Bihar electoral roll revision: Only 5.2% electors remaining to fill form, says ECI

The Election Commission of India on Friday said that only 5.2 per cent of electors have filled out the enumeration form to be included in the draft electoral-roll.
In a press release, the ECI added that 94.68 percent of the existing electors have given their enumeration form to be included in the draft electoral-roll.
The draft electoral-roll is set to be published on 1 August 2025, said the ECI.
'Special Intensive Revision (SIR) exercise of voter list in Bihar | Only 5.2% Electors remaining to fill the form. As of today, 94.68% of the existing electors have given their Enumeration Form to be included in the draft Electoral-Roll to be published on 1st August, 2025,' said Election Commission of India.
According to the ECI website, there are 7,89,69,844 electors in Bihar as of 24 June 2025, out of which 7,11,72,660 (90.12 percent) received Enumeration Forms and 6,85,34,743 (86.79 percent) enumeration forms were digitised.
Also, the ECI said that 36,86,971 (4.67 percent) electors were not found at their addresses. Among them, 6,978 electors were not traced, 5,92,273 electors were identified as enrolled at multiple places, 18,16,306 electors may have probably permanently shifted, and 12,71,414 electors may have probably died.
In the rectification of Draft Electoral Roll 7,48,59,631 (94.68 percent) electors were covered, while 41,10,213 (5.2 percent) electors are remaining enumeration forms yet to be received.
"Lists of electors who are probably deceased, permanently shifted, have enrolled at multiple places or have not returned the EFs even after multiple visits of BLOs, are now also being shared with District Presidents of political parties/1.5 lakh Booth Level Agents (BLAs) appointed by them, to ascertain the exact status of each such elector before 25.07.2025," ECI said.
"As per the SIR order, each of the more than 1.5 lakh BLAs can submit up to 50 forms a day after certifying them. This step is in line with the ECI's commitment that no eligible elector is left out," ECI added.
"After disposing claims and objections till September 25, 2025, the Final Electoral Roll will be published on September 30, 2025. Printed and digital copies of the Final ER will again be given free of cost to all recognised political parties and will be published on the ECI website," the ECI concluded.

Both have been asked to submit their replies by 5 P.M. on August 16. The controversy, which has stirred Bihar's political scene, erupted after RJD leader Tejashwi Yadav alleged that the couple's names are registered in voter lists of two separate Assembly constituencies — Bada Daud village in Sahebganj (their ancestral residence) and Muzaffarpur-94 (urban address). The issuance of two separate EPIC cards for the same individual violates the Election Commission's norms, which mandate that a voter's name appear in only one constituency. According to the ECI, having a name registered in two places constitutes a punishable offence. Tejashwi Yadav took to social media to highlight the violation, accusing the ECI of shielding NDA leaders. 'When Opposition leaders face allegations, action is taken immediately, but ruling party leaders are being protected,' he wrote. Amid the escalating controversy over alleged dual voter identity cards, Veena Devi has defended herself, stating that the inclusion of her name in two voter lists was due to official inaction rather than intentional wrongdoing. 'After marriage, my name was registered in the voter list of Muzaffarpur's urban area. Later, while contesting the Zilla Parishad elections, my name was added to the village list. Since then, I have been voting from the village, using the EPIC number of that constituency in every election since 2001, from district council to Lok Sabha,' Veena Devi said. She added that she had applied to the Booth Level Officer (BLO) for removal of her name from the urban list, but 'no action was taken.' She now plans to restart the process. When asked about RJD leader Tejashwi Yadav's allegations, Veena Devi dismissed them as political attacks. 'Opposition leaders have the job of making accusations against ruling party leaders,' she remarked. The issue of dual voter registration has become a major political flashpoint in Bihar. It was first raised in connection with Tejashwi Yadav himself, before the names of Deputy Chief Minister Vijay Kumar Sinha and Muzaffarpur Mayor Nirmala Devi surfaced in similar lists. The Election Commission has reiterated that strict action will be taken against anyone found violating voter registration rules.

Appearing before a Bench of Justices Surya Kant and Joymalya Bagchi, senior advocate Rakesh Dwivedi, for the ECI, pointed to the allegations raised against it about EVMs, and now the portrayal of the special intensive revision (SIR) exercise in Bihar as 'citizenship screening'. 'Today is a time of sharp political contest. The ECI is caught up in this sharp contest between political parties,' Mr. Dwivedi submitted. Justice Kant referred to the situation as 'political hostility'. Mr. Dwivedi opened his counter-submissions to the SIR challenge by reminiscing how India had lived in a 'euphoric state' after Independence. Welcoming the Supreme Court's direction to the Election Commission of India (ECI), allowing the use of Aadhaar for any 'non-included' voter in Bihar to challenge their omission from the electoral roll under the Special Intensive Revision (SIR), the Congress on Thursday called the order a 'beacon of hope'. Venugopal said the top court's ruling is a 'massive victory for democracy and a huge message for the Vote Chors who tried to use the SIR to distort the electoral process in Bihar'. 'From August 17, with #VoterAdhikarYatra, we are launching a direct fight against vote theft from the soil of Bihar. This is not just an election issue — it is a decisive battle to protect democracy, the constitution, and the principle of 'one man, one vote'. We will ensure a clean voter list across the entire country,' Mr. Gandhi said in a post on X. 'Youth, workers, farmers - every citizen, rise and join this people's movement. This time, the defeat of vote thieves - the victory of the people, the victory of the constitution,' he added.
