in Vigyan Bhavan in New Delhi on Sunday.
Addressing the event, the BJP chief slammed the
Aam Aadmi Party
(AAP) for not using Rs 1700 crore under the Ayushman Bharat Scheme for public welfare.
He said, "Under PM-Ayushman Bharat Health Infrastructure Mission, we had given Rs 1700 crore to Delhi between 2021 to February 2025, but not one penny was spent, and now the responsibility of the expenditure of this fund for the public welfare has fallen on the shoulders of (Delhi CM) Rekha ji."

Continuing his attack against AAP, he added, "We were ready to quench Delhi's thirst with water, but you kept the vessel upside down, so what could be done? On February 20, you turned up the vessel, so you got Ayushman Bharat. Prime Minister
Narendra Modi
was ready to provide Rs 5 lakh for the poor's healthcare since September 2, 2017. Their pride came in between. They did injustice to the poor."

Centre withholds overseas scholarship for 66 candidates, says clearance subject to fund availability

The Union Ministry of Social Justice and Empowerment has issued provisional scholarship letters to 40 out of 106 selected candidates for the 2025-'26 National Overseas Scholarship, saying that the remaining 66 will receive theirs 'subject to availability of funds'. In previous years, all selected candidates were issued letters at the same time, the Hindustan Times reported. The National Overseas Scholarship, which began in 1954-'55, supports students from Scheduled Castes, Denotified Nomadic Tribes, semi-nomadic tribes, landless agricultural labourers and traditional artisan communities. The scheme funds master's or PhD degrees at the top 500 global universities as per QS rankings, offering up to $16,920, or nearly Rs 14.5 lakh, annually for a maximum duration of three years for master's programmes and four years for PhD programmes. It provides 125 scholarships annually, capped at 10% per state. The applicants must have a family income under Rs 8 lakh per annum. The QS World University Rankings are a ranking of the world's top universities produced by Quacquarelli Symonds and published annually since 2004. In the Union Budget announced in February, the Centre allocated Rs 130 crore to the National Overseas Scholarship for 2025-'26. This was a 36.84% increase from Rs 95 crore in 2024–'25, the newspaper reported. As of December, the ministry had disbursed Rs 56.29 crore to 80 beneficiaries for the academic year 2024-'25. In a notice dated July 1, the Ministry of Social Justice and Empowerment said that it received 440 applications for the 2025-'26 academic year between March and April. It shortlisted 106 candidates for the scholarship, placed 64 on a 'non-selected' list and rejected 270 applicants. The 'non-selected' category included students left out due to the 10% cap per state or other quotas. These candidates may still be considered if those initially selected fail to submit the required documents. The scheme has 125 slots, but the allotments depend on the availability of funds. This means that the rejections are not final and students may still receive the scholarship later, as per the Hindustan Times. An unidentified official from the ministry told the newspaper that the Union government has funds but they cannot be released without clearance from the Cabinet Committee on Economic Affairs, which is chaired by Prime Minister Narendra Modi. 'It is an issue with the Cabinet Committee on Economic Affairs not approving the money allocated to these scholarship schemes,' the official was quoted as saying by the Hindustan Times. 'We have the money but we also need green signal from above to give it out.' The Maulana Azad National Fellowship, which is open for candidates from Muslim, Sikh, Parsi, Buddhist and Christian communities, has also seen delays, with more than 1,400 PhD scholars not receiving stipends since January 2025, the Hindustan Times reported. There were also discrepancies with the National Fellowship for Scheduled Castes. For the June 2024 cycle, the National Testing Agency first published a selection list of 865 scholars in March 2025. However, it revised the list in April, reducing the selections to 805 and replacing 487 previously chosen candidates with new ones, the newspaper reported.

Missing Staff To Invisible Service: Madhya Pradesh Payroll Scam Tale Of 2 Extremes

