Nkabane calls for public nominations for SETA chairpersons following controversial appointments

Higher Education Minister Nobuhle Nkabane has given the members of the public wishing to make nominations for appointments of the chairpersons of the boards of Sector Education and Training Authorities until June 12.

Higher Education Minister Nobuhle Nkabane has called on members of the public to nominate chairpersons for the 21 Sector Education and Training Authority (SETA) boards.
This call comes hot on the heels of widespread outrage over a leaked list of appointments that saw several ANC-aligned individuals being selected for the key chairperson positions.
Among the controversial appointees were former KwaZulu-Natal premier Nomusa Dube-Ncube and Buyambo Mantashe, son of ANC national chairperson and Minister of Mineral and Petroleum Resources Gwede Mantashe.
The backlash from civil society and political parties forced Nkabane to withdraw the appointments and initiate a fresh process for nomination.

At the time of the withdrawal of the appointments earlier this month, Nkabane had undertaken to re-open the nominations for a limited run of seven days and also establish a new independent panel to process the nominations and recommend candidates.
In a notice published on Thursday, Nkabane invited nominations for the appointments of chairpersons of the boards for 21 SETAs.
'Interested stakeholders in the relevant sectors are invited to nominate suitably qualified candidates in possession of NQF level 8 qualification coupled with, amongst others, a blend of knowledge, skills, and experience required for the effective functioning of the SETA,' she said.
Nkabane also said competent candidates should preferably have an extensive wealth of sectoral knowledge, technical experience, and leadership capability.
'Preference will be given to people with disabilities, youth, and women during the nomination within policy and legislative context.'
Nkabane said candidates who were nominated in response to the previous Gazette may be renominated if they are still willing to be considered for appointment as SETA chairpersons.
The newly appointed chairpersons will assume their duties from the date of appointment until March 2030.
Nkabane said those wishing to make nominations have until June 12.
The notice for nominations came days after the Higher Education Portfolio Committee postponed a meeting that was scheduled for Wednesday.
The meeting was postponed due to the unavailability of an alternative venue, as the original venue was used as a lock-up facility in preparation for Finance Minister Enoch Godongwana's Budget speech.
Committee chairperson Tebogo Letsie said the meeting was to discuss Nkabane's decision to withdraw the appointments of SETA chairpersons and to restart the appointment process.
'This meeting with the minister is of critical importance. It must take place as soon as possible to ensure the committee fully understands the rationale behind the decision to restart the appointment process,' Letsie said.

Image: Ayanda Ndamane / Independent Newspapers Outgoing National Director of Public Prosecutions (NDPP) Shamila Batohi is facing mounting pressure to provide details of her claims that there is political interference in the work of the National Prosecuting Authority (NPA). In an interview this week, Batohi had said: 'The NPA has been infiltrated by people who do not have the rule of law at heart. 'We are having internal challenges; some prosecutors may not be aligned with the vision of really fighting for the rule of law in this country.' Calls for Batohi to be summoned to Parliament to provide explanations follow a difficult period for the NPA during which the authority has bungled a number of high-profile cases. The latest was the Free State High Court declaring the extradition of former Free State premier and ex-ANC secretary-general Ace Magashule's personal assistant, Moroadi Cholota, from the US unlawful as it did not have a valid and lawful request by the Justice Ministry. As a result of Judge Phillip Loubser's ruling, Cholota cannot face trial in the controversial R255 million tender to audit and replace asbestos roofs in the province alongside her former boss and several other individuals and companies. The NPA plans to appeal against the judgment. Another recent prominent case that intensified pressure on Batohi, who is reportedly due to retire when she turns 65 in January, was the acquittal of Nigerian televangelist Timothy Omotoso of multiple charges of rape, human trafficking, and racketeering in April. On Friday, the EFF wrote to National Assembly Speaker Thoko Didiza and Xola Nqola, chairperson of the Portfolio Committee on Justice and Constitutional Development, demanding an urgent parliamentary debate on Batohi's allegations of infiltration in the NPA. Additionally, the EFF wants the portfolio committee to schedule an urgent meeting and was not calling for punitive or reactionary action. 'This is not a casual institutional complaint. It is a constitutional red flag of the highest order. An assertion from the NDPP herself that the NPA has been infiltrated should send shockwaves throughout every organ of state,' the party said. The EFF warned that the assertions have direct consequences for the rule of law, the integrity of South Africa's criminal justice system, the fight against corruption and gender-based violence, and public trust in the country's democracy. The urgent meeting should be held on Tuesday, June 10, and also requested Justice and Constitutional Development Minister Mmamoloko Kubayi to be invited to attend, provide policy-level responses and inform the committee of the department's position and possible interventions on the matter, according to the EFF. It requested Didiza to exercise her authority under the National Assembly's rules to approve an urgent debate on 'the implications of the NDPP's public statement regarding infiltration of the NPA and the threat it poses to South Africa's justice system, rule of law, and constitutional democracy'. ActionSA parliamentary leader Athol Trollip said the party was alarmed and called on President Cyril Ramaphosa to remove Batohi immediately. He said the NPA has failed to prosecute Ramaphosa for not declaring foreign currency stolen at his Phala Phala farm in 2020, which was later stolen, fugitive self-proclaimed Malawian prophet Shepherd Bushiri, and secure the extradition of the fugitive Gupta brothers, among others. 'The NPA has become a refuge for politically connected individuals, a place where accountability is avoided, justice is delayed, and prosecutions collapse with shocking regularity. Under Batohi's leadership, the NPA reels from one scandal to the next,' added Trollip. Speaking at the official funeral held at the University of Venda in Thohoyandou, Limpopo, Ramaphosa joined dignitaries, mourners, and family members in celebrating the life and impact of the revered Lutheran minister. Dr Farisani, a prominent figure in the Black Consciousness Movement, dedicated his life to justice and liberation, enduring persecution for his convictions. 'When he was released and went into exile to the United States, he could have easily put the entire experience behind him and led a quiet life,' Ramaphosa said. His unwavering commitment to freedom led him to serve in Parliament and, later, as Speaker of the Limpopo Provincial Legislature in 2004. He passed away at the age of 76 following an undisclosed illness. His contribution to South Africa's democracy and spiritual life remains indelible. Additionally, Ramaphosa said Farisani campaigned against the Apartheid regime abroad. 'When Venda was proclaimed a so-called independent homeland by the Apartheid regime, he was one of those who were outspoken in his opposition. Even when this brought him into conflict with church leaders in his circuit. His activism continued into the democratic era,' he said. Meanwhile, before Ramaphosa could deliver his eulogy, Limpopo Premier Dr. Phophi Ramathuba honoured the memory of the late liberation hero, Farisani, describing him as a fatherly figure and a pillar of the community. Ramathuba reflected on his lifelong solidarity with the poor, noting that he not only served them but chose to live among them, embodying the values he preached. Farisani, she added, was a principled and steadfast member of the South African Communist Party (SACP), and his legacy as a spiritual leader and freedom fighter will continue to inspire generations.
