Take active part in Special Intensive Revision, appeals Bihar Chief Electoral Officer

Bihar's Chief Electoral Officer (CEO) Vinod Singh Gunjiyal on Saturday (July 12, 2025) appealed to voters of all urban Assembly constituencies in the State to actively participate in the ongoing Special Intensive Revision (SIR) of electoral rolls, carried out in accordance with the instructions of the Election Commission of India (ECI). Expressing concern, the Chief Electoral Officer said the participation of voters in urban areas was relatively lower than in rural areas.

The appeal was made via a press note issued by the office of the Bihar Chief Electoral Officer. The participation of voters in rural areas had been encouraging, and about 77% of the enumeration forms had been compiled so far, the statement said.
Data on the compilation of enumeration forms in various urban Assembly constituencies appear currently as — Digha (64%), Kumhrar (67%), Bankipur (72%), Patna Sahib (74.21%), Danapur (73%), Gaya Town (69%), Bhagalpur Town (71%), and Muzaffarpur Town (70%). There are a total of 243 Assembly constituencies in Bihar.
'Not only the compilation of enumeration forms in urban areas, but also the vote percentage is generally low, which shows the indifference of voters in the election process. Earlier, prefilled enumeration forms were also made available in urban areas, out of which 60-65 percent have been returned after filling, but the remaining forms are not available,' the Chief Electoral Officer's statement said.
In the ongoing SIR campaign, enumeration forms were being made available to voters in urban areas through the 'Har Ghar Dastak' programme by Booth Level Officers, and personnel of municipal bodies. In this form, voters had to fill in the information, including name, EPIC number, mobile number, and other necessary details, and attach their passport-size photograph.
Voters can also download their Prefilled Enumeration Form from voters.eci.gov.in, or fill the enumeration form online.
'If you do not have the necessary documents, then fill the enumeration form with the necessary information and submit it immediately so that your name appears in the draft voter list to be published on August 1, 2025. The required documents can also be made available to the BLO during the claim-objection period from August 1, 2025 to September 1, 2025,' the statement said.
Participation is essential in strengthening democracy, and active cooperation is expected for the success of this ECI campaign, Mr. Gunjiyal. 'Remember, your participation is the real strength of democracy,' the Chief Electoral Officer said.

Ahead of the assembly elections in the state, Bihar chief minister Nitish Kumar made a major announcement for journalists. The pension amount being given to accredited journalists in Bihar will be increased from ₹ 6,000 to ₹ 15,000. In a post on X, Nitish Kumar said, 'I am pleased to inform that under the 'Bihar Patrakaar Samman Pension Scheme', instructions have been given to the department to provide a monthly pension of ₹ 15,000 instead of ₹ 6,000 to all eligible journalists.' Additionally, in the event of the death of journalists receiving a pension under the 'Bihar Patrakaar Samman Pension Scheme', instructions have been given to provide their dependent spouse with a monthly pension of ₹ 10,000 instead of ₹ 3,000 for their lifetime, he added. Nitish noted, 'Journalists play a crucial role in democracy. They are the fourth pillar of democracy and have a significant role in social development. We have been taking care of journalists' facilities from the beginning so that they can perform their journalism impartially and live with dignity after retirement.' This comes at a time when the Election Commission's ongoing Special Intensive Revision (SIR) of the electoral rolls ahead of the Bihar assembly polls has erupted in a massive row in the country, with the opposition INDIA bloc alleging that it will delete a significant chunk of voters. As per the latest data released by the Election Commission of India on July 25, 99.8 per cent of Bihar electors have been covered so far in the Special Intensive Revision exercise. Forms of 7.23 crore electors have been received and digitised; the names of all these electors will be included in the Draft Electoral Roll. The digitisation of forms, along with BLO reports, of the remaining electors will also be completed by August 1, 2025, the poll body stated. The opposition parties have repeatedly called for a discussion in the Lok Sabha and Rajya Sabha regarding the revision exercise, moving adjournment motions every day since the start of the monsoon session and alleging that manipulation of voter rolls is taking place under the guise of the SIR. Congress MP Priyanka Gandhi, Jharkhand Mukti Morcha (JMM) MP Mahua Maji, Deputy Opposition leader in Lok Sabha Gaurav Gogoi, Shiv Sena (UBT) MP Priyanka Chaturvedi, Rashtriya Janata Dal (RJD) MP Manoj Jha, among multiple other leaders, attended the protest. 'This is not about reform. It is about engineering outcomes,' Stalin said in his post on X handle. Stating that what happened in Bihar reveals 'the Delhi regime' knows the same electorate that once voted for it would vote it out, the chief minister said,'That is why it is trying to stop them from voting altogether. If you cannot defeat us, you seek to delete us. Don't play with fire. Any threat to our democracy will be met with firm resistance,' Stalin warned. The DMK president also said Tamil Nadu would raise its voice in full force and would fight this injustice with every democratic weapon at its disposal.
