Advisor highlights agri output decline

PESHAWAR: Advisor to the Chief Minister of Khyber Pakhtunkhwa on Finance and Inter-Provincial Coordination, Muzzammil Aslam stated that according to the federal government, there has been a 15% decline in the production of major crops, which includes a 30% decline in cotton production alone.
As a result, an additional five billion dollars will need to be spent on cotton imports. Similarly, due to the drop in wheat production, 3 billion dollars will be spent on wheat imports.
Overall, the decrease in agricultural output will force Pakistan to import goods worth $10 billion, representing a loss of Rs2,800 billion to the country and its farmers.
He said the government had claimed that the inflation rate was 4.5% or 4.7%, but it is now admitting that inflation will rise to 7.5% next year.
Muzzammil Aslam noted that Pakistan's GDP this year was Rs114 trillion, and next year it's expected to increase to Rs129 trillion. Despite this, only Rs1 trillion has been allocated for development expenditures and the federal government is not launching any new projects. Likewise, no new projects have been allocated to the provinces.
Of the Rs1 trillion development budget, Rs120 billion is from savings that were not provided as fuel subsidies, which are being used to build roads in Balochistan. This means that the actual Public Sector Development Programme (PSDP) is only Rs880 billion.
He further stated that under the 'Uraan Pakistan' programme, discussions were held on sports, water, and the environment, and Rs65 billion was initially allocated to higher education. This has now been slashed to Rs45 billion without any consultation with the provinces.
Muzzammil Aslam pointed out that the government had earlier said that projects which are more than 75% complete would be prioritized, yet two road projects in Khyber Pakhtunkhwa that were over 90% complete have been deleted, which he called a clear injustice and raised during today's meeting.
He questioned, 'If the government claims inflation is being brought down to 1%, why is the interest rate still at 11%.' He said that Rs2 to 2.5 trillion in savings from interest payments this year should be redirected to development projects but it is not happening.
He said that according to the Planning Ministry, 118 development projects have been scrapped, while the government is claiming that the growth rate will be 4.2% next year, with inflation at 7.5%. Exports will not increase significantly, but imports will rise, and $39.5 billion in remittance has been estimated.

Photo: File The State Bank of Pakistan (SBP) has formally launched its upgraded Pakistan Real-Time Interbank Settlement Mechanism Plus (PRISM+) after the original system processed transactions worth over Rs1,043 trillion in FY24, equal to ten times the size of Pakistan's GDP. SBP Governor Jameel Ahmad said the massive transaction volumes highlighted the strategic importance of large-value payment systems in financial markets. PRISM+, he added, would expand the system's capacity and efficiency to meet growing needs. He was addressing stakeholders at the launch ceremony held at the National Institute of Banking and Finance (NIBAF) in Karachi. The event was attended by CEOs of banks, microfinance institutions, payment system operators (PSOs), payment service providers (PSPs), senior SBP officials and stakeholders. Built on the ISO 20022 global messaging standard, PRISM+ places Pakistan among a small group of countries adopting the state-of-the-art framework for both retail and wholesale payments. The new system enables structured financial messaging, improved interoperability, and greater transparency. PRISM+ also introduces advanced features such as real-time liquidity management tools, transaction queuing and prioritisation, future-dated payments, and seamless integration with the Central Securities Depository (CSD) for auctions, repos, and monetary operations. Ahmad said the initiative reflects SBP's Vision 2028 to modernise digital financial infrastructure. He pointed to Pakistan's rapid shift toward digital finance, noting that the country now has over 225 million bank and digital wallet accounts, including 96 million unique users. Around 28 million people use banking apps, 71 million rely on branchless banking, while 17 million access internet banking. The governor reaffirmed SBP's strong focus on the security and resilience of payment systems. "As we expand Pakistan's digital infrastructure, SBP has mandated strict cybersecurity, anti-money laundering and fraud control frameworks to ensure trust and transparency," he said. He acknowledged the World Bank Group's support under the Financial Inclusion and Infrastructure Project and praised the efforts of SBP teams, consultants, and partner banks in executing the upgrade. In his concluding remarks, Ahmad described PRISM+ as a "strategic asset" that will enable the country's payment systems to meet future demands, support innovation, and enhance financial stability.

LAHORE: 'Punjab can become a manufacturing hub for Middle East and Africa,' said Chief Minister Punjab Maryam Nawaz Sharif during a meeting with Norihiko Ishiguro, Chairman of Japan External Trade Organization (JETRO). The CM invited Japanese investors and companies to manufacture and assemble products in Punjab. She invited Japanese investors to invest in Punjab's Special Economic Zones, and vowed to provide them free land in tax-free Special Economic Zones of Punjab. She also invited JETRO to start joint venture projects with private and public sector companies of Punjab. The Chief Minister said, 'Punjab is a big market from which Japanese investors can benefit.' She invited Japanese companies to build IT parks in Nawaz Sharif IT City, and discussed labour training and provision of trained and skilled manpower as per needs of companies in Japan. According to a message received here, Maryam Nawaz Sharif said, 'Pakistan is a country with a majority of youth. We want Japanese companies to support us in making our youth skilled.' She also reviewed possibilities of increasing volume of bilateral trade. The Chief Minister briefed the head of Japan External Trade Organization (JETRO) about various lucrative investment opportunities in Punjab. PTI workers: Court adjourns hearing of bail pleas

ISLAMABAD: A local court on Tuesday adjourned the hearing of bail applications of 23 Pakistan Tehreek-e-Insaf (PTI) workers in a case registered against them in connection with the violation of Section 144 on August 15 after police failed to produce the case record before it. Judicial Magistrate Hafeez Ahmed, while hearing the case, adjourned the hearing of PTI workers' bail pleas today (Wednesday) in a case registered against them at Industrial Area police station under different sections of the Peaceful Assembly and Public Order (PAPO) Act and Section 144. During the hearing, the prosecution informed the court that the investigation officer (IO) of the case had gone to Faisalabad in connection with another case, due to which the case record has not been produced before the court.
