PAC tells Works Ministry: Multi-Lane Fast Flow system must not burden government or public
PAC chairperson Datuk Mas Ermieyati Samsudin said this precaution is necessary to avoid repeating issues raised in previous PAC proceedings, where projects initially claimed to have no financial impact ultimately resulted in government payments to companies.
She said any decision regarding the implementation of the MLFF system, or any future traffic management system, must provide benefits and enhance efficiency in addressing traffic congestion.
'The PAC requests that KKR provide a written update on the latest developments and direction regarding the implementation of the MLFF system for the committee's reference and attention.
'In addition, the PAC urges that the effectiveness and efficiency of the existing toll collection system be improved as an immediate measure to reduce highway congestion before the implementation of the MLFF,' she said in a statement today.
According to Mas Ermieyati, the matter was among the recommendations outlined in the PAC Statement on the Follow-up Action by the KKR and the Malaysian Highways Authority (LLM) for the Parliamentary PAC Recommendations on the Management of the MLFF Project Implementation, which was presented yesterday.
In addition, the PAC also presented its statement on follow-up actions by the Ministry of Finance (MOF) and the Malaysian Inland Revenue Board (IRB) regarding PAC's recommendations on the Management of the IRB Accounts Receivable.
For the issue involving the IRB, Mas Ermieyati said the PAC recommended that the board continue to intensify enforcement actions of existing laws, in addition to making improvements from time to time.
On this matter, Mas Ermieyati said the PAC recommended that IRB intensify enforcement under existing laws and continuously improve procedures to reduce the risk of rising accounts receivable and taxpayer appeals.
She also emphasised the need for ongoing monitoring to ensure the effectiveness of the tax assessment process, along with proactive enforcement to curb leakage and fraud in tax payments.
Commenting on the e-invoice initiative, she said, the PAC welcomed the government's move announced on June 5, 2025, and acknowledged the need to consider the preparedness of taxpayers, especially the Micro, Small and Medium Enterprises in meeting the legal requirements.
'PAC recommends that the IRB provide comprehensive support and guidance to all taxpayers throughout the preparation period for the implementation of the e-Invoice,' she said. — Bernama

Sultan Ibrahim to make first state visit to Russia by Malaysian monarch
KUALA LUMPUR: The Yang di-Pertuan Agong Sultan Ibrahim will make history as the first Malaysian monarch to undertake a state visit to the Russian Federation, from Aug 5 to 10, 2025. The visit, at the invitation of Russian President Vladimir Putin, marks a significant milestone in Malaysia-Russia relations, which began with the establishment of diplomatic ties in 1967. In a statement, the Foreign Ministry said the visit underscores the vital role of the Malaysian monarchy in advancing the nation's diplomacy on the global stage. "The state visit not only serves to strengthen existing bilateral ties, but also opens avenues for new cooperation across various sectors, including trade, higher education, technology and innovation, and people-to-people engagement," it said is a statement. As Asean chair in 2025, Malaysia is also expected to play a key role in reinforcing strategic partnerships, particularly with Russia, which has been a dialogue partner of Asean since 1996. During the visit to Moscow, Sultan Ibrahim will be accorded a state welcome at the Kremlin, followed by an official meeting with President Putin. His Majesty will also attend a state banquet hosted by the Russian president. Sultan Ibrahim is also scheduled to visit several leading Russian innovation hubs, including the Central Automotive Development Centre (NAMI) and the Tochka Kipeniya Technology and Innovation Hub. Following the engagements in Moscow, His Majesty will proceed to Kazan in the Republic of Tatarstan on Aug 8. Tariff cuts for 11,000 US products

The Investment, Trade and Industry Minister said that this was the concession requested by the United States during protracted tariff negotiations which began in April and concluded yesterday. 'The US list involves 11,260 tariff lines. Of this, a total of 6,911 products are mainly industrial manufacturing products, which made up a large portion of the list. 'Another 191 products fall under the agricultural tariff line. 'This means that about 61% of imported products under the list will have zero tariff,' he told a press conference. He added that about 39% of the US products under the list saw their tariffs reduced. 'This means we had made a comprehensive offer that covers 98.4% of all tariff lines to eliminate or reduce tariffs,' he added. 'The reduction of tariff is a win-win outcome for both Malaysia and the United States, demonstrating a strong and constructive bilateral Malaysia-US relationship, built over the last 68 years,' Tengku Zafrul said. The United States had initially requested zero or reduced tariffs on a total of 11,444 US products during negotiations. He noted that 6,567 US products were already on the zero tariff list which was agreed on during previous negotiations. Among the US agriculture products that will have zero tariffs, he said, include dairy, poultry, fruits and sanitary products. He added that the 19% tariffs imposed on Malaysian exports to the United States will also be enforced on Aug 8. On Malaysian semiconductors and pharmaceutical exports to the United States, Tengku Zafrul said that they are exempted from the 19% tariffs imposed by the United States. 'At the moment, semiconductors and pharmaceutical products from Malaysia which are exported to the United States are exempted from tariffs. 'However, this is subject to Section 323 of the US Trade Expansion Act. 'The US Department of Trade and Commerce will still have to decide if this is fair,' he said, adding that the final decision will be known by the end of the year. Tengku Zafrul said that the conclusion of the US tariff negotiations will help provide some certainty to exporters and industries in Malaysia. He said that he will be issuing a joint statement with US Trade Representative ambassador Jamieson Greer on the tariffs soon.
