
PA speaker seeks orderly conduct pledge from MPAs
Speaking to reporters, the speaker, who is apparently under pressure to send disqualification references against the Pakistan Tehreek-e-Insaf's (PTI) 26 suspended MPAs, cited constitutional grounds for the move.
He said he had earlier let the house made hostage and favoured the opposition but this would not happen now. He accused the opposition of misusing his lenience.
"The opposition will have to strictly implement the Rule 223 of the Rules of Procedure and there will be no compromise in future over abusive, humiliating and violent conduct," he made clear.
The speaker said little noise had been raised during speeches of the leaders of the house in past but no one had used the derogatory, inhumane, immoral and disrespectful language uttered by the PTI lawmakers during the recent speech of Chief Minister Maryam Nawaz.
"If there is a right of protest then there is also a right to speak wherein everyone should be respectfully heard," he said.
"Enough is enough, no hooliganism will be tolerated now, come what may," Speaker Khan warned.
He said the opposition had backpedaled over its commitments previously and that was why he required the commitment to comply with the conditions in black and white.
The speaker said he wanted to run the house smoothly, where every member, including women, could express their views without disruption. "There are some democratic norms that should be followed by the opposition by giving respect to others if they want respect for themselves," he added.
He said Article 63(2) of the Constitution states that it is the speaker who decides whether a question arises regarding the disqualification of a member. If the speaker does not make a decision within 30 days, the matter is automatically referred to the Election Commission of Pakistan (ECP).
He stated that he had received three applications from Mujtaba Shujaur Rehman, Ahmad Iqbal and Iftikhar Chachar, which were not references but constitutional applications that must be decided strictly in accordance with the Constitution.
Malik Muhammad Ahmad recalled that in 2017, 22 MNAs of PTI had approached Speaker Sardar Ayaz Sadiq, demanding action under Article 63(2) on the basis of a statement by former prime minister Nawaz Sharif. When the matter was not resolved within 30 days, the Supreme Court took suo motu notice, which was constitutionally controversial, he added.
He said he had encouraged both the government and opposition to resolve matters through dialogue. Discussions were held on five key points, with both sides agreeing that foul language, sloganeering and violations of human rights would be unacceptable in the house, and that the Constitution must be fully respected, he added.
The speaker said there had never been chaos in the house during a chief minister's speech. While the opposition has the constitutional right to protest, it is equally important to uphold parliamentary norms and the sanctity of the house.
He reiterated that he does not believe in character assassination or humiliation of any member, nor will he prevent anyone from speaking. However, mob behaviour, aggressive conduct, and acts such as throwing books are unacceptable.
He said the speaker of the Khyber-Pakhtunkhwa Assembly had sent him a letter regarding the suspension of opposition members, to which a detailed response along with constitutional interpretations would be sent.
The Punjab Assembly speaker said his goal is not to undermine anyone but to protect the sanctity of the house while remaining within the constitutional framework.
He said a decision would be made soon, and whatever would be decided would be documented and agreed upon by both the government and the opposition to ensure a more conducive atmosphere in the house for moving forward.

‘Punjab to review PFC Award after new LG Act's implementation'

He praised the Chief Minister of Punjab for establishing the CCD, which has reduced fear in areas previously considered inaccessible. He also commended the peace festival organized by the Punjab Governor in the Kacha area on the 11th of this month. Chang questioned why the CCD and Anti-Corruption Department were not conducting operations in the Katcha area despite having the authority. He alleged that police officials owning land in the region were sabotaging operations. 'If the Prime Minister and Chief Minister can go to jail, why can't the dacoits of Kacha?' he asked. He further claimed that reports indicate some notorious police officers are supporting dacoits in the area. Meanwhile, the 26 suspended opposition members of the Punjab Assembly have been reinstated. This decision came as a result of successful negotiations between the government and the opposition following their suspension during the budget speech of Punjab Chief Minister Maryam Nawaz. Provincial Minister for Parliamentary Affairs Mian Mujtaba Shuja-ur-Rehman submitted a request in the assembly for the restoration of the opposition members, upon which Acting Speaker Punjab Assembly Zahr Iqbal Channar immediately ordered their reinstatement. The assembly secretariat also issued a notification confirming the restoration. According to details, on June 27, opposition members created a ruckus during the speech of Punjab Minister Maryam Nawaz, leading to verbal clashes and physical altercations. Following the incident, the Speaker of the Punjab Assembly suspended 26 opposition members for 15 sittings. Later, government members submitted four applications to the Speaker, requesting the Election Commission to issue disqualification notices against the opposition members. Steps taken to deal with drug abuse challenge: Azma

Proposed amendment on LGs: NA Secretariat asked to issue reminder to all parliamentary party leaders
ISLAMABAD: A parliamentary body on Tuesday directed the National Assembly Secretariat to issue a reminder to all parliamentary party leaders to submit their opinion on the proposed constitutional amendment aimed at strengthening local governments. The Senate Standing Committee on Law and Justice, which met with MNA Chaudhry Mahmood Bashir Virk in the chair, discussed 'The Constitution (Amendment) Bill, 2025' (Article 140-A) moved by MNA Muhammad Jawed Hanif Khan, seeking to make local government institutions more viable and effective in line with the aspirations of the people of Pakistan. The parliamentary body observed that, in compliance with its previous directions, letters were issued to the provincial governments as well as to the parliamentary leaders of all political parties, seeking their views regarding the proposed amendment in Article 140-A. However, the committee has so far not received a response of any parliamentary leader in this regard. The committee directed the secretariat to issue a reminder to all parliamentary leaders to submit their opinions as soon as possible to proceed further in the matter. The meeting also considered 'The Qanun-e-Shahadat (Amendment) Bill, 2025' moved by MNA Shazia Marri. During detailed deliberations, the mover informed the committee that, in light of the discussions held during the previous meeting, the proposed bill had been redrafted. The revised draft of the bill was placed before the parliamentary body for consideration, she said. The members of the committee observed that, since the bill now contained substantive amendments, it was not feasible to deliberate upon the revised draft without prior examination. Therefore, the committee decided to defer consideration of the bill till its next meeting to allow members sufficient time for a thorough review. The committee also considered the 'Constitution (Amendment) Bill, 2024' (Article 25) moved by MNA Nafeesa Shah and 'The Code of Civil Procedure (Amendment) Bill, 2024' (Section 54-A) moved by MNA Sofia Saeed Shah but due to the non-availability of the movers, the committee decided to defer consideration of both bills to its next meeting, with the observation that no further deferment shall be granted. The committee decided that, in case of continued absence of the movers, the bills shall be taken up and decided upon in absentia. MNAs Zahra Wadood Fatemi, Kiran Haider, Syed Ibrar Ali Shah, Syed Naveed Qamar, Syed Hafeezuddin, Hassan Sabir, Ali Muhammad Khan, Umair Khan Niazi, Changaze Ahmec Khan, Sardar Muhammad Latif Khan Khosa, Aliya Kamran, Shazia Marri, Jawed Hanif Khan, and senior officials of Ministry of Law and Justice attended the meeting.
