Sarawak to digitalise all 1,106 state govt services by 2030, says Premier

KUCHING (May 28): The Sarawak government is targeting to have all 1,106 of its services fully accessible online by the year 2030 as part of efforts to enhance service delivery to the people, said Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg.
In his winding-up speech at the Sarawak Legislative Assembly sitting today, Abang Johari said digitalisation is crucial in the state's transition into a high-income and developed region.
'As we work towards becoming a high-income and developed region, digitalisation helps us deliver services quicker, cut bureaucratic red tape, make data-driven decisions and ease business activities.
'Thus, I have set an ambitious target for the Sarawak Civil Service – by the year 2030, all 1,106 government services must be fully accessible online. This will lead to greater efficiency and higher productivity for service delivery,' he said.
Abang Johari also congratulated the Sarawak Civil Service for achieving the digitalisation of 55 per cent of government services in 2024, ahead of the 2025 target set under the Post-Covid-19 Development Strategy (PCDS) 2030.
'This milestone is a testament to the dedication of our civil service and the growing momentum behind our digital transformation,' he said.
He added that the move will bring real benefits to the people by making government services more accessible, faster, and more transparent.
'These initiatives are only the beginning. We will continue to enhance our services with urgency, responsibility and discipline, enhancing our services to benefit the rakyat and the business community,' he said.
Abang Johari said the transformation of service delivery is supported by a civil service that is agile, competent, and future-ready.
'It is through the professionalism and discipline of our officers that our policies are translated into various projects and programmes, effectively delivering meaningful outcomes for the rakyat,' he said.
He said the state government remains committed to upskilling civil servants and providing opportunities for global exposure and professional development.
Among these efforts include sending senior officers to institutions such as Harvard University, Cambridge University, London School of Economics and Political Science (LSE), Oxford University, and the Lee Kuan Yew School of Public Policy.
'This year, 19 accountants in the Sarawak Civil Service will begin their studies under the Malaysian Institute of Certified Public Accountants (MICPA), sponsored by the GPS Government,' he added.
The Premier also led a recent delegation to LSE where discussions focused on long-term collaboration in executive education, joint research, and policy leadership training in climate, energy, and public policy.
'We are now working with LSE to integrate environmental economics, sustainable finance, and ESG principles into our civil service development,' he said.
He further emphasised the importance of governance and integrity, noting that Sarawak currently has the highest number of certified Integrity Officers among Malaysian states.
'Ultimately, we want to build a strong society in Sarawak where trust, honesty, and accountability guide every action and decision,' he said.
Abang Johari concluded by calling on all civil servants to carry out their duties with integrity and professionalism.

KUALA LUMPUR: The accountancy profession is central to Malaysia's economic resilience and future growth, particularly in embedding sustainability into business models, said Deputy Finance Minister Lim Hui Ying. She said accountants are no longer 'mere number keepers' but 'guardians of integrity', upholding trust and transparency across both public and private sectors. 'With sustainability now a central pillar of corporate strategy, accountants are uniquely positioned to embed environmental, social and governance (ESG) principles into reporting and decision-making,' Lim said in her keynote address at the inaugural Engage Asia Conference 2025 today. She said that this strengthens transparency, drives climate action and positions Malaysia as a low-carbon, resilient economy. Her remarks aligned with Malaysia's National Energy Transition Roadmap and New Industrial Master Plan 2030, both of which aim to accelerate green growth and industrial transformation. Lim commended the Association of International Certified Professional Accountants (AICPA) and the Chartered Institute of Management Accountants (CIMA) for spearheading sustainability initiatives, such as their partnerships with global business schools on ESG courses, the Sustainable Mindset learning pack, and the Fundamentals of ESG Certificate. According to her, this would help equip professionals to integrate sustainability into their work and champion green financing. Lim also highlighted Malaysia's collaboration with AICPA and CIMA to expand the pool of chartered global management accountants (CGMA). She noted that nearly 250 CGMA have been developed within key government ministries through partnerships with the Accountant General's Department, representing 60% of all globally qualified accountants in Malaysia's public sector. Meanwhile, collaboration with the Malaysian Institute of Accountants (MIA) has facilitated the largest-ever conversion of members into CGMA, while partnerships with government agencies such as Yayasan Peneraju and MyPAC, as well as employers like Shell and FGV, continue to strengthen the profession's talent pipeline. 'In today's rapidly changing environment, what we know today may not suffice for tomorrow,' Lim remarked. 'Continuous learning is not optional, it is essential to staying relevant, competitive and impactful.' She called on accountants to embrace lifelong learning, collaborate across sectors and uphold the highest standards of professionalism. Lim positioned the profession as an essential partner in realising Malaysia's Madani vision of inclusive and sustainable development. 'By championing lifelong learning and embedding sustainability, accountants will help shape not only a prosperous Malaysia, but also the future of finance globally,' she said. AICPA and CIMA chief executive of management accounting Andrew Harding cited the need to close the talent gap in digital finance skills, particularly in artificial intelligence (AI), data analytics and sustainability reporting. 'We are currently seeing a war for talent, with demand outstripping supply, particularly for those with digital skills and new expertise in areas such as AI, data analytics and sustainability reporting,' he said. 'Compounded by an ageing workforce, the profession risks being outpaced by digitally savvy competitors if we fail to act.' Harding urged finance professionals to view disruption as opportunity rather than threat. He noted that the profession has repeatedly adapted throughout history, evolving alongside technological and regulatory changes. 'No one knows what the future holds, but our ability to think critically, transform and grow places us in a strong position. We are not just responding to change, we anticipate it, shape it and use it to create lasting value,' he said. Harding underscored the rising importance of management accounting, which he said now ranks among the most in-demand finance skills globally. 'Technology does not replace us, it enables us,' he added. The two-day Engage Asia Conference 2025 themed 'Empowering Finance Leaders in a Transforming World' will see participants discussing topics ranging from digital disruption and regulatory shifts to leadership evolution and sustainability in finance.

