In a step towards accountability, now Chandigarh mayoral polls be held via show of hands

Indian Express24-06-2025
In a bid to enhance transparency and accountability in the election process, the mayoral elections in Chandigarh will now be held through an open voting system — by a show of hands — instead of the long-followed secret ballot method.
The decision comes after Punjab Governor and UT Administrator Gulab Chand Kataria approved an amendment to the Chandigarh Municipal Corporation (Procedure and Conduct of Business) Regulations, 1996.
Under the newly amended Regulation 6, the elections for the Mayor, Senior Deputy Mayor, and Deputy Mayor of Chandigarh will now be conducted in the House by visible hand-raising. Kataria emphasised that this reform would ensure more transparent governance by holding elected representatives publicly accountable for their votes, while also streamlining the electoral process.
The amendment was proposed and passed by the Municipal Corporation House and is empowered by Section 398(2) of the Punjab Municipal Corporation Act, 1976, as extended to the Union Territory through the UT Act of 1994.
This change follows a controversial 2024 mayoral election in which the presiding officer, Anil Masih — a nominated councillor — was caught on camera tampering with votes to benefit BJP's candidate Manoj Sonkar over the AAP-Congress nominee Kuldeep Kumar. The incident, condemned by the Supreme Court as a 'murder of democracy,' led to a historic verdict declaring Kumar the rightful mayor, giving Chandigarh its first non-BJP, non-Congress mayor.
Following the debacle, Kumar, as Mayor, led a House resolution in October 2024 advocating a move to open voting. He even filed a petition in the Supreme Court before the 2025 elections requesting to replace secret ballots with a show of hands. While the court declined to intervene, it allowed the administration to take a call.
The 2025 elections again saw controversy with BJP winning through alleged cross-voting from opposition councillors. With the new system in place, such behind-the-scenes vote manipulations will be significantly harder, as councillors will now cast votes in full public view — mirroring how other resolutions in the House are passed.
The move aligns Chandigarh with several other municipalities adopting open voting mechanisms to strengthen democratic accountability and transparency.
Meanwhile, Chandigarh Congress president H S Lucky welcomed the decision and thanked the Administrator for this step.
He said the Chandigarh Congress and MP Manish Tewari had been demanding for allowing voting by showing of hands.
'This move will pave the way for cleaner politics and help in enhancing the image of Municipal Corporation of Chandigarh and its councillors who constantly face charges of horse trading,' he said in a statement

Savarkar defamation case: Lawyer withdraws plea claiming 'threat' to Rahul Gandhi

PUNE: Congress MP Rahul Gandhi's lawyer on Thursday withdrew from a Pune court the plea claiming apprehension of threat to the parliamentarian from followers of Hindutva ideologue Vinayak Damodar Savarkar. The lawyer, Milind Pawar, said the court has accepted withdrawal of the plea. Earlier on Wednesday, hours after filing the plea, the lawyer said it was filed without Gandhi's consent and would be withdrawn. Pawar is representing Rahul Gandhi in a defamation case filed by Satyaki Savarkar, grand-nephew of Vinayak Damodar Savarkar, over certain statements made by the Congress leader against the late freedom fighter and Hindutva ideologue. He drafted the application without consulting Gandhi and the latter has taken a "strong exception to the filing of this Pursis and expressed his disagreement with its contents", the lawyer said in a press release late Wednesday evening. The application filed by Pawar earlier on Wednesday said complainant Satyaki Savarkar had admitted that he is also a direct descendant, through maternal lineage, of Nathuram Godse and Gopal Godse, principal accused in the assassination of Mahatma Gandhi.

Former NITI Aayog VC Rajiv Kumar bats for removing restrictions on Chinese investments in India

NEW DELHI: Former NITI Aayog Vice Chairman Rajiv Kumar on Thursday pitched for the removal of restrictions on investments from China into India, saying it will boost domestic manufacturing and generate employment. Kumar, in an interview with PTI Videos, further said China has become a significant foreign investor in other countries, and India needs that investment. "So, I think the time has come to seriously consider permitting Chinese investments into India," he said. In the last few months, India and China have initiated a number of measures to repair the bilateral ties that had severely nosedived following the deadly clashes between the two militaries in June 2020. "And let me be forthright, I think it is time to remove Press Note 3 that regulates investment from neighbouring countries. The only neighbouring country which matters is, as you know, is China," Kumar said. Under Press Note 3 of 2020, the government has made its prior approval mandatory for foreign investments from countries that share land borders with India. These countries are China, Bangladesh, Pakistan, Bhutan, Nepal and Afghanistan. He further explained that investments from China will help produce things locally in India. "That is always better, because imports from China do not create employment in India. Imports do not create backwards linkages. So if you allow Chinese manufacturing investments, they will manufacture here, and they will produce, and maybe they can also export from India," Kumar noted.

Rahul Gandhi, Akhilesh Yadav to begin Voter Adhikar Yatra in Bihar from August 17

Ahead of the Assembly elections in Bihar, Congress MP KC Venugopal on Thursday announced on Thursday that Leader of Opposition in the Lok Sabha Rahul Gandhi and Samajwadi Party leader Akhilesh Yadav will launch 'VoterAdhikarYatra' against the Special Intensive Revision (SIR) of electoral rolls in Bihar from August 17. In a post on X, Venugopal wrote, 'To save our vote, our Constitution, our democracy - LOP @RahulGandhi ji, along with @yadavtejashwi ji and other Mahagadbandhan leaders will embark on the Voter Adhikar Yatra across Bihar. Those who have conspired to steal our vote and destroy our hard-fought democratic system will be punished by the people.' The Yatra will kick off with a mega launch rally in Sasaram on 17th August, going through Gaya, Munger, Bhagalpur, Katihar, Purnia, Madhubani, Darbhanga, Pashchim Champaran, and ending in Arrah on 30th August. On 1st September, we will hold a Mega Voter Adhikar Rally at Patna, where the whole of Bihar will send a clear message to drive away the Vote Chors. We will always fight to ensure that power stays with the ordinary people and is not snatched by those working for divisive forces, cronies, and the powerful, he added. The protest is being organised in response to the Election Commission's Special Intensive Revision (SIR) in Bihar and Congress' allegations of "vote theft" by the ruling party, which the party claims the poll body has failed to address. Meanwhile, Rahul Gandhi said in a post on X, "From August 17, with #VoterAdhikarYatra, we are launching a direct fight against vote theft from the soil of Bihar. This is not just an election issue - it is a decisive battle to protect democracy, the constitution, and the principle of 'one man, one vote.' We will ensure a clean voter list across the entire country. Youth, workers, farmers - every citizen, rise and join this people's movement. This time, the defeat of vote thieves - the victory of the people, the victory of the constitution," he added. (This is a developing story)
