'However, the implementation of such a ban must be carried out carefully, taking into account various aspects including legal implications, enforcement, and public health impact,' Dzulkefly said during Question Time. 'A comprehensive review is currently underway to evaluate the effectiveness of existing control measures and to assess the need for a more holistic policy to protect overall public health.'
He was addressing concerns raised by several MPs who sought clarification on the government's position regarding actions taken by some state governments to stop issuing business licenses for electronic cigarettes and vape products within their jurisdictions.
Dzulkefly said that the Expert Committee on Electronic Cigarettes or Vape convened a meeting on July 22, 2025, to review issues related to vape control strategies and the strengthening of regulations on smoking products.
'The committee also recommended an assessment study on legal, industrial, government revenue, and licensing aspects should the sale and use of electronic cigarettes or vape products be banned,' he added. 'Following this, the Ministry of Health plans to hold detailed discussions with four key ministries and departments: the Ministry of Finance (MOF), Ministry of Domestic Trade (KPDN), Ministry of Investment, Trade and Industry (MITI), and the Attorney General's Chambers.'
Dzulkefly clarified that his ministry is currently prioritizing a strict regulatory approach to smoking products through the implementation of the Control of Smoking Products for Public Health Act 2024 (Act 852).
Act 852 covers requirements for product registration, bans on advertising, promotion and sponsorship, sales restrictions, and smoking bans in designated smoke-free areas.
He added that since the enforcement of Act 852 on October 1, 2024, several short-term impacts have already been observed, including a reduction in the availability of smoking products in the market.
'Prior to the enforcement of Act 852, over 3,200 brands of smoking products with more than 6,800 variants were available in the market,' he stated. 'However, following enforcement, only 390 brands with approximately 2,794 variants have applied for registration with the Health Ministry.'

Over 10,000 Bumiputera engineering graduates in 2024
KUALA LUMPUR: More than 10,000 Bumiputera engineering graduates were produced by public universities last year, the Dewan Rakyat was told today. Deputy Higher Education Minister Datuk Mustapha Sakmud said a total of 10,342 Bumiputera students graduated with first degrees in engineering in 2024, compared with 10,274 in 2023. In the field of architecture, 3,781 Bumiputera graduates were recorded in 2024, up from 3,327 the previous year. "The ministry always prioritises the production of professional graduates in strategic sectors such as engineering, architecture, education, law and accountancy, in line with national development goals," he said in reply to a question from Datuk Seri Saifuddin Abdullah (PN–Indera Mahkota). On professional certification, Mustapha said titles such as Ir. (Professional Engineer) and Ar. (Professional Architect) are overseen by their respective regulatory bodies, the Board of Engineers Malaysia (BEM) and the Board of Architects Malaysia (LAM). "These certifications are optional and pursued individually through professional training, industrial assessments, examinations and qualifying periods following graduation," he said. As of 2024, 16,223 Bumiputera engineers held the Ir. title, out of 35,760 certified professionals nationwide. In 2023, there were 15,668 Bumiputera engineers among 34,384 professionals, he said. For the field of architecture, LAM data showed 1,056 Bumiputera professionals out of 2,062 certified architects this year. In 2023, there were 1,036 Bumiputera professionals out of 2,545. He said Bumiputera professionals are also represented in various high-impact fields, including medicine, dentistry, law, accountancy, pharmacy, chemistry, actuarial science, quantity surveying, psychology, digital technology, education, nursing, counselling, and occupational safety and health.

Muhyiddin confirms MCMC has summoned him over foreigner subsidy claim
KUALA LUMPUR: Perikatan Nasional chairman Tan Sri Muhyiddin Yassin today confirmed that he has been summoned by the Malaysian Communications and Multimedia Commission (MCMC), which informed him that he would be called in for questioning. During the debate on the 13th Malaysia Plan (13MP) in the Dewan Rakyat, Muhyiddin said he was puzzled as to what he was being investigated for. "I was informed today that MCMC is calling me in for questioning. They said they want to record my statement as a witness. "So I ask MCMC — have they investigated Tambun (Prime Minister Datuk Seri Anwar Ibrahim) as well?" said Muhyiddin (PN–Pagoh). His remarks were later interjected by Dewan Rakyat Speaker Tan Sri Johari Abdul, who confirmed that he had also received a letter from the Prime Minister instructing MCMC to conduct further investigations. "I received a letter from the Prime Minister this morning directing MCMC to investigate further into where this information originated from. "God willing, let's wait. MCMC will investigate where it came from." Yesterday, MCMC said it would take immediate action to investigate Muhyiddin's denial of allegations that he had defended the rights of foreigners in the RON95 fuel subsidy issue. The commission said the matter would be investigated in accordance with existing legal provisions. Muhyiddin also called on Anwar to apologise for allegedly accusing him of defending the rights of foreigners in the targeted RON95 fuel subsidy matter. He said that if the Tambun MP fails to apologise, he will file a motion to refer the Prime Minister to the Parliamentary Rights and Privileges Committee. "I want to say this as a friend — yes, he's human too, although he holds a high office. I myself have held that position before. Perhaps a mistake has been made. "It may be difficult for the Prime Minister to say, 'Muhyiddin, I'm sorry, I was wrong.' "But that's all he needs to say. I only ask one thing from Tambun — just apologise. Withdraw the statement and I will accept his apology immediately. "But let me be clear: if Tambun does not apologise, I will bring this matter to the Rights and Privileges Committee," he said.

Fadillah: Perlis, Kedah, Kelantan water firms underperform, fail to meet KPIs
KUALA LUMPUR: Water companies in Perlis, Kedah and Kelantan have recorded unsatisfactory performance after failing to meet key performance indicators (KPIs) set by the government. In contrast, water service providers in Penang, Selangor and Johor were recognised for delivering top-tier performance. Deputy Prime Minister Datuk Seri Fadillah Yusof, who is also the Energy Transition and Water Transformation Minister, said the government's current focus is on ensuring water operators in the underperforming states meet the established KPIs. He said this is crucial to ensure water supply security and to reduce the number of complaints from consumers, especially domestic users. "Whatever steps we take, our main focus remains on the people — ensuring that any increase in rates will not burden domestic users, who make up the majority," he said during Minister's Question Time (MQT) in the Dewan Rakyat today. The five KPIs set for water operators include ensuring sufficient reserve margin, treated water quality, non-revenue water (NRW) management, complaint resolution, and repair response time. To ensure the improvement of water services nationwide, Fadillah said the government has allocated RM7.7 billion in capital expenditure (CAPEX) under the Second Implementation Phase (TP2), with 82 projects approved. "Of the 82 projects, 23 are aimed at improving water supply sufficiency, 20 for water quality enhancement, 20 for reducing NRW, 16 for improving distribution systems, and the remaining three are for other purposes," he said.
