23 Maoists, including members of guerrilla army, surrender in Chhattisgarh's Sukma

Twenty-three Maoists allegedly involved in the murders of several security personnel and tribal villagers in Chhattisgarh's Sukma district, with a collective bounty of Rs 1.18 crore, surrendered before the police on Saturday.
Eight hardcore Maoists from the formidable Battalion 1 of the People's Liberation Guerrilla Army (PLGA), the armed wing of the Communist Party of India (Maoist), were among those who surrendered.
None of the 23 Maoists surrendered with weapons.
Among those who surrendered is a divisional committee member (DVCM) identified as Lokesh alias Podiyam Bhima, 35. 'Since 2007, he has been involved in at least nine cases of attacks, killing several security personnel in the Bastar region,' Kiran Chavan, Superintendent of Police, Sukma, said. At the state level, the Dandakaranya Special Zonal Committee is the top committee, followed by DVCMs in every division.
Another Maoist who surrendered was identified as Ramesh alias Kalmu, 35, who was the guard commander of top Maoist leader Madvi Hidma. Both have a bounty of Rs 8 lakh each.
Since 2024, after anti-Naxal operations intensified, over 1,450 Maoists have surrendered to the police.
'There are several factors behind the surrender,' Chavan said. 'The new surrender Naxal policy, the Niyad Nellanar scheme, new police camps coming up in remote villages, increasing police influence, the inhuman and directionless ideology of Naxals and the exploitation and atrocities faced by them in the organisation, coupled with the discrimination by Telugu cadres, led to the surrender,' he explained. The Maoists who surrendered also did not like the violence inflicted on tribals, Chavan added.
Every surrendered Maoist would be given Rs 50,000 as a surrender amount and get skills training.
On Friday, 22 Maoists with a bounty of Rs 37.50 lakh, including a DVCM member, had surrendered in Narayanpur.

Kurukshetra: A total of 15,376 cases were settled during the National Lok Adalat held across the District Court Complex, Shahabad, and Pehowa in Kurukshetra, under the leadership of District and Sessions Judge Dinesh Kumar Mittal. The Lok Adalat was organized by the District Legal Services Authority (DLSA), with a total of 19,797 cases listed for resolution. According to a press release issued by DLSA Secretary and CJM Nitika Bhardwaj, the event witnessed the passing of settlement orders amounting to Rs 5,85,93,296 (Rs 5.85 crore). To ensure efficient disposal, several benches were constituted under the guidance of senior judicial officers, including Principal Judge Harleen A Sharma, Additional District and Sessions Judge (ADSJ) Satish Kumar, ADSJ Devender, and Judicial Magistrates Renu Bala, Girraj Singh, Anita Rani, and Kapil, as well as Permanent Lok Adalat Vice-Chairman Praveen Gupta. Out of the 10,779 pre-litigation cases, 9,121 were successfully resolved, with settlement amounts totalling Rs 9,74,379. Additionally, from the 9,018 cases pending in court, 6,255 were settled on the spot, leading to compensation orders worth about Rs 5.76 crore. In total, 15,376 cases were resolved out of the 19,797 taken up, and settlements worth Rs 5.85 crore were ordered during the day-long legal initiative, which aims to provide speedy and amicable resolution to disputes outside the formal court system.

Bicholim: Bicholim police on Saturday arrested Jharkhand native Pradip Kumar Mantu Mandal (24) for allegedly duping Sanquelim resident Anusha Wadkar (40) of Rs 44,340 on the pretext of a Tata Sky recharge. According to the complaint by Wadkar, the accused impersonated a Tata Sky official, tricked her into sharing banking details on the pretext of a recharge, and fraudulently transferred the money from her account. Police brought the accused from Jharkhand to Goa on Saturday and arrested him under sections 318(2), 318(3), 318(4) and 319(2) of BNS 2023. PSI Rashmir Parab Matonkar is investigating further under the guidance of PI Vijay Rane Sardesai.

New Delhi: In a major relief measure for Delhi residents, the government is preparing to waive 100 per cent of the late payment surcharge on pending domestic water bills. The move comes as outrage grows over rising billing complaints and unpaid dues that have now crossed a staggering Rs 1.42 lakh crore, according to official figures. Delhi's Water Minister Parvesh Verma confirmed that the waiver scheme is in the works and expected to roll out in the next two months. "We're working on upgrading the billing software," Mr Verma said. "Once the system is ready, the surcharge waiver will be launched." The minister clarified that the upcoming relief will apply only to residential consumers, whose total pending dues stand at Rs 15,000 crore. The bigger chunk of the dues - Rs 66,000 crore from commercial users and Rs 61,000 crore from government departments - will not be covered under the waiver, at least for now. The government hopes the waiver will encourage more residents to clear their dues. "Many people stopped paying because they didn't trust the bills," a senior official said. "With this step, we want to give them a reason to return and settle their accounts." Across the city, many residents have long accused the DJB of inflated and arbitrary billing, often claiming that they continued to receive large bills even when their homes were vacant during COVID lockdown. "During the pandemic, our house was locked for months, and yet the bills kept coming. Now the late fees have pushed the amount into lakhs," said Pawan Kumar, a resident of East Delhi. "We've filed complaints, but no one from DJB ever followed up. At least this waiver is a start." Mr Verma, however, clarified that complaints related to inaccurate meter readings are not covered under the waiver. "This waiver does not cover false meter readings. That's a separate issue. But to fix that too, we're introducing smart meters across the city, which will help eliminate manual errors," he said. Currently, the DJB has around 1,000 meter readers responsible for around 26.5 lakh connections across 41 zones in Delhi. The previous Aam Aadmi Party (AAP) government too had promised a one-time settlement scheme to resolve billing disputes, but the plan was never implemented. The current administration aims to make good on that promise - albeit with a narrower focus on waiving surcharges for domestic consumers only, as of yet. With unpaid dues now crossing Rs 1.42 lakh crore, the real challenge now lies in finding a balance between recovering lost revenue and fixing a system that many residents no longer trust.