KUALA LUMPUR: The Ministry of Investment, Trade and Industry (MITI) and SIRIM Bhd are tightening regulations on plastic waste imports to support Malaysia's circular economy goals. New measures include mandatory Post-Consumer Recycled (PCR) certification and stricter import controls under the Customs (Prohibition on Imports) (Amendment) Order 2025. Starting July 1, 2025, importers of plastic waste under HS code 39.15 must obtain a Certificate of Approval (COA) from SIRIM. MITI stated that the COA process includes pre-shipment inspections, annual factory audits, and bank guarantees to ensure compliance. 'This reduces reliance on virgin materials and minimises landfill waste,' said MITI in response to a parliamentary query by Batu Gajah MP Sivakumar Varatharaju Naidu. Deputy Plantation and Commodities Minister Datuk Chan Foong Hin presented MITI's reply during a Dewan Rakyat special session. The ministry emphasised that the COA mechanism balances economic growth with environmental protection by promoting sustainable industrial practices. MITI added that these steps align with the New Industrial Master Plan 2030 and the Circular Economy Policy Framework for manufacturing. 'Local industries can leverage this shift to adopt sustainable production methods,' the ministry noted. The policy aims to create a closed-loop supply chain, reducing waste while supporting domestic industry growth. SIRIM will enforce inspections at entry points to ensure only high-quality recyclable plastics enter Malaysia. MITI believes these measures will position Malaysia as a leader in sustainable manufacturing within the region. FINAS allocates RM2 million to boost Sarawak creative productions

KUCHING: The National Film Development Corporation Malaysia (FINAS) has disbursed more than RM2 million to support Sarawak-based producers in showcasing their creative works nationally and globally. Deputy Communications Minister Teo Nie Ching revealed that RM1.55 million was granted through the Borneo TV Programme Fund, RM421,000 via the Post-Production Fund, and RM139,000 under the Marketing and Exhibition Fund. She stated, 'In addition, the initiative also aims to enrich local broadcast content and drive strategic collaboration between industry players and broadcasters, while highlighting local identity through high-quality creative works.' Eight Sarawak production firms received Letters of Acceptance for the Borneo TV Programme Fund to develop 90-minute telemovies or telefilms. The approved companies include Sahabat Qitmir Sdn Bhd, Broad Vision Solutions Sdn Bhd, Lightcube Studio Sdn Bhd, Reka Dinamik Sdn Bhd, Pixbugs Film Sdn Bhd, Ensyio Crates Sdn Bhd, Spektrum Cahaya Sdn Bhd, and Apro Prima Sdn Bhd. Teo added that three Sarawak producers secured the Post-Production Fund, while one benefitted from the Marketing and Exhibition Fund. She emphasised that the special Borneo category enables productions in both the national language and local ethnic languages, preserving cultural heritage. 'This ensures local works can not only be showcased nationally but also penetrate international markets,' she concluded. - Bernama
