Bihar electoral roll revision: Only 5.2% electors remaining to fill form, says ECI

The Election Commission of India on Friday said that only 5.2 per cent of electors have filled out the enumeration form to be included in the draft electoral-roll. In a press release, the ECI added that 94.68 percent of the existing electors have given their enumeration form to be included in the draft electoral-roll. The draft electoral-roll is set to be published on 1 August 2025, said the ECI. 'Special Intensive Revision (SIR) exercise of voter list in Bihar | Only 5.2% Electors remaining to fill the form. As of today, 94.68% of the existing electors have given their Enumeration Form to be included in the draft Electoral-Roll to be published on 1st August, 2025,' said Election Commission of India. According to the ECI website, there are 7,89,69,844 electors in Bihar as of 24 June 2025, out of which 7,11,72,660 (90.12 percent) received Enumeration Forms and 6,85,34,743 (86.79 percent) enumeration forms were digitised. Also, the ECI said that 36,86,971 (4.67 percent) electors were not found at their addresses. Among them, 6,978 electors were not traced, 5,92,273 electors were identified as enrolled at multiple places, 18,16,306 electors may have probably permanently shifted, and 12,71,414 electors may have probably died. In the rectification of Draft Electoral Roll 7,48,59,631 (94.68 percent) electors were covered, while 41,10,213 (5.2 percent) electors are remaining enumeration forms yet to be received. "Lists of electors who are probably deceased, permanently shifted, have enrolled at multiple places or have not returned the EFs even after multiple visits of BLOs, are now also being shared with District Presidents of political parties/1.5 lakh Booth Level Agents (BLAs) appointed by them, to ascertain the exact status of each such elector before 25.07.2025," ECI said. "As per the SIR order, each of the more than 1.5 lakh BLAs can submit up to 50 forms a day after certifying them. This step is in line with the ECI's commitment that no eligible elector is left out," ECI added. "After disposing claims and objections till September 25, 2025, the Final Electoral Roll will be published on September 30, 2025. Printed and digital copies of the Final ER will again be given free of cost to all recognised political parties and will be published on the ECI website," the ECI concluded.

Bihar's Chief Electoral Officer (CEO) Vinod Singh Gunjiyal on Saturday (July 12, 2025) appealed to voters of all urban Assembly constituencies in the State to actively participate in the ongoing Special Intensive Revision (SIR) of electoral rolls, carried out in accordance with the instructions of the Election Commission of India (ECI). Expressing concern, the Chief Electoral Officer said the participation of voters in urban areas was relatively lower than in rural areas. The participation of voters in rural areas had been encouraging, and about 77% of the enumeration forms had been compiled so far, the statement said. Data on the compilation of enumeration forms in various urban Assembly constituencies appear currently as — Digha (64%), Kumhrar (67%), Bankipur (72%), Patna Sahib (74.21%), Danapur (73%), Gaya Town (69%), Bhagalpur Town (71%), and Muzaffarpur Town (70%). There are a total of 243 Assembly constituencies in Bihar. 'Not only the compilation of enumeration forms in urban areas, but also the vote percentage is generally low, which shows the indifference of voters in the election process. Earlier, prefilled enumeration forms were also made available in urban areas, out of which 60-65 percent have been returned after filling, but the remaining forms are not available,' the Chief Electoral Officer's statement said. In the ongoing SIR campaign, enumeration forms were being made available to voters in urban areas through the 'Har Ghar Dastak' programme by Booth Level Officers, and personnel of municipal bodies. In this form, voters had to fill in the information, including name, EPIC number, mobile number, and other necessary details, and attach their passport-size photograph. Voters can also download their Prefilled Enumeration Form from or fill the enumeration form online. 'If you do not have the necessary documents, then fill the enumeration form with the necessary information and submit it immediately so that your name appears in the draft voter list to be published on August 1, 2025. The required documents can also be made available to the BLO during the claim-objection period from August 1, 2025 to September 1, 2025,' the statement said. Participation is essential in strengthening democracy, and active cooperation is expected for the success of this ECI campaign, Mr. Gunjiyal. 'Remember, your participation is the real strength of democracy,' the Chief Electoral Officer said.