Bhopal: Just days after NDTV exposed the shocking reality of nearly 50,000 government employees in Madhya Pradesh whose data is present in the state's records - but who haven't withdrawn their salaries since December 2024 - another scandal has surfaced, revealing the exact opposite side of the same broken system. One police constable in Vidisha drew salary for 12 years without reporting for duty or completing training. Hired But Never Showed Up In 2011, Abhishek Upadhyay was recruited into the Madhya Pradesh Police and posted at Bhopal Police Lines. As was standard procedure, he was then sent to Sagar Police Training Centre. But instead of reporting there, Upadhyay quietly returned to his hometown Vidisha. He neither informed his department nor applied for leave. No medical papers were submitted. Instead, he simply sent his service file via speed post to Bhopal, claiming that he had fallen ill. Shockingly, his file was accepted without verification, and over the next 12 years, Upadhyay continued receiving a government salary - without attending a single day of duty or training. 12 Years Later: The Curtain Lifts The truth emerged only after a Service Record (SR) check, mandated ahead of his 10-year time-scale pay upgrade. Assistant Commissioner of Police Ankita Khaterkar, who is investigating the matter, told NDTV: "The constable was supposed to undergo basic training in Sagar. When his entire batch was sent, he was on leave. When he returned, he was sent separately - but instead of going to the training centre, he went home to Vidisha. He didn't inform any officer or apply for leave. He just sent his service file by post, saying he was unwell. The file was accepted in Bhopal without any checks. Since we had already sent a letter saying he was being deputed, Sagar didn't raise a flag either. No one noticed he never showed up." When trainees returned from Sagar, his name was missing from the final list - but because he was sent separately, no one noticed his absence. Years passed. Supervisors changed. Records were never updated. Only during the SR check did something seem off - no rewards, no punishments, no duty record. The establishment branch called him in. When Upadhyay finally appeared, the department realised he had never served a single day. Authorities are now looking into how a lapse like this was even possible "I Made a Mistake," Upadhyay Admits In an exclusive conversation with NDTV, Upadhyay admitted to the wrongdoing: "I didn't understand how the system worked. I had a serious accident, and there's still a metal rod in my leg. I suffered from migraines, and my love marriage caused stress at home. I was mentally unwell and under treatment. I made a mistake." Officials estimate he collected Rs 28-35 lakh in salary over the years. He has returned just Rs 1 lakh so far, claiming he will pay the rest in instalments. However, he has not submitted any medical proof to support his claims. A full investigation is underway. Authorities are now looking into how such a lapse was even possible. How did files get processed without verification? Who were the officers responsible? And how many others might be drawing salaries without working? ACP Khaterkar told NDTV: "We are now reviewing all relevant documents. It is possible others are doing the same - sitting at home while drawing salaries. I can't say for certain, but we can't rule it out either." One System, Two Extremes This scandal comes in the wake of NDTV's recent report that revealed 50,000 government employees in Madhya Pradesh have not withdrawn salaries since December 2024 - despite their employee codes being active in the payroll system. Some are retired or deceased, but many are believed to be active employees who were overlooked due to systemic errors. The unpaid salary liability in that case exceeds Rs 230 crore. After NDTV's investigation, the state government, which had initially asked for 15 days to respond, submitted its internal report in just three days. A full audit of the Integrated Financial Management Information System (IFMIS) is now underway. When NDTV questioned Finance Minister Jagdish Deora, he refused to give a direct answer. "Whatever is done, is done according to the rules..." he said, before walking away from the camera. NDTV's reporting has now lifted the veil on a crumbling administrative structure, where retired or deceased employees still have active codes, active employees remain unpaid - and some individuals walk away with lakhs without lifting a finger. The government may claim there are no "ghosts" left in the system - but the shadows still linger.

Union Minister Ramdas Athawale applauds PM Modi for highlighting the Pahalgam terror attack at the BRICS summit

New Delhi [India] July 7 (ANI): Union Minister Ramdas Athawale on Monday lauded the Prime Minister Narendra Modi for raising the issue of the recent terror attack in Pahalgam, which disturbed the peace in Kashmir at the BRICS summit, where all member nations condemned it in unison. He said while talking with ANI, '...Pakistan Army and the government did plan the Pahalgam attack and disturbed the peace that was in Kashmir post abrogation of Article 370... PM Modi raised this issue in BRICS, and all the countries there condemned it in one voice...' While addressing the Pahalgam attack and BRICS condemnation of it, he also responded to political barbs from Team Uddhav aimed at Raj Thackeray over his earlier meeting with Union Home Minister Amit Shah. 'I think Raj Thackeray is a well-known leader of Maharashtra, and he formed a new party after separating himself from Balasaheb Thackeray. He also supported PM Modi... It's not good to object to the meeting. Being a home minister, anybody can meet Amit Shah, and this is what democracy is', Athawale said. The remarks came a day after the public reunion of the Thackeray brothers. Earlier, on Monday, PM Modi, while addressing the session on 'Peace and Security and Reform of Global Governance', at the 17th BRICS Summit in Brazil, condemned terrorism as a 'grave threat to humanity', underlining the need for urgent reforms in global institutions and highlighting India's commitment to the Global South, according to the Ministry of External Affairs (MEA). MEA Secretary (Economic Relations) Dammu Ravi, during a special media briefing on Sunday (local time), said the Prime Minister's remarks came in the context of discussions on peace, security and multilateral reforms. PM Modi also welcomed the united condemnation by BRICS members of the April 22 terror attack in Pahalgam. 'On the session on Peace and Security, Honourable Prime Minister underlined that terrorism was a grave threat facing humanity. In this context, he noted that all the leaders have condemned the Pahalgam terrorist attack in the strongest terms. He underlined that the terror attack is an onslaught on all of humanity. He also noted that those funding, promoting and providing safe havens to terrorists must be dealt with in the harshest terms,' Ravi said. (ANI)
