Centre pushes expansion of Atal Bhujal Yojana to tackle groundwater crisis
Chairing the eighth meeting of the National Level Steering Committee (NLSC) of Atal Jal here, Water Resources, River Development and Ganga Rejuvenation Department Secretary Debashree Mukherjee called this scheme a "unique and pioneering initiative" that has empowered local communities to take ownership of groundwater use.
Mukherjee emphasized the urgency of mainstreaming Atal Jal nationally, pointing to the worsening impact of climate change on the water cycle.
She advocated for mandatory water budgeting in all gram panchayats and urged the participating states to develop long-term operation and maintenance plans for infrastructure set up under the scheme.
Mukherjee also encouraged the states to replicate successful pilot projects and use the knowledge and skills developed during implementation to enhance other water conservation initiatives.
"Communities must become central actors in managing groundwater," she said.
Highlighting the scheme's progress, Additional Secretary and National Project Coordinator Subodh Yadav noted that Atal Jal is now in its sixth year.
He presented a pilot case from Ismailpur Gram Panchayat in Haryana's Yamunanagar district where high-frequency groundwater data was used to inform planning.
A third-party impact assessment by the Quality Council of India found that the scheme has led to increased community participation, especially among women, improved local knowledge and a shift towards more water-efficient crops and farming practices, resulting in broader socio-economic benefits.
Representatives from the World Bank, which supports this scheme, acknowledged the positive outcomes and identified areas needing further improvement.
The participating states showcased local impacts during presentations, providing models for cross-learning and expansion.
The committee urged the states to replicate the success of Atal Jal more broadly to build sustainable and inclusive groundwater management systems across the country.

HC disposes of plea seeking archaeological excavation in Ulaipatti
Disposing of a public interest litigation petition that had sought a direction to the Centre and the State to conduct an archaeological excavation in Ulaipatti near Usilampatti in Madurai district, the Madurai Bench of the Madras High Court directed the petitioner to pursue the representation before competent authorities. The court was hearing the petition filed in 2020 by advocate G. Thirumurugan. The petitioner said an ancient iron smelting furnace, various burial urns and other ancient artefacts were unearthed in Ulaipatti. A proper and systematic excavation could yield a good result in unravelling the history of the land. Such excavations at various sites by archaeological departments had raised the curtains on the past, he said. A Division Bench of Justices S.M. Subramaniam and A.D. Maria Clete observed that the High Court cannot issue a direction to conduct such activities unless the authorities had formed an opinion that it was necessary in the interest of the public and in accordance with the provisions of the Central Act and the Rules in force.

Government bans 25 OTT platforms for airing obscene, vulgar content
NEW DELHI:The Centre has blocked at least 25 Over-the-Top (OTT) platforms for publishing obscene and vulgar content. The banned digital services--websites and applications--include Big Shots, Desiflix, NeonX VIP, Gulab App, Kangan App, Hulchul App, MoodX, Ullu and ALTT. The action has been taken by the Ministry of Information and Broadcasting (MIB) in consultation with the Ministry of Home Affairs, MeitY, Department of Legal Affairs (DoLA), and industry bodies such as FICCI and CII, and experts in the field of women rights and child rights. "Utilising the provisions of the Information Technology Act, 2000 and the IT Rules, 2021, notifications have been issued to the various intermediaries to ensure that access to the concerned websites and apps is disabled," said officials. According to the officials, the nature of Content available on these platforms includes sexual innuendos and, in some cases, long portions of sexually explicit scenes involving nudity, thereby being pornographic in nature. "There was hardly any storyline, theme or message in a social context. A large portion of the content was obscene and vulgar. Depiction of nudity and sex in several inappropriate contexts including the relationships such as family relationships, of the platforms in violation of section 67 of the IT Act, section 292 of the IPC, and section 4 of the Indecent Representation of Women (Prohibition) Act, 1986. Some platforms published sexually explicit content in violation of Section 67A of the IT Act," officials added.

Over 3,400 SHGs formed to empower de-notified, nomadic communities, Rajya Sabha told
The Centre on Wednesday (July 23, 2025) said it has formed 3,438 Self Help Groups (SHGs) with 46,067 members exclusively from de-notified, nomadic and semi-nomadic communities (DNTs) as part of its Scheme for Economic Empowerment of DNTs (SEED). The scheme aims to improve access to education, healthcare, housing and livelihood for these historically marginalised groups. In a written reply to a question in the Rajya Sabha, Minister of State for Social Justice and Empowerment B. L. Verma said the SEED scheme was launched to empower the DNT communities through targeted interventions, including free coaching for education and job opportunities, distribution of Ayushman Bharat health cards, promotion of livelihood activities through SHGs and provision of housing under the Pradhan Mantri Awas Yojana (both rural and urban). To coordinate efforts for the welfare of these communities, the ministry has also set up the Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities (DWBDNC). The board is working in collaboration with the National Backward Classes Finance and Development Corporation (NBCFDC), the National Scheduled Castes Finance and Development Corporation (NSFDC), and several NGOs to engage directly with the communities. However, the ministry clarified that the National Rural Livelihoods Mission (NRLM) does not maintain segregated data on DNT participation in SHGs at the national level. The SEED scheme is part of the government's broader effort to ensure social justice and inclusion for groups that have traditionally remained outside the formal welfare net.