New Delhi: A meeting scheduled between the INDIA Bloc and Election Commission of India (ECI) officials over Bihar Special Intensive Revision (SIR) is unlikely to take place on Wednesday due to lack of confirmation from the political outfits' side, sources in the poll panel said on Tuesday. ECI insiders confirmed that after putting in a request for an appointment on Wednesday, the parties appear to have backed out of the meeting. 'The Commission sought confirmation from these political parties for a meeting on July 2 at 5 p.m. However, the Commission has not received any confirmation so far. Hence, the meeting of July 2 had to be deferred,' said an official source. Shedding light on the chain of events, the ECI insider said, 'An email was received on June 30 from a legal counsel of AICC, seeking an urgent appointment with the Election Commission for July 2 regarding SIR of Bihar on behalf of many political parties, by representing himself as a counsel of multi-party delegation.' Last month, the ECI commenced an SIR of the electoral rolls aimed at verifying the eligibility of every voter in Bihar ahead of the November-December Assembly election. Under the SIR, the ECI is reinforcing its booth-level workforce by appointing 20,603 additional Booth Level Officers (BLOs), augmenting the current strength of 77,895 BLOs across the state. Over 1 lakh volunteers have also been roped in to assist genuine electors, especially senior citizens, the disabled, the sick, the economically disadvantaged, and other vulnerable groups. All recognised national and state political parties have appointed 1,54,977 Booth Level Agents (BLAs) to aid in the revision process, with the option to appoint more agents as the work progresses. Enumeration Forms (EFs) are being distributed door-to-door and are also available online for Bihar's 7.89 crore registered electors across 243 Assembly constituencies. Out of these, around 4.96 crore electors, who were registered as of January 1, 2003, need only to verify their details and submit the EF. The ECI has also uploaded the 2003 Electoral Roll of Bihar, comprising details of 4.96 crore electors, on its website as a measure to facilitate the ongoing SIR. Highlighting that nearly 60 per cent of the total electorate in the state would not have to submit any documents, the official said in a statement that these voters can verify their details from the 2003 Electoral Rolls and submit the filled-up Enumeration Form. Both the electors as well the Booth Level Officers (BLOs) would be able to readily access these details, he said. The uploading of the 2003 Electoral Roll on the ECI website – - would hugely facilitate the ongoing Special Intensive Revision (SIR) in Bihar, said the statement. The ECI said District Magistrates and Divisional Commissioners are overseeing the deployment of BLOs, who are now working full-time on the revision exercise. Additionally, the ECI is reaching out to voters through SMS campaigns targeting over 5.74 crore registered mobile numbers in Bihar.

The Central government has dismissed social media claims suggesting that caste enumeration will be excluded from Census 2027, labelling them as fake and misleading. Responding on X (formerly Twitter) on Monday evening, the Press Information Bureau (PIB) urged citizens to rely only on official sources for verified information. 'Always rely on authentic sources for accurate information," PIB posted, countering the misinformation being spread online. In another post, PIB clarified, 'The Government has already announced that the Caste enumeration will be conducted along with Census 2027. Union Home Minister Amit Shah, however, had already reviewed preparations for the upcoming census on June 15 with top officials, including the Union Home Secretary and the Registrar General and Census Commissioner of India. The official notification to conduct the census was published the same day. The Census 2027 will be conducted in two phases. The first phase—Houselisting Operations (HLO)—will gather data on housing conditions, assets, and amenities. The second phase—Population Enumeration (PE)—will collect detailed information on demographic, socio-economic, and cultural parameters of each individual in a household. Caste enumeration will also be a part of this exercise, making it the first caste-based census in Independent India since the British-era enumeration conducted between 1881 and 1931. The decision to include caste data was taken by the Cabinet Committee on Political Affairs, chaired by Prime Minister Narendra Modi, on April 30. The census will be conducted digitally for the first time, using mobile applications and offering a self-enumeration option to citizens. Around 34 lakh enumerators and supervisors, along with 1.3 lakh Census functionaries, will be deployed for the massive exercise. To ensure data security, the government has assured that stringent protocols will be followed during data collection, transmission, and storage. The reference date for the Census will be October 1, 2026, for snow-bound areas like Ladakh, and March 1, 2027, for the rest of the country. Earlier, the Ministry of Home Affairs had also fact-checked the claims questioning caste enumeration and reiterated that the upcoming census will include it. Responding to the issue, Congress leader Jairam Ramesh demanded that the Centre adopt the Telangana model not only for caste enumeration but also for detailed socio-economic data collection. However, the Centre has made it clear through its notification and official statements that caste data will indeed be part of the Census 2027.
