle at some point later this year to next year," Wong said. Meanwhile, recent news from both Thailand and Indonesia has helped markets lift bets on further monetary policy easing. Thailand is reportedly set to nominate Vitai Ratanakorn as its new central bank chief, a veteran banker popular for his dovish tilt. The equity benchmark in Bangkok was the top gainer among its regional peers on Thursday, rising 3.6% to its highest since late May. "Earlier signs this week pointed to the appointment of Vitai Ratanakorn, who would have been seen as a dovish appointment and an advocate of lower rates as well as coordinated fiscal and monetary policy to revive the economy," said analysts at Citi. Indonesia lowered interest rates on Wednesday and signalled further room for easing, pushing the equity index in Jakarta 2.2% higher over the last couple of days. Meanwhile, currency markets in Asia were on edge amid speculation over Federal Reserve Chair Jerome Powell's future. While U.S. President Donald Trump sought to calm nerves by stating he was "highly unlikely" to remove Powell, the uncertainty has added a layer of volatility across global markets. Indonesia's rupiah fell to its weakest in more than three weeks, while the South Korean won hovered around its late-June lows. The Thai baht, Singapore's dollar, the Philippine peso, and the Malaysian ringgit all traded lower.
