Sarawak civil service must embrace change to meet 13MP goals, says State Secretary
Mohamad Abu Bakar urges all civil servants to ensure that the government delivery system remains efficient, relevant, and responsive to current needs, in line with the development approach outlined in the 13MP. KUCHING (Aug 6): The Sarawak civil service must be fully prepared to meet the challenges of the 13th Malaysia Plan (13MP), said State Secretary Datuk Amar Mohamad Abu Bakar Marzuki. He urged all civil servants to ensure that the government delivery system remains efficient, relevant, and responsive to current needs, in line with the development approach outlined in the 13MP. 'The approach to implementing development policies and projects must be inclusive, holistic and sustainable. 'This means that, as members of the public service, we cannot continue to be in the old groove and can no longer rely on the 'business as usual' approach,' he said in his monthly address in a Sarawak Public Communications Unit (Ukas) report today. Abu Bakar highlighted the importance of applying the '3R' principles – Revisit, Rethink, and Recharge – to enhance public service effectiveness. Under Revisit, he called on civil servants to identify weaknesses in existing work processes that may hinder project implementation. For Rethink, he emphasised the need to adopt new approaches suited to current realities. 'Perhaps the current methods or processes were relevant 20 years ago, but they may no longer be relevant now, especially in the context of the global economy which is based on digitalisation,' he said. Under Recharge, he encouraged continuous self-improvement to keep pace with the leadership of Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg. 'As Sarawak civil servants, we must move as fast as the Premier of Sarawak. We cannot be left far behind. If he moves in gear five, we cannot be in gear three. 'We must move in tandem so that our aspiration to make Sarawak a developed and high-income region by 2030 is achieved,' he said. Abu Bakar also called on department heads to lead by example, stressing that leadership begins at the top. 'Leadership starts from the top. If the leader sets a good example, subordinates will follow. We must be the catalyst for change and positive reforms,' he said. He expressed confidence that with strong teamwork, discipline, and dedication, the Sarawak Civil Service can build a more efficient, transparent, and integrity-driven administration. State Secretary pays respects to late Juma'ani at Semariang Cemetery

According to a Sarawak Public Communications Unit (Ukas) report, Abu Bakar, his wife, and several Muslim department heads performed Yassin and Tahlil recitations at the grave of the late wife of the Sarawak Premier. Speaking on behalf of the Sarawak Civil Service, Abu Bakar expressed his deepest condolences to Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg and his family. 'During her lifetime, she often reminded us of the importance of caring for our welfare and health, and of working together as one family. 'May her soul be blessed and placed among the righteous,' he said as cited by Ukas. Meanwhile, Baduyah also expressed her sorrow over the passing of Juma'ani, describing it as a great loss to the Government Servants Welfare and Sports Council (Maksak) Women. She said that as the patron, the late Juma'ani was a source of inspiration for Maksak Women Sarawak and consistently supported all their activities. 'On behalf of Maksak Women, I extend our deepest condolences and pray that her soul be blessed and placed among the righteous,' she added. The late Juma'ani breathed her last at Normah Medical Centre at 3.34 am on Monday at the age of 76. Sarawak to digitalise all 1,106 state govt services by 2030, says Premier

In his winding-up speech at the Sarawak Legislative Assembly sitting today, Abang Johari said digitalisation is crucial in the state's transition into a high-income and developed region. 'As we work towards becoming a high-income and developed region, digitalisation helps us deliver services quicker, cut bureaucratic red tape, make data-driven decisions and ease business activities. 'Thus, I have set an ambitious target for the Sarawak Civil Service – by the year 2030, all 1,106 government services must be fully accessible online. This will lead to greater efficiency and higher productivity for service delivery,' he said. Abang Johari also congratulated the Sarawak Civil Service for achieving the digitalisation of 55 per cent of government services in 2024, ahead of the 2025 target set under the Post-Covid-19 Development Strategy (PCDS) 2030. 'This milestone is a testament to the dedication of our civil service and the growing momentum behind our digital transformation,' he said. He added that the move will bring real benefits to the people by making government services more accessible, faster, and more transparent. 'These initiatives are only the beginning. We will continue to enhance our services with urgency, responsibility and discipline, enhancing our services to benefit the rakyat and the business community,' he said. Abang Johari said the transformation of service delivery is supported by a civil service that is agile, competent, and future-ready. 'It is through the professionalism and discipline of our officers that our policies are translated into various projects and programmes, effectively delivering meaningful outcomes for the rakyat,' he said. He said the state government remains committed to upskilling civil servants and providing opportunities for global exposure and professional development. Among these efforts include sending senior officers to institutions such as Harvard University, Cambridge University, London School of Economics and Political Science (LSE), Oxford University, and the Lee Kuan Yew School of Public Policy. 'This year, 19 accountants in the Sarawak Civil Service will begin their studies under the Malaysian Institute of Certified Public Accountants (MICPA), sponsored by the GPS Government,' he added. The Premier also led a recent delegation to LSE where discussions focused on long-term collaboration in executive education, joint research, and policy leadership training in climate, energy, and public policy. 'We are now working with LSE to integrate environmental economics, sustainable finance, and ESG principles into our civil service development,' he said. He further emphasised the importance of governance and integrity, noting that Sarawak currently has the highest number of certified Integrity Officers among Malaysian states. 'Ultimately, we want to build a strong society in Sarawak where trust, honesty, and accountability guide every action and decision,' he said. Abang Johari concluded by calling on all civil servants to carry out their duties with integrity and professionalism. Sarawak sovereign wealth fund approved for global investments
KUCHING: The Sarawak Sovereign Wealth Future Fund, which officially commenced last year, has secured approval from relevant authorities to proceed with global investments. Sarawak Premier Tan Sri Abang Johari Tun Openg said this marks a crucial step in portfolio diversification, opening the door to international opportunities that will help maximise long-term returns for Sarawak and her people. 'At the same time, the process of selecting External Fund Managers is moving forward steadily. The first group focusing on fixed income investments is now in the final stage of appointment, with more asset classes to be managed in the coming phases. 'Our focus remains on capital preservation while laying the groundwork for sustainable, long-term growth, ensuring the fund becomes a lasting resource for future generations of Sarawakians,' he said during the winding-up session on behalf of his ministries at the State Legislative Assembly sitting here today. The Sarawak Legislative Assembly, on Nov 22, 2022, unanimously passed a Sovereign Wealth Future Fund Board Bill with the state government making an initial allocation of RM8 billion. According to the bill, the fund would be managed professionally and transparently by a board of guardians, comprising experts and professionals in the field of finance and investment. Meanwhile, Abang Johari said that the state government has set an ambitious goal for the Sarawak Civil Service to make all 1,106 government services fully accessible online by 2030. He said digital transformation will lead to greater efficiency and higher productivity for service delivery.
