Bhiwapur police arrest 159 for sand smuggling in 16 months

Officials said the success was achieved largely due to strategic surveillance, local-level inputs, and persistent follow-ups with the tehsil office to initiate legal action and recovery.
Assistant police inspector Jayprakash Nirmal, who led the operation, said the Wainganga river in the Paoni area had become a hotspot for sand smuggling by people from several villages along its banks. "Locals extracted sand from the riverbed and stored it in depots across the area.
The sand would be then sold at rates far below the market price," Nirmal told TOI.
Most of the sand was routed to Nagpur, where demand for construction material is high. "People preferred the illegal route as procuring sand through legitimate channel is costlier because of the royalty, taxes, and transportation charges," Nirmal said. The sand was often stored in common plots without official titles, making it difficult for police to initiate action initially.
Bhiwapur police adopted a dual strategy: criminal offences were lodged against identified individuals while the tehsil office was alerted simultaneously to initiate separate legal action. This coordination allowed for effective tracking of repeat offenders and confiscation of vehicles used in the trade. This resulted in gradual reduction in smuggling routes and dismantling of multiple illegal storage depots.

Data shared by the police shows that preventive measures were initiated against 182 individuals suspected of being involved or likely to aid such networks. According to Nirmal, many first-time offenders were either lured by quick profits or influenced by the established ecosystem in their villages. Police say efforts are under way to raise awareness among villagers about the legal consequences and environmental damage caused by sand smuggling.
The crackdown is expected to continue with more field inspections and collaborations with the revenue department, as authorities aim to eliminate the practice entirely from Bhiwapur and nearby talukas.
Nirmal stated that once sand is seized during anti-smuggling operations, permission is obtained from the tehsildar to allot it to the local gram panchayat or village development officers for distribution to residents, especially for constructing homes and basic housing needs.

BHUBANESWAR: At the launch of a women-safety initiative recently, CM Mohan Charan Majhi vowed a 'non-negotiable policy for women's protection and dignity.' It was no routine political statement. His words came at a time when reports of violent crimes against women have surfaced across the state. Faced with this situation, the state govt has rolled out several measures to confront rising fear, even as official crime data suggests a marginal decline. Odisha police records show 28,800 cases of crimes against women between June 2024 and April 2025, compared to 29,539 cases in the same period a year earlier — a drop of 2.5%. But the brutality of recent incidents has eclipsed the statistics, sparking a deeper conversation about safety, accountability and institutional failure. The gang-rape of a 20-year-old student by 10 men at Gopalpur beach in June shocked the entire state. Barely a month later, a college student in Balasore set herself ablaze after repeated complaints of sexual harassment against her department head went unanswered. The tragedy ignited student protests across Odisha and pushed the state to announce Shaktishree on July 19, a programme aimed at ensuring the safety of girl students in higher educational institutions. 'Women's safety should top the agenda of every govt,' the father of the Balasore college student told TOI. 'However, we need strict implementation of the project at ground zero to prevent Gopalpur and Balasore-like tragedies,' he added. A ctivists believe the outrage is a moment of reckoning. 'These incidents have left a deep scar on our collective conscience,' women's safety campaigner Maheswata Nanda said. 'While official statistics might show a marginal decrease in crime rates, the nature of recent crimes indicates a troubling pattern of institutional failure and social degradation,' she added. 'Slapped, kicked, punched repeatedly': Drone rumours claim life in UP; mob lynches beggar mistaken for thief
BAREILLY: A 50-year-old unidentified man who was mistaken for a "drone thief" -- someone who is presumed to use a drone to recce an area before targeting houses for burglary or arson -- was lynched by a mob in Bhojipura area of Bareilly district around 8.30 pm on Thursday. Police said six to eight locals were involved in the brutal assault which left the victim -- a mentally-ill beggar from some other village -- unconscious with severe head injuries and bruises all over the body. Hospital authorities later declared him dead. The incident is said to be the "first such death in the state caused by drone-related rumours". There has been rising paranoia around "drone-aided thefts" in several parts of UP. Villagers have been conducting night patrols armed with sticks, torches and even airguns in response to low-flying drone sightings -- some of them rumours while a few others cases of unmanned aerial vehicles operated by govt departments for surveying or welfare work. "The man, who was shabbily dressed, was slapped, kicked and punched several times by the locals. He was initially allowed to go, but again stopped by the same group when he didn't reveal his identity. When they again started assaulting him, a security guard alerted cops. However, by the time local police arrived, the man was already unconscious. We're trying to collect more details about him," Bhojipura SHO, Praveen Solanki, said on Friday. A local villager said that the man, with 'Ram' inscribed on his head, was spotted roaming in Memaura village under Bhojipura thana on Thursday evening. Fearing a potential theft due to recent rumours -- much of it unsubstantiated -- that thieves have been using drones to map an area or individual property before targeting them, villagers raised an alarm and gathered to thrash him. The merciless assault eventually saw him collapse. SP (north) Mukesh Mishra told TOI: "Four accused — Nirdesh Kumar (34), Harprasad Singh (36), Charan Singh (28) and Vikas Kumar (29) — were arrested on Friday. An FIR under BNS sections 103 (murder), 115-2 (provoke breach of peace), 352 (criminal intimidation), 126 (wrongful restraint), among others, were registered against six named and two unnamed persons." The victim's body has been kept in a mortuary, Mishra said, adding, "We'll wait for 72 hours, as per norms, for someone to turn up and claim the body. If no one comes, we will conduct his postmortem and cremate him." Last month, too, a 20-year-old man was thrashed by a mob in Bareilly's Sirauli area after being mistaken for a "done thief". He was rushed to hospital and managed to survive. Similar incidents have been reported from several villages in Ghaziabad. Locals there took matters into their own hands, and armed themselves with rods and sticks after a string of circulated videos sparked fears of burglary recces being carried out with drones. TOI extensively reported some of these incidents. Sensing a law and order issue, UP police have now launched night patrols from 11 pm to 3 am in some areas, along with awareness drives with village heads, and created a "drone register to identify legitimate drone operators". Police clarified that drone use at night has been barred entirely to prevent further panic.
