Cept to draft 3.1cr urban mobility plan
Ahmedabad: The Ahmedabad Urban Development Authority (Auda) has commissioned Cept University to prepare a new comprehensive mobility plan (CMP) as part of its long-term urban mobility strategy for the city. The Rs 3.10 crore project will guide transportation infrastructure and public transit integration over the next two decades, aligning with the upcoming City Development Plan 2041. This development comes after Auda's previous mobility plan, prepared in 2021 for Ahmedabad and Gandhinagar, could not be effectively implemented. It had been developed by Urban Mass Transit Company Limited (UMTC) with Cept University working as its subcontractor. "Auda's current jurisdiction spans 159 villages and five municipalities — Sanand, Kalol, Bareja, Dahegam, and Mahemdabad — across Ahmedabad, Mehsana, Gandhinagar and Kheda districts," said a senior Auda official, adding, "The authority has emphasized the need for comprehensive transportation planning covering the next 20 years." The approval process began when Auda wrote to the state govt's urban development department (UDD) on Oct 12, 2023, followed by another letter on Feb 6 last year. "Auda had earlier requested approval and financial assistance under a sub-scheme of the Union ministry of housing and urban affairs, which subsequently granted in-princple approval with consultant expenses covered," said the Auda official. Cept University, listed at No. 23 on the state ministry's empanelment list for transportation planning consultants, was invited to submit technical and financial bids on Jan 22 this year. The university initially proposed Rs 3.25 crore on Feb 6, but agreed to Rs 3.10 crore after negotiations. Auda's board approved the appointment in June. In Dec 2014, Auda had developed the City Development Plan 2021. This too had transportation standards in focus. Construction waste mounds cover site: Water plant project hits hurdle in Gurgaon
Gurgaon: The second phase of Basai water treatment plant (WTP) — crucial for strengthening water supply across the city, especially in new sectors developed along Dwarka Expresswa — has hit a hurdle. Tired of too many ads? go ad free now Even before construction could begin for the second phase of Basai WTP, GMDA had a major task at hand: clearing construction and demolition (C&D) waste spread over 5 acres of the 77-acre site earmarked for the project. In a letter to MCG, GMDA has urged the civic body to immediately "vacate the land and remove the dumped waste". The land lies opposite the existing Basai WTP and, according to GMDA officials, has been used by MCG as a dumping ground for debris since 2021. A senior GMDA official said, "This land is urgently required for the construction of a 100 MLD water treatment plant under the Basai WTP Phase-II project. Clearing the site is essential to begin the groundwork. We have communicated the urgency to MCG and are hopeful of timely action." Once completed, it will be Gurgaon's third water treatment plant (WTP) and the second to come up at the Basai site. When contacted MCG commissioner Pradip Dahiya said, "We will work out the possible solution." Initially proposed in June 2022 as a 90 MLD plant with a 330 million litre storage tank, the project was revised in 2023 to align with GMDA's infrastructure development plan. The revised plan includes a 100 MLD treatment capacity, two underground storage tanks of 360 million litres each, raw and clear water pump houses, and a SCADA-based control system to enhance operational efficiency. The new plant will also share inlet infrastructure with the existing Basai WTP to reduce redundancy. GMDA officials said technical evaluation of bids for the construction contract is complete and the matter will be placed before the next meeting of the high-powered purchase committee for final approval. "We are aiming to allot the work soon," the official added. A study by IIT Roorkee projected that the city's population is likely to touch 46.3 lakh by 2026, requiring a daily water supply of around 970 MLD, nearly double the current supply capacity. At present, GMDA supplies 270 MLD from the Basai plant and nearly 400 MLD from Chandu Budhera WTP after the addition of a fourth unit at the work on the fifth unit of 100 MLD is currently underway and the sixth unit of 100 MLD is also in the tendering stage.

Income tax department unearths deductions and refund racket
Mumbai: The income tax department has unearthed a racket where certain income tax return preparers and intermediaries have been filing returns claiming fictitious deductions and exemptions by abuse of beneficial provisions, with some even submitting false TDS returns to claim excessive refunds. Employees of MNCs, PSUs, govt bodies, academic institutions and entrepreneurs are among those implicated, a press release issued by the department said. Taxpayers are often lured into these fraudulent schemes with promises of inflated refunds in return for a commission. Despite a fully e-enabled tax administration system, ineffective communication remains a significant hurdle in assisting taxpayers. It has been observed that such ITR preparers often create temporary email IDs solely for filing bulk returns, which are later abandoned, resulting in official notices going unread. In the past, I-T department had found these parties often operated from slums where party chiefs collected donations in the name of the party from individuals and returned the funds in cash after deducting commissions. The I-T department analysis revealed rampant misuse of tax deductions provisions meant for house rent allowance, interest paid on education loans, payments made towards health insurance premiums, certain medical expenses, interest paid on home loans, interest paid on loans taken to purchase electric vehicles and donations made to relief funds-charitable institutions, among others. The department stated that it would take stern action against continued fraudulent claims, including penalties and prosecution where applicable. The I-T department carried out search and seizure operations in Maharashtra, Tamil Nadu, Delhi, Gujarat, Punjab, and Madhya Pradesh, where evidence of fraudulent claims was found to have been used by various groups and entities. Sources stated that with the assistance of modern technical tools, the I-T department identified many intermediaries and CAs who facilitated such activities for the large number of individuals or employees of major companies. I-T department has carried out extensive outreach efforts, including SMS and email advisories, asking suspect taxpayers to revise their returns and pay the correct tax. Physical outreach programmes, both on and off campus, have also been conducted. "As a result, approximately 40,000 taxpayers have updated their returns in the last four months, voluntarily withdrawing false claims amounting to Rs 1,045 crore," the release said.
