Farm forum halts land consolidation exercise over ownership dispute in Bathinda village

Bathinda: Farmer organisation BKU (Ekta-Ugrahan) stopped an attempt by the district administration to launch a consolidation exercise to demarcate the entire landholding of Jeond village over ownership dispute on Thursday.BKU (Ekta-Ugrahan) leaders Jhanda Singh Jethuike and Shingara Singh Mann said that the district administration came prepared with police force and drones.
They started the exercise, but when opposed, the officials stopped work and returned with the assurance that a meeting would be arranged with the Bathinda deputy commissioner on Friday.The conflict between original owners (landlords) and 'mujaras' (tillers) concerns nearly 2,151 acres of land. While the landlords want a one-third share under the 'Ala Malik Adna Malik' Act prevalent in the early 1950s amounting to 717 acres, the tillers argue they have been tilling the land for the last 107 years and will not relinquish any part of it.The farmer organisation supported the cultivators and decided to proceed along the lines of the Pepsu Mujara Lehar (movement for obtaining ownership rights for tenants) of the 1930s-40s.The original owners approached the Punjab and Haryana high court. A bench, in its order on April 24, 2023, directed the authorities to complete the consolidation within six weeks. When it was not done, the petitioners filed a contempt of court petition on Dec 15, 2023. The court, in its order on Jan 8, 2025, directed the authorities to prepare and complete the revenue records, followed by the initiation of consolidation proceedings by Jan 30, 2025. It also directed that the secretary, department of revenue, Punjab, join the proceedings via video-conferencing on the fixed date. If unable to provide a justifiable explanation, an amount up to Rs1 lakh would be ordered to be paid from his/her own pocket as litigation cost to the petitioner for delaying the proceedings in the contempt petition, the court said. When the administration went for consolidation demarcation on Jan 20, 2025, the farmers opposed it, leading to a confrontation.The administration then prepared to conduct demarcation through drones to prepare 'murabbas' (a part of land measuring 25 acres) and further demarcate up to 1 acre or even less if there are more shareholders in the specified measurement of land.MSID:: 120995260 413 |MSID:: 120995260 413 |

At the heart of the ongoing hearing in the Supreme Court on the Protection of Children from Sexual Offences (POCSO) Act of 2012 is the question of the age of consent for sexual relationships. A strong case has been made to reduce the age of consent from the present 18 to 16 in view of the current realities of adolescent behaviour, social change, and the consequences of the existing law. The law criminalises a sexual relationship between those under 18 in any circumstance. The Act aims to protect children from sexual abuse and prevent crimes like child trafficking. But the law is also used for parental and social control of children and to inhibit their natural growth and punish them for it. .During the hearing, the Central government opposed the lowering of the age and granting of any exception for consensual sexual relationships between adolescents as it would dilute 'the statutory presumption of vulnerability' underlying the POCSO Act. It said that an exception would increase the risks of trafficking and other forms of child abuse. The government has taken a hard patriarchal position in line with its socially conservative thinking on man-woman and family relationships. Senior lawyer Indira Jaisingh, the amicus curiae appointed by the court, has told the court that consensual sexual relationships between adolescents should not be criminalised. She has urged the court to read a close-in-age exception into the law. The Law Commission, in a recent report, said some changes were required in the law, though it did not recommend the lowering of the age of consent. .No law should be rigid, and laws should move with the times. Adolescents now attain puberty earlier than in the past and form romantic and sexual relationships of their choice. It is wrong to curb their freedom and natural development. But such relationships lead to criminal prosecution with boys being sent to jail and girls to shelter homes. Going by the law, a kiss between a boy and a girl can lead to a 10-year jail term for the boy. Parents of girls usually lodge complaints when the boy and the girl elope. The law needs softening--consenting physical relationships should be decriminalised. In 2022, the Dharwad bench of the Karnataka High Court sought a review of the criteria in view of 'ground realities''. The Justice J S Verma commission report, which led to changes in the POCSO Act, favoured the lowering of the age of consent. The legal age of consent is 16 or lower in many countries. The law needs to be more human and realistic.

Nashik: In a written response to Nashik MP Rajabhau Waje's starred question in the Lok Sabha, Union railway minister Ashwini Vaishnaw said the Bhusawal division of Central Railways has undertaken the installation of an automatic signalling system on the 160km route between Manmad and Jalgaon junctions, This is one of the busiest sections on the Mumbai-Howrah Central Railway route. The question raised by Waje had sought information on the upgradation of railway infrastructure in and around Nashik and about the major update programmes being undertaken by railways in the backdrop of Simhastha Kumbh Mela in 2027. "The minister informed that major infrastructural development works were being carried out in and around Nashik to facilitate the movement of pilgrims, ensuring the safety of all. The railway already undertook a Rs1,110 crore developmental plan for the Nashik Road, Odha, Devlali, Kherwadi, and Kasbe Sukene railway stations as part of Simhastha Kumbh Mela," said Waje. The current signalling system allows one train to run in every block, the length of which varies from 8-20 km. No train is allowed before the preceding train clears the block for safety. However, when the new system is implemented, intermediary signals will be raised, slashing down the block distance to between 500m and 2km, depending on the need and design, ensuring the running of more trains per kilometre. It is not just enough to implement the Right To Information (RTI) Act, but it should be made fully operational, said former Union Minister Sudarsana Natchiappan. Speaking at the conference organised by the Tamil Nadu RTI Activist Movement here on Sunday, he added that when he was the chairman of the Parliamentary standing committee, he recommended that no fee be charged for seeking RTI information. 'I suggested granting information only upon request through a written letter, but eventually it was not accepted and now fee is being charged for RTI information,' he added. Some government departments seek an exemption from providing information under RTI Act citing government secrets and personal issues of individuals, he stated. Mr. Natchiappan noted that in the age of Artificial Intelligence, there were no secrets. 'All information can be obtained using a mobile phone.
