In a move that could benefit over 4 million beedi workers in nearly 8,000 establishments covered under the Employees' Provident Fund Organisation (EPFO), the Union labour ministry is going to examine classifying the beedi industry as 'seasonal' establishments. The move will relax the 'non-contributory period' (NCP) norms under the Employees' Pension Scheme, 1995 (EPS-95) for beedi workers, making it easier for them to qualify for pension benefits.
A non-contributory period (NCP) refers to a period when an employee is absent from work and does not receive wages. During such periods, no contribution is made to the employee's provident fund (PF)

Centre raises financial threshold for procurement of scientific equipment, consumables
New Delhi [India], June 7 (ANI): The Central government has raised financial limits under the General Financial Rules (GFRs) for procurement of scientific equipment and consumables. The simplification of GFRs will reduce delays and enhance autonomy and flexibility for the research organisations. Under the new rules, the Finance Ministry said that Vice Chancelors, Dierectors and academic institutions under specified departments and ministries will be able to make non-Government e-Marketplace (GeM) procurement of scientific equipment and consumables. As per the notification of the Finance Ministry, the institutions can now procure scientific instruments and consumables worth up to Rs 2 lakh without the need for quotations. The earlier limit was Rs 1 lakh, which is now doubled by the Centre. Similarly, under the new rules, purchase committees can procure equipment worth Rs 25 lakh. The financial ceiling for such purchases was Rs 10 lakh. In addition, vice-chancellors and directors can give nods to the global tenders enquiring up to a value of Rs 200 crore. The move will play a pivotal role in facilitating researchers, startups and innovators, said Union Minister Dr Jitendra Singh in a post on the social media platform X. 'Here is some heartening news and a major breakthrough for young aspiring #StartUps, Innovators and Researchers: In a landmark step enabling #EaseOfDoingResearch, the GFR rules have been simplified for procurement of scientific equipment and consumables,' Union Minister Singh added in the X post. 'This will reduce delays and also enhance autonomy and flexibility for research institutions--empowering them to innovate faster,' the post added. As per the Finance Ministry, the new rules will be applicable to the authorities in departments and ministries such as science and technology, biotechnology, scientific and industrial research, atomic energy, space, earth sciences, and health research, including the Indian Council of Medical Research. According to the notification, apart from the above-mentioned departments, the Defence Research and Development Organisation (DRDO), the Indian Council of Agricultural Research (ICAR), and its affiliated universities and institutes offering postgraduate and doctoral-level programmes under any ministry or department will also benefit from the relaxed rules. Police register case; probe underway to trace origin New Delhi The Hyderabad police have registered a case after a deepfake video of AIMIM president and member of Parliament Asaduddin Owaisi surfaced online, falsely linking him to an investment scheme. Owaisi, who has in recent days emerged as one of the most trenchant critics of Pakistan's terror activities in the wake of the Pahalgam attacks, had urged authorities to instruct social media platforms to remove the fake video, file a case, and trace those responsible. The AI-generated video used Owaisi's face and voice, along with several other public figures, to mislead viewers into thinking he was endorsing a investment plan, police said on Saturday. The video falsely claimed that the scheme could yield returns of ₹53,000 per day. According to the Hyderabad MP's complaint, the video directed people to a fake website, putting them at risk of financial loss. "The video was created and uploaded along with malicious content to lure innocent people and to make false propaganda in my name," Owaisi stated in his police complaint. Police added that the video also included AI-generated visuals of Union Finance Minister Nirmala Sitharaman, billionaire industrialist Mukesh Ambani, and Infosys founder Narayana Murthy. Following Owaisi's complaint, the Cyber Crime Police Station registered a case on June 5 under relevant provisions of the IT Act and the Bharatiya Nyaya Sanhita (BNS), a senior officer confirmed on Saturday. An investigation is underway, and efforts are being made to take down the video from all platforms, the officer added.

Bandi Sanjay inaugurates road Works worth Rs 31.12 crore in Karimnagar
Karimnagar, June 7 (UNI) Union Minister of State for Home Affairs Bandi Sanjay Kumar asserted that the Narendra Modi-led Central Government is giving top priority to road construction and infrastructure development across the country. He said that the Karimnagar Parliament constituency is witnessing significant internal road development under the National Employment Guarantee Scheme, with works worth Rs 31.12 crore currently underway. The Union Minister inaugurated a newly constructed internal road in Qazipur village of Kothapalli mandal on Saturday. The road, completed under the Employment Guarantee Scheme, was built for Rs14 lakh. He later laid the foundation stone for a market shed in Asif Nagar, Kothapalli Mandal, which is being taken up with Rs 9.50 lakh from the MP Local Area Development (MPLADS) funds. Speaking at the event, Bandi Sanjay said, 'This year alone, Rs 74 lakh has been allocated for road construction in Kothapalli Mandal. I am pleased to inaugurate this road in Ghazipur, which is part of a broader initiative to enhance rural connectivity under the employment scheme.' Highlighting the Centre's extensive efforts in road infrastructure, he informed that under the Central Road Infrastructure Fund (CRIF), Rs 291 crore has been spent in the Karimnagar Parliamentary segment, resulting in the construction of 1,341 km of roads. Additionally, hundreds of crores have been utilized under the Pradhan Mantri Gram Sadak Yojana (PMGSY) to build roads in remote villages. He noted that nearly Rs 5,000 crore has been spent on National Highway works in Karimnagar Parliament. 'Highway projects between Karimnagar-Warangal and Siddipet-Elkathurthi are progressing rapidly. We are also set to begin construction of the Karimnagar-Jagityala highway very soon,' he added. Referring to the Rajiv Gandhi Highway, he said the Central Government is ready to widen it using National Highway funds. However, he pointed out that the road is currently under a state-level maintenance contract. 'If the state government resolves the issue with the existing contractor and submits proposals, we are prepared to take up the widening project without delay,' he assured. UNI VV BD
