Why Several Voters' Homes Listed As "House Number 0"? Poll Body Clarifies
Chief Election Commissioner Gyanesh Kumar on Sunday said instances of a person holding multiple voter identity cards arise due to migration or administrative lapses and the poll authority is working to rectify such mistakes.
Addressing a press conference here, Kumar also said the 'House number zero' issue flagged by political parties also arises as several voters do not have a home or their homes have not been given numbers by the panchayat or their respective municipality.
Kumar said the Commission had also addressed the issue of the same voter identity card number allotted to different persons in different states and corrected 3,00,000 such instances.
"Even if a person has votes in two places, he goes to vote at only one place. Voting at two places is a crime and if any person makes a claim of double voting, then proof is required. Proof was asked but was not given," the CEC said.
Kumar said knowingly or unknowingly, some people have ended up having multiple voter identity cards due to migration and other issues, and exercises like the special intensive revision (SIR) would rectify such discrepancies.
On the issue of several voters listing their homes as 'house number zero', the CEC said: "Many people do not have a home, but their name is also in the voter list. The address that is given is the place where that person comes to sleep at night. Sometimes on the side of the road, sometimes under the bridge." "If such voters are called fake voters, it would be a big joke on the poor voters," he said.
Kumar said crores of people have 'zero number' in their house addresses because the panchayat or the municipality has not given the number to the house.
"There are unauthorised colonies in the cities, where they do not have a number, so what address should they fill in their form? So the instructions of the Election Commission say that if there is any such voter in this country, the Election Commission stands with him and will give him a notional number," he said.
"Just because when he fills it in the computer, he sees zero, it does not mean that he is not a voter. In the conditions of becoming a voter, your address is not as important as your citizenship and your completion of eighteen years of age and as long as you live in the vicinity of that booth," Kumar said.
On the issue of a person holding multiple identity cards, Kumar said this was because there was no website of the Election Commission before 200 that had all the data at one place.
"So, since technical facilities were not available before 2003, many such people who migrated to different places, their names were added to many places. Today there is a website, there is a computer, you can select and delete it," Kumar said.

After 24 years, ECI to conduct SIR of electoral rolls in Odisha
The Election Commission of India will launch a Special Intensive Revision (SIR) of the electoral rolls in Odisha from next month, with preparations underway to mobilise manpower for 45,000 booths across the State. The SIR is being conducted after 24 years. 'We will conduct the SIR in addition to the special summary revision carried out annually. The ECI has asked all States to perform the SIR,' said R.S. Gopalan, Chief Electoral Officer, Odisha, on Monday (August 18, 2025). 'As part of SIR, we will get a form filled up from voters this year. The form will be on their eligibility. Voters are required to submit supporting documents with the forms,' said Mr. Gopalan. 'During the last SIR, the Booth Level Officers (BLOs) went to every house and ascertained the presence of voters. They had just ticked in their notes and left. This year, they will get enumeration forms filled up,' he pointed out. 'We have 90% of the Electors' Photo Identity Card numbers linked to Aadhaar numbers. The duplication of EPICs is expected to be lower,' said CEO Odisha. Duplicate EPIC He said that during routine revisions, 7,000 EPIC numbers in Odisha were found to match EPIC numbers belonging to voters outside the State. 'We have issued new EPICs with changed numbers,' said Mr. Gopalan. 'Intense preparations are underway. We will require 45,000 booths to cover the State. Currently, we have 38,000 booths. An additional 7,000 people can be easily mobilised. These should be permanent government employees, preferably teachers. In places where Anganwadi workers have been doing revisions, they will continue to do so,' the CEO said. After the SIR, the CEO will publish the draft roll on January 6, but there will be no change in dates for filing objections and the vetting period. If the ECI desires to extend dates for these processes, the dates will naturally be extended, he pointed out. BJD appeal was delayed On the Biju Janata Dal moving the High Court, dissatisfied at the ECI's response to allegations of discrepancies observed in voting during the 2024 elections, Mr. Gopalan said, 'I had twice clarified their concerns. As per the guidelines, every political party can lodge formal complaints over the process within 45 days of the completion of the election process. BJD filed six months later. No other party had any doubts about the process.' 'There are 30 cases related to elections pending in different courts. Three of them have been rejected. Nowhere is the ECI a party,' he said. Mr. Gopalan emphasised that, 'the ECI had built its reputation over seven decades of conducting elections. Mr. Gandhi, Mr. Yadav, CPI (ML) leader Dipankar Bhattacharya and Vikassheel Insaan Party chief Mukesh Sahani interacted with people who had voted in the last few elections but whose names have been struck off the draft rolls. In a message on X, Mr. Gandhi said, 'Those who voted in the last 4-5 elections, their votes were also stolen in Bihar. And, when the reason was asked, only one answer was given - orders came from above. This is a fight for the rights of the poor - we will not stop. We will put an end to vote theft.'
